What multifamily in Placer County looks like

Most Placer County apartment complexes are in Roseville, Rocklin and Lincoln, with older fourplexes and small buildings in Auburn. In unincorporated western Placer, income property tends to be duplexes, townhome projects and small complexes in North Auburn and Granite Bay, plus homes with ADUs on acreage. Around North Lake Tahoe, the multifamily market includes older condo buildings and small rentals where long-term workforce housing competes with vacation use. For two to four units, read financing 2-4 unit properties; for five or more, see apartment building loans.

Where the zoning allows it

Inside Roseville and the other cities, city codes control; see our Roseville multifamily page. In unincorporated areas, Chapter 17 of the County Code applies, except in the Tahoe Basin Area Plan and Olympic Valley areas, which Section 17.06.010 treats separately.

RM. The RM article allows multifamily dwellings, ADUs and JADUs and mobile homes with a zoning clearance, SROs of up to 30 units by clearance, and mobile home parks and senior housing by conditional use permit. Density is set through Article 17.54, Article 17.56 or a density limitation (-DL) combining district, so the base zone alone does not tell you the unit count.

RM30. The RM30 article requires 20 to 30 units per acre, measured on net land after excluding roads, open space, sensitive habitat and slopes over 15%. Projects with at least 20% affordable units are permitted by right, and height, setbacks and floor area come from the County’s Multifamily and Mixed Use Design Manual.

ADUs. The County has offered free pre-reviewed accessory home plans; the page says they were being updated to the 2022 building code, so confirm current availability. ADUs in RM follow Section 17.56.200, and the Tahoe Basin has its own secondary dwelling section. See our ADU investment guide. SB 9 lot splits apply only to qualifying urban single-family lots, so most farm and forest parcels will not qualify.

Rent rules: state law only in Placer County

The Attorney General’s rent cap page, updated July 16, 2026, places Placer County in All Other Counties: 7.7% for increases from August 1, 2025 and 8.6% for increases from August 1, 2026 through July 31, 2027. No Placer County jurisdiction appears on its chart of local rent ordinances. Covered units also follow state just cause rules. Read our AB 1482 guide and just cause eviction guide.

Placer County rental property rules

Short-term rentals in eastern Placer. The County’s replacement STR ordinance, Article 9.42, caps eastern Placer at 3,900 short-term rental permits. Owner-occupied STRs are exempt from the cap but still need a permit, and operators must hold a transient occupancy tax certificate. The Board tied the cap to workforce housing costs, so do not underwrite a Tahoe-area unit as a vacation rental without confirming its permit.

Lodging tax. Stays of 30 days or less owe transient occupancy tax; the County reports 8% on the western slope and 10% in the Tahoe area. Rentals of 31 or more consecutive days are long-term and not subject to TOT.

Tahoe Basin rules, septic and design standards

In North Lake Tahoe, multifamily projects need approval under the County’s Tahoe Basin Area Plan and from the Tahoe Regional Planning Agency, which runs its own permitting and development rights programs. On the western slope, many unincorporated parcels rely on wells and septic, and RM lot minimums can be raised where the health department requires more area. Buildings with three or more units and elevated decks need SB 721 balcony inspections, which matters for older Tahoe condo buildings exposed to snow load.

Underwriting a Placer County multifamily purchase

  1. Confirm city or County, then standard Chapter 17, the Olympic Valley ordinance or the Tahoe Basin Area Plan.
  2. Read combining districts, especially -DL, which can cap density in RM.
  3. For RM30 land, confirm net acreage and whether a 20% affordable plan qualifies for by-right approval.
  4. Near Tahoe, verify any STR permit and TRPA approvals before counting short-term income.
  5. Model increases at or below 8.6% for covered units, and obtain estoppel certificates.
  6. Rebuild expenses with reassessed taxes and any Mello-Roos charges in our rental property analysis.
