Commercial Real Estate in Placer County: County Zones, Tahoe Basin Rules and Lodging Tax

By Matthew Martinez, Founder, CEO & Managing Broker, Diamond Real Estate Group. California DRE #01869679.

Commercial property in Placer County splits into two very different markets. On the western slope, the cities along Interstate 80 and Highway 65 hold most retail, office and industrial space, while the unincorporated County covers business districts in places like Granite Bay, Penryn, Meadow Vista and the Highway 49 corridor north of Auburn. In the east, North Lake Tahoe and Olympic Valley run on a separate plan and a regional agency. Confirm the jurisdiction and plan area before you price a building.

Who controls the parcel

Inside Roseville, Rocklin, Lincoln, Auburn, Colfax and the Town of Loomis, each city writes its own zoning. Elsewhere, the County applies Chapter 17 of the County Code, administered from offices in Auburn and Tahoe City. Two areas sit outside the standard district scheme: Section 17.06.010 carves out the land covered by the Squaw Valley Land Use Ordinance (Appendix A) and the Tahoe Basin Area Plan (Appendix B). In the basin, the Tahoe Regional Planning Agency, a bi-state agency with its own regional plan, code and permits, adds a second layer of review.

Placer County zoning for commercial, industrial and mixed use

Combining districts can change a base zone substantially, including design review (-Dc, -Dh, -Ds), aircraft overflight (-AO), flood hazard (-FH), traffic management (-TM) and a conditional use permit overlay (-UP). Read the full zoning string.

Business parks, corridors and the Tahoe side

Business Park. The BP district targets large employers, high-tech manufacturing, research and professional offices on a campus layout. Manufacturing, offices and warehousing need only a zoning clearance, but retail and personal services are each capped at 20% of developable area, new outdoor storage is barred, and parcels must be at least five acres with a 50-foot height limit. Splitting a BP property or converting a building to condominiums requires a conditional use permit first, which matters for owner-user buyers.

Western corridors. The County zoning summary describes C2 as the corridor district for community and regional retail, with zero to five-foot side and rear setbacks and up to 100% coverage, while the Resort district imposes a 60-foot front setback and 10% coverage.

North Lake Tahoe. Commercial projects in Kings Beach or Tahoe City follow the Tahoe Basin Area Plan rather than the western districts above, and TRPA’s development rights system and permits apply on top of County approval. Budget extra time and expect commodity questions on any expansion.

Short-term rentals, lodging and airports

Eastern County STR cap. In February 2022 the Board approved a replacement short-term rental ordinance for eastern Placer County, Article 9.42, with a cap of 3,900 permits. Hotels, motels, timeshares, B&Bs and condotels operating as hotel-type lodging are outside the ordinance; owner-occupied STRs are exempt from the cap but still need a permit. The Board cited workforce housing costs as the reason.

Airports. The AP district covers public airport sites, and the -AO aircraft overflight combining district flags land under flight paths; check both for any parcel near Auburn or Lincoln airports.

Transfer tax, business tax and property tax

Lodging tax. The County reports an 8% transient occupancy tax in unincorporated western Placer and 10% in the Tahoe area from a 1996 voter-approved increase. A proposed 2% western increase was not placed on the November 2026 ballot; the Board continued it to a later date. TOT applies to stays of 30 days or less and requires a TOT certificate.

Transfer and property tax. The County Recorder collects documentary transfer tax at recording; we did not verify the rate or any city tax for this page, so confirm it on the escrow estimate. A change of ownership generally triggers Proposition 13 reassessment, and many newer western Placer areas carry Mello-Roos taxes. We did not verify an unincorporated business license tax.

Due diligence that matters in Placer County

  • Confirm city or County, then whether the parcel is under standard Chapter 17, the Olympic Valley ordinance or the Tahoe Basin Area Plan.
  • Read every combining district in the zoning string.
  • In the Tahoe Basin, confirm TRPA permits and development rights.
  • For BP property, confirm whether a CUP is needed to split or condo-map the building.
  • For lodging, confirm the TOT rate, certificate and, in the east, STR permit status.
  • Work through our commercial due diligence checklist.

Questions people ask

Does the County zoning ordinance apply at Lake Tahoe?

Not in its standard form. Chapter 17 excludes the Tahoe Basin Area Plan area and the Olympic Valley ordinance area, which have their own rules, and TRPA also reviews projects.

What can go in a Placer County Business Park zone?

Offices, research, manufacturing and warehousing, with retail and personal services each limited to 20% of developable area.

What is the hotel tax in unincorporated Placer County?

8% on the western slope and 10% in the Tahoe area, according to the County.

Is there a limit on short-term rentals near Tahoe?

Yes. Eastern Placer County caps STR permits at 3,900, with owner-occupied rentals exempt from the cap.

Can I subdivide a business park building into condos?

In the BP district, condominium conversion requires a conditional use permit before mapping.

Who regulates commercial property in Granite Bay?

The County. Granite Bay is unincorporated, so Chapter 17 applies.
