San Diego, CA Homes for Sale & Real Estate

A San Diego mailing address does not tell you which set of city rules applies to a particular parcel. The City of San Diego is a charter city whose land is divided into 52 community planning areas covered by 49 community plans, and those plans sit beneath the citywide General Plan. Two homes a few miles apart can fall under different community plans, different overlay zones and, west of Interstate 5, a voter-approved 30-foot coastal height limit. Short-term rental licensing, airport compatibility overlays and an updated fire hazard map also vary by location, so the comparison has to start with the parcel rather than the neighborhood name.

Local setting or issue Why it changes the comparison
Community planning area Each of the city’s community plans adds detailed land use guidance to the General Plan, so allowed uses and future change differ by area.
Coastal Overlay Zone and coastal height limit Some work needs a Coastal Development Permit, several recent housing code changes take effect in the Coastal Zone only after Coastal Commission certification, and most land between I-5 and the ocean has a 30-foot height limit.
Short-term residential occupancy (STRO) licensing Whole-home rental licenses are capped citywide and in Mission Beach, are not transferable to a buyer, and the Mission Beach tier is fully allocated with a waitlist.
Airport influence areas and fire hazard map Airport overlay zones near San Diego International, Montgomery Field, Brown Field and MCAS Miramar, and the city’s 2025 fire hazard map, can change what a permit for an addition or rebuild requires.

San Diego homes: compare the parcel, not only the neighborhood

City of San Diego listings include detached houses on canyon edges, beach-area cottages and duplexes, downtown and Uptown condominiums, townhome communities and small apartment buildings. The same budget can buy very different ownership situations depending on whether the property is in the Coastal Overlay Zone, whether it sits inside a Very High Fire Hazard Severity Zone on the city’s adopted map, whether it is within an airport influence area, and what its community plan anticipates nearby. Confirm the jurisdiction too: some addresses that use "San Diego" in the mailing line belong to another city or to unincorporated county land, and the San Diego County guide explains how to check.

Compare coastal, canyon and transit-area parcels

Coastal parcels carry their own permitting layer. The city coordinates its Local Coastal Program with the California Coastal Commission, and amendments go to the City Council and then to the Commission for certification. The city’s ADU bulletin notes that several recent Land Development Code changes take effect in the Coastal Zone only once the Commission certifies them, and that many ADU projects there need a Coastal Development Permit. Between the ocean and I-5, the voter-enacted Coastal Height Limitation Overlay Zone sets a 30-foot limit, with a defined exclusion area near the bay.

Canyon-edge and hillside homes raise a different question. The city adopted an updated Fire Hazard Severity Zone map by Ordinance No. 21992, adding areas San Diego Fire-Rescue identified beyond the state’s designations, and building permit applications deemed complete after August 30, 2025 follow the new map. San Diego Fire-Rescue states that existing homes in Very High zones must meet Zone 0 ember-resistant standards by February 28, 2027. Homes near Trolley stations may instead fall in Transit Priority Areas, which affect parking rules for ADUs and other housing under the city’s code.

Buying in San Diego

Start with the parcel’s community plan, any overlay zones, and permit history before relying on what the listing says about potential. A seller’s statement that an ADU, a second story or a short-term rental "is possible" is a proposal, not an approval; the city’s permit and inspection systems and the Natural Hazard Disclosure report are where the evidence starts. Our buyer services cover how we organize that review, and the home-settings comparison guide walks through houses, condos and small multifamily.

If a short-term rental income is part of your plan, note that STRO licenses are issued to a host, not a property, and do not transfer with a sale. Buyers comparing nearby cities often look at National City and La Mesa, which have their own rules.

Selling a San Diego property

Buyers and their lenders will ask about permits, HOA documents, the sewer lateral and any hazard map designations, so gathering those records before listing shortens the review. If the property is in a High or Very High Fire Hazard Severity Zone, San Diego Fire-Rescue offers a real estate defensible space inspection tied to the state disclosure requirement; see our AB 38 guide for how the inspection fits into escrow.

