A road serving a Yorkville home can have an official name without being publicly maintained. A County repair project can be complete at one milepost without establishing the condition or legal use of the private route beyond it. For a rural purchase, investigate the approach as a chain of distinct segments, rights and responsibilities.
This guide follows the actual Monahan Creek Road naming packet and a 2026 Fish Rock Road repair file. No private easement was interpreted, no site was entered and no road photographs were taken. Use these examples with the Yorkville overview to build the actual property’s access file.
First draw the route the buyer would use
Identify the route from the public network to the dwelling and to any equipment that needs service. Mark each transition: State route, County-maintained road, private shared road and individual driveway as applicable. Record alternative routes only when their rights and practical availability can be verified. A line visible on a map does not establish that the buyer can use it.
Mendocino County’s Transportation page describes its road maintenance, land-improvement and encroachment functions. Use that office to confirm the relevant County road segment and any work affecting its right-of-way. State-route questions belong with Caltrans. Neither agency’s public road responsibility automatically answers who must repair a private entrance.
A named private road remains a title question
The RN_2021-0002 packet records a request by Anderson Valley Community Services District to name Monahan Creek Road off Fish Rock Road. It describes a private road serving multiple parcels and includes a parcel exhibit. The indexed resolution has a blank resolution number; this research did not verify a signed final adoption.
The packet is useful for following address history and identifying the naming question. It is not an easement grant, a maintenance contract or evidence that the County accepted the route into public maintenance. Do not treat a proposed naming resolution as a document that creates all rights a buyer needs to reach a house.
A later March 2023 permit report uses the address 19515 Monahan Creek Road for a panel repair/replacement entry. That is another actual record anchor for searching a property history. It does not establish the route’s current condition or determine the rights of the parcel in the road.
For the subject property, ask the title and legal reviewers to identify the instruments establishing access, the land they burden and the uses they permit. Locate the documented route against the actual traveled route. If they differ, preserve the discrepancy for review rather than assuming that long use or a familiar road name resolves it.
Read maintenance duties independently of access rights
A document allowing passage and an agreement allocating repair costs may be separate. Obtain all relevant instruments and ask who must maintain each segment, which owners share expenses and how work is authorized. Identify whether drainage structures, bridges, gates and roadside vegetation fall within the same arrangement or have different responsibilities.
Ask how ordinary maintenance differs from major work. The buyer needs to know who can approve a contractor, how contributions are determined and what happens when an owner disputes a project. This guide does not interpret an absent agreement or supply a universal cost-sharing rule. Those questions require the actual documents and appropriate professional advice.
Current invoices and meeting records can show how an arrangement has operated, but keep practice separate from legal authority. A seller’s recent payment may explain one project without establishing a permanent annual charge. If an association or informal road group administers work, ask for its records and identify the agreement supporting its role.
Follow the Fish Rock repair through its actual milestones
The County’s April 6, 2026 notice concerns storm-damage repairs on Fish Rock Road, CR 122, at milepost 19.75, contract 250048. It is a notice of intent to award, subject to further review. That stage should not be described as construction completion merely because bids had been opened.
The later October 20, 2026 Board item 26-0949 says in its DOT summary that construction has been completed and requests a notice of completion and release of contract surety. It also references the May award authorization. This is stronger, later evidence about the project stage than the April procurement notice.
However, the public item’s final-action field was blank at this check. The linked signed inspection memo and notice could not be retrieved, and the resolution attachment also failed. Attribute the completion statement to the DOT summary; do not claim that this research verified the adopted release or read unavailable attachments. An attachment label is not the same as its contents.
The project concerns a specific public-road location. It does not certify every mile of Fish Rock Road, eliminate future storm disruption or approve a private route to a particular home. The file uses a Boonville-area label while design materials identify Yorkville. Those geographic descriptions do not change the need to identify the actual milepost and road segment.

Observe the route within an authorized scope
During an authorized visit, document the actual traveled route, entrance arrangement and visible drainage features. Ask an appropriate professional to evaluate concerns requiring technical judgment. A dry-weather drive can show that a vehicle reached the house on that occasion; it cannot establish wet-weather performance, load capacity or slope stability.
The university’s Galbreath Preserve description provides local context for seasonal waterways and varied terrain. It also requires reservations for visits. Do not treat the preserve or any other neighboring road as an emergency alternative without verified rights and current availability. Publicly described land is not automatically open passage.
Keep photographs tied to the actual location, date and viewing direction when the owner authorizes them. Distinguish an observed blocked drain from a specialist’s explanation of its cause or repair. This article substitutes an evidence table for unavailable permissioned site photographs; it does not present regional imagery as a private inspection.
Ask fire and insurance questions using the actual route
Anderson Valley Fire Department lists Yorkville Station 744 at 25400 Highway 128 and makes its insurance-class discussion conditional on road distance. Ask the responsible agency about the actual parcel and project. A straight-line measurement on an aerial map does not establish the route used for service or a private protection classification.
Give an insurer accurate information about the home and access arrangement, then obtain an actual address-specific offer. A station location, a road project or a seller’s existing policy cannot guarantee the buyer’s premium or coverage. Keep any underwriting requests with the inspection and road records so required follow-up work is identified early.
Turn the file into a specific purchase decision
Separate current travel information from historical project evidence. The County’s migrated road page retained a June 2026 update date when checked in October; the absence of a listed problem there is not an October all-clear. Consult the responsible road agency for conditions relevant to a planned visit and use current official emergency information when needed. Keep that operational check separate from the permanent title and maintenance file. A temporary closure can change travel without changing ownership rights, while a recorded right does not guarantee that a route is physically passable on a particular day.
Before relying on access, reconcile the recorded route, traveled route, maintenance obligations and current observations. State the remaining gap plainly: missing instrument, uncertain segment responsibility, inaccessible structure or recommended engineering review. The buyer can then commission the necessary work instead of interpreting a road name as a complete answer.
The Mendocino County guide provides regional context and the buying-process guide helps organize transaction timing. In Yorkville, an understandable access file follows every necessary segment and identifies both the right to use it and the responsibility to keep it functioning.
