Budgeting for Acreage in Unincorporated San Diego County

Owning land outside the cities brings costs that a suburban budget often leaves out: road charges, septic and well upkeep, vegetation management, and insurance shaped by fire setting. This guide lists the budget lines to price for a specific rural property in unincorporated San Diego County and where to find supported figures. It does not supply dollar amounts; those must come from bills, quotes and records for the property.

Read the tax bill closely

The County property tax bill for a rural parcel can include direct charges beyond the base tax. One common example is a Permanent Road Division charge. The County’s PRD program basics explain that zone assessments or special taxes are collected annually on the property tax roll and can be raised by the Board of Supervisors up to the maximum rate voters approved. Ask for the zone’s budget report and the maximum rate so you can see how much room exists for increases.

Other direct charges may relate to water, fire or other districts. After closing, expect a supplemental tax bill. For transfer costs at closing, see our California transfer tax guide.

Roads not covered by a program

If the access road is private and outside any PRD zone, budget for your share of maintenance under a recorded agreement or informal arrangement. Get the agreement, ask neighbors about past costs and inspect the road surface, culverts and drainage. Our private roads and site access guide explains what to request.

Water and wastewater

  • Septic. The County’s DEHQ septic program links to a maintenance plan template, pumping checklist, list of pumpers and a pumping rebate program. Budget for periodic pumping and inspection, and for repair if an inspection identifies problems. Get bids rather than estimates.
  • Supplemental treatment systems. DEHQ notes that it has been gathering feedback on an annual operating permit for supplemental treatment systems. If the property has one, ask DEHQ about any permit and fee obligations.
  • Wells. The County well program provides sampling guidance and a list of sample providers. Budget for periodic water testing, pump and pressure tank maintenance, and any treatment equipment. Replacement or deepening requires a permit and a licensed driller.
  • District water. If served by a district, request the current rate schedule and ask about agricultural rates if the property has crops or animals.

Fire setting, defensible space and insurance

Fire hazard affects maintenance and insurance more than almost any other rural factor. Check the parcel’s zone in the state fire hazard viewer. The Office of the State Fire Marshal notes that the maps measure hazard rather than risk and points to a Department of Insurance alert stating that the maps do not affect rates. Even so, insurers consider location, vegetation and home hardening.

  • Defensible space. Budget for recurring vegetation clearance and periodic larger work. Where required, an AB 38 defensible space inspection may apply at sale.
  • Home hardening. Inspection may identify vents, roofs or decking that could be upgraded. Get bids for any work you plan.
  • Insurance. Get quotes for the specific address early in escrow. The Department of Insurance explains required discounts for qualifying wildfire mitigation and describes the FAIR Plan’s limited fire and smoke coverage, which often needs a separate policy for other risks. See our FAIR Plan guide and our guide to insurance during escrow.

Permits for improvements

Outbuildings, ADUs, grading and additions usually need County permits. The County’s ADU guidance notes that its ADU impact fee waiver ended in January 2024, so projects now pay the normal fees, and that the County’s Green Building Incentive Program may reduce some permit fees. Budget for permit fees, plans and any septic or well work a new unit requires.

Land and outbuilding upkeep

Fences, gates, barns, arenas, irrigation and drainage structures all need upkeep. Inspection findings should be converted into a maintenance list with bids for priority items. If the property has a pond or drainage features, ask whether any permits govern them.

Using the register

Total the register for each property you are considering, then compare total ownership cost rather than price alone. Items you cannot confirm before your contingency deadline should be listed as open risks. That gives you a clear basis for negotiating or deciding to move on.
