Commercial Real Estate in Poway: Poway Road, South Poway and Proposition FF
By Matthew Martinez, Founder, CEO & Managing Broker, Diamond Real Estate Group. California DRE #01869679.
Poway’s commercial property is concentrated along Poway Road, where a 235-acre planned community now governs the corridor, and in the Poway Business Park and South Poway planned community area. Smaller office and neighborhood centers sit elsewhere in the city. Poway is unusual because some land-use changes require a citywide vote under Proposition FF, so a buyer has to know both a parcel’s zone and whether it falls under a voter-approval rule. Confirm both with Poway Development Services before you commit. This page reflects the code as of October 2026.
Who controls the parcel
The City of Poway zones every parcel inside city limits under Title 17 of the Poway Municipal Code. Its zone list includes rural and single-family residential, condominium (RC) and apartment (RA) zones, four commercial zones, and planned and special-purpose zones such as Planned Community (PC), mobile home park, public facility, hospital campus and open space (PMC § 17.06.010).
Proposition FF. In November 1988, Poway voters approved Ordinance 283, known as Proposition FF (Measure P ballot materials). The code now bars any rezoning or plan amendment that increases residential density in the South Poway Planned Community without voter approval. In the Old Coach Planned Community, the vote requirement also covers increases in commercial or manufacturing use (PMC §§ 17.20.120–.130). A 2005 city newsletter describes Prop FF as also covering density or intensity increases on rural residential, public facility, hospital campus and open space land. It notes that rezoning rural residential land to multifamily or commercial needs a public vote (City of Poway, 2005).

Every commercial zone allows offices and banks. Restaurants serving alcohol are permitted in CB and CG and need a conditional use permit in CO and CN. Drive-throughs need a CUP in all four zones, and bars aren’t allowed in any of them. Heights are capped at 35 ft or two stories unless an adopted specific plan allows more. Lots next to residential zones need a 25 ft setback (PMC §§ 17.10.060, 17.10.120).
Poway Road and the South Poway business park
Poway Road Planned Community. Section 17.20.140 sets up a 235-acre planned community along Poway Road with mixed-use, commercial office, general commercial, automotive, town center and open space areas (PMC Ch. 17.20). The city’s environmental review for the Poway Road Specific Plan covered the corridor from Oak Knoll Road to Garden Road, about 2.65 miles. It projected about 260,000 sq ft of net new commercial and office space and 1,148 net new homes at buildout (CEQAnet SCH 2017031035). For a Poway Road parcel, the specific plan’s district and standards control.
South Poway and the business park. The South Poway Planned Community’s uses are set by its adopted development plan, so get that document from the city before you underwrite an industrial or flex purchase there. Adding residential density in South Poway requires a citywide vote (PMC § 17.20.120), and the city has said Prop FF also covers residential density increases in the Poway Business Park (City of Poway, 2005). Plans to convert business park land to housing face a high bar.
Other planned communities. The Farm in Poway (about 117 acres, mostly residential with recreation and agriculture) and Harmon Ranch (63 homes around a historic house) are also PC zones. The Farm went to voters as Measure P in November 2020 (Measure P).
Mixed use, lodging and operating rules
- Mixed use. Mixed use with housing needs a CUP in CO, CB and CG. The commercial and residential parts must be planned and built together, each unit needs one reserved covered space, the rest of the parking is shared, and height stays at 35 ft or two stories (PMC § 17.10.140).
- Hotels and motels. These need a CUP in CB and CG and aren’t allowed in CO or CN.
- Unlisted uses. Any use the table doesn’t list is prohibited, so a new concept may need a code interpretation.
- Planned community size. A new PC zone generally needs at least 300 contiguous acres (PMC § 17.20.030).
Transfer tax, business tax and property tax
The San Diego County Recorder collects documentary transfer tax at $0.55 per $500 of value, net of liens assumed, for both the county and its cities (SDARCC). I did not find a separate Poway transfer tax. File a Preliminary Change of Ownership Report at recording. A sale reassesses the property under Proposition 13. Businesses at commercial locations in Poway need a city business certificate, and home-based businesses need a Home Occupation Permit. Fees are in the city’s master fee schedule (City of Poway).
Due diligence that matters in Poway
- Confirm the zone and whether the parcel is inside a planned community (Poway Road, South Poway, Old Coach), where the development plan controls.
- Find out whether your plans trigger a Prop FF vote, for example any residential density increase in South Poway or a rezone of rural residential land.
- Check the use table. Bars are prohibited in all commercial zones, and drive-throughs need a CUP.
- Test lot coverage (30% to 40%) and the 35 ft height limit against your building program.
- For Poway Road sites, use the specific plan’s standards.
- Work through our commercial due diligence checklist.