Pricing a San Diego home means choosing comparable sales from the same community plan setting and property type rather than leaning on a citywide figure. Our seller services explain the listing process, and you can request a San Diego home valuation for a broker review of your property.

Questions about buying and owning a home in San Diego

Is every "San Diego" address inside the City of San Diego?

No. The mailing name follows postal routes, not city limits, so some San Diego addresses are in other cities or in unincorporated county areas. The jurisdiction controls which zoning code, permit office and local ordinances apply. Check the property’s tax bill and the city’s planning maps, and see the San Diego County guide for how to confirm it.

What is a community planning area?

The city is divided into 52 community planning areas covered by 49 community plans. Each plan adds detailed land use guidance under the citywide General Plan. Reading the plan for a property’s area shows what the city anticipates nearby, but a plan designation is not an approved project.

Does the Coastal Zone change what I can build?

It can. In the Coastal Overlay Zone, many additions and ADUs need a Coastal Development Permit, and the city’s ADU bulletin notes that some recent code changes take effect there only after Coastal Commission certification. The coastal height limit also applies to most land between I-5 and the ocean.

Can I buy a home and keep the seller’s short-term rental license?

No. The city’s STRO rules state that licenses are not transferable between hosts or properties. Whole-home licenses outside Mission Beach are capped at 1% of the city’s housing units, and the Mission Beach tier is capped at 30% of that area’s units and, as of the city’s October 2026 update, fully allocated with a waitlist. A buyer would need to apply under the rules in effect at the time.

Can an ADU be used as a short-term rental?

Generally no. The city states that ADUs cannot be used for STRO, except permitted companion units built before the October 15, 2017 prohibition. Confirm the unit’s permit date and type before relying on any rental plan. Our ADU buying guide covers what to request.

How do airport overlay zones affect a home purchase?

The city implements airport land use compatibility plans through overlay zones in its Land Development Code for San Diego International, Montgomery Field, Brown Field and MCAS Miramar. According to the Airport Authority, the compatibility plan does not affect existing homes but sets standards for new uses and substantial expansion or reconstruction. If you plan to add on, ask whether the parcel is in an airport influence area.

Is the property in a fire hazard severity zone?

The city adopted an updated Fire Hazard Severity Zone map in 2025 that includes areas beyond the state’s designations. San Diego Fire-Rescue states that owners in Very High zones are responsible for defensible space and that existing homes must meet Zone 0 standards by February 28, 2027. A map designation is not an insurance decision; get quotes during escrow.

Who is responsible for the sewer lateral?

In the City of San Diego, the property owner is responsible for the sewer lateral from the building to the city main, including the section under the street. A camera inspection before removing contingencies is a common way to learn its condition. The older-home records guide covers what to ask for.

Do city tenant protections apply if I buy a rental?

The city’s Tenant Protection Ordinance took effect June 24, 2023, and applies from the start of a tenancy, except fixed-term leases of three months or less. For no-fault terminations it requires relocation assistance of two months’ rent, or three months for seniors and tenants with disabilities. State rules also apply; see our AB 1482 guide.

Which Trolley lines serve the city?

MTS operates the Blue Line from UTC to San Ysidro, the Orange Line from downtown to El Cajon, and the Green Line from 12th & Imperial to El Cajon, with the Copper Line continuing to Santee. Station access is useful context, but confirm walking routes and service levels yourself rather than relying on a listing description.

Is there a city transfer tax on a San Diego sale?

The County Recorder collects the county documentary transfer tax at $0.55 per $500 of value, the same as $1.10 per $1,000. We did not confirm a separate city rate from an official source for this page, so check the preliminary escrow statement. Our California transfer tax guide explains how the tax is usually handled.

How do I check a property’s flood map status?

Enter the address in the FEMA Flood Map Service Center to see the effective flood map panel and any map revisions. FEMA notes that most homeowners policies do not cover flood damage. A flood zone designation shapes lender requirements, but it is not a quote; ask insurers directly.
