Bay Point is an unincorporated community of about 24,000 people on the Suisun Bay shore between Concord and Pittsburg, with the Pittsburg/Bay Point BART station at its eastern edge. Contra Costa County, not a city, sets the zoning and issues permits, so the agent you hire should know how County rules, the station area plan and local service districts apply to a specific address.

This guide is published by Diamond Real Estate Group, one of the brokerages listed. Our broker is listed first; other agents are in alphabetical order. The order is not a ranking, and inclusion is not an endorsement.

How we chose the agents in this guide

Each agent below met three checks in October 2026:

  1. A current California license. We opened each agent’s record on the California Department of Real Estate (DRE) public lookup and confirmed the name, license type (salesperson or broker) and "Licensed" status with a responsible broker.
  2. A named brokerage. Each agent’s DRE record shows the brokerage they work under.
  3. A public profile that names Bay Point or Contra Costa County. We opened each agent’s brokerage or listing-site profile and confirmed it names Bay Point, or Contra Costa County as a whole.

Few agent profiles name Bay Point specifically, so this list is short. We did not rank agents, and we did not consider sales volume, reviews or awards. Licenses and affiliations change, so verify the license yourself before you sign anything, and interview more than one agent.

Bay Point’s median owner-occupied value is among the lowest in the inner East Bay, and its households are larger than the county average, which draws first-time buyers and multigenerational families. These are five-year survey figures, not current sale prices; ask an agent for recent sales of similar homes nearby.

An unincorporated community around the BART station

Bay Point has no city government; the County’s Department of Conservation and Development regulates land use under Division 84 of the County Ordinance Code. The County’s 2045 General Plan includes a Bay Point profile in its Stronger Communities Element, which notes the community took the Bay Point name in 1993 and envisions Willow Pass Road as its main street. Near the station, the Pittsburg/Bay Point BART Station Area Specific Plan covers land on both sides of the Pittsburg line, so check which jurisdiction a parcel is in.

Sewer service comes from Delta Diablo, which serves Antioch, Pittsburg and Bay Point. For more, see our Bay Point real estate guide and our guides to older home records and inspections and condo and townhome ownership costs.

Costs and rules specific to a Bay Point purchase

  • Transfer tax. Bay Point is unincorporated, so no city transfer tax applies; the Contra Costa County Clerk-Recorder charges $0.55 per $500 of value, about $578 on a $525,000 sale. Our California transfer tax guide explains who usually pays.
  • County permits and ADUs. Additions, garage conversions and ADUs go through County planning and building, under rules such as the County’s ADU chapter. Ask for permit records and final inspections on any improvement.
  • Station area and Pittsburg line. Near the BART station, confirm whether a parcel is in Bay Point or Pittsburg; the city and the County apply different rules, permits and fees.
  • HOAs and special taxes. Townhome and condo complexes carry association documents to review. Sellers must make a good-faith effort to provide a notice of special tax districts under Civil Code section 1102.6b.
  • Hazard disclosures. The natural hazard disclosure report summarizes mapped hazards, and the shoreline and hills can carry flood or fire designations. Check the FEMA Flood Map Service Center and the State Fire Marshal’s Fire Hazard Severity Zone maps.

How to vet a Bay Point agent

  1. Ask them to confirm the jurisdiction. A good Bay Point agent checks the parcel record, since homes near the BART station and the Pittsburg line can fall under different rules.
  2. Ask how they check County permits. Garage conversions and additions are common in older homes; ask how they confirm County permits and finals.
  3. Ask about HOA documents. For townhomes and condos, ask how early they deliver the HOA package and what they look for in reserves.
  4. Ask about flood and insurance. For homes near the shoreline, ask when they check flood zone status and get insurance quotes.
  5. Ask for comparables from similar homes. Ask for recent Bay Point sales of homes with similar size, age and updates, not Pittsburg or Concord averages.
  6. Verify the license yourself. Look the agent up on the DRE site and confirm the responsible broker matches the brokerage they name.
