Two San Leandro homes can use the same water provider and receive sewer service from different agencies. That boundary affects the charge schedule and can also change the records needed for a sale or future improvement. A useful ownership budget confirms the actual provider, account and private responsibilities before adding costs. The city name and the water bill alone cannot supply the complete answer.
This guide uses current EBMUD water rates and the City and Oro Loma sewer schedules checked October 26, 2026. Its two profiles are hypothetical single-family accounts designed to isolate the sewer-provider difference. No actual tax bill, private insurance proposal or contractor estimate was supplied. Read the San Leandro guide, Alameda County guide and financing guide alongside the property-specific cash plan.
Confirm three different boundaries
First confirm whether the parcel lies in incorporated San Leandro using the City’s jurisdiction resources. A postal address does not establish the planning authority. Second, confirm the water account and meter classification. Third, establish whether the actual sewer connection is served by the City or Oro Loma. The City’s sewer explanation describes the service split, but a broad geographic summary cannot replace an address-specific check.
Keep the actual parcel and unit identifiers with each confirmation. An association may pay a master account or allocate services across common and individual parcels. Ask which bills the owner pays directly and which costs are included in regular assessments or reimbursements. A complete comparison must identify the responsible payer and billing route as well as the agency. Otherwise a low standalone utility statement may simply omit costs collected elsewhere.
Separate recurring service from private work
The City’s current sewer schedule distinguishes monthly user charges from connection fees. Those are different budget categories. Existing recurring service does not mean every future addition, additional unit or service change has already paid the applicable project fees. Ask the responsible agency for a current determination and quote for the actual proposal rather than inserting a published connection fee into every owner’s annual budget.
Private lateral inspection and repair also belong outside the recurring sewer charge. The City’s FAQ distinguishes owner-maintained private laterals from public mains. Oro Loma has its own current sale-related certificate program within its service area. Confirm any applicable requirement and existing certificate early enough for the transaction. A regular charge funds agency service; it does not establish the private pipe’s condition or eliminate an owner’s corrective work.
Reproduce the selected provider comparison
Assume both profiles have an EBMUD three-quarter-inch meter, single-family water classification, Elevation Band 1 and eight CCF of water use each month. Profile A assumes one City-sewer single-family unit. Profile B assumes one Oro Loma single-family dwelling without an additional pumped-area charge. These are chosen assumptions, not verified classifications or bills for named San Leandro properties.
The model holds water service and consumption constant so the numerical difference comes from the two sewer schedules. It uses twelve identical months at current water rates and the current sewer year’s selected charge. It is not an actual calendar-year bill or a promise that the next twelve months will use unchanged rates. All other charges and ownership costs remain outside the subtotal and must be supplied from the actual property file.
Original San Leandro provider-boundary budget
| Selected line | Profile A: City sewer | Profile B: Oro Loma sewer | Calculation or source |
|---|---|---|---|
| Assumed monthly water use | 8 CCF | 8 CCF | Same chosen use, not measured household consumption |
| Monthly water service and usage | $97.14 | $97.14 | EBMUD: $28.60 + 7 × $8.40 + 1 × $9.74; Band 1 |
| Twelve identical water months | $1,165.68 | $1,165.68 | Constant-rate illustration, not actual forward bill |
| Selected annual sewer service | $747.12 | $559.58 | City: 12 × $62.26; Oro Loma: annual single-family schedule |
| Selected subtotal | $1,912.80 | $1,725.26 | Difference $187.54; not a complete utility or ownership bill |
| Actual tax bill and other assessments | Obtain property input | Obtain property input | Reconcile included sewer lines; do not count twice |
| Insurance, private work and other costs | Unpriced | Unpriced | Actual policies, inspections, scoped quotes, association and financing documents |
The selected $187.54 difference is not evidence that one candidate will cost less overall. Taxes, insurance, maintenance and other charges are unpriced, and the actual service classification may differ from the assumptions. Do not add EBMUD regional wastewater-treatment charges simply because EBMUD supplies water: this illustration concerns properties receiving sewer collection and treatment through the City or Oro Loma. Confirm the actual services rather than combining unrelated schedules.
Read current rate columns and classifications
The City’s current Rates and Fees page labels its schedule effective July 1, 2026. It distinguishes single-family, multifamily and accessory dwelling categories. An older development-fee PDF or a proposed notice is not the best source when the current adopted-rate page is available. Ask staff which category and unit count apply to an actual property, especially where the layout includes an additional dwelling.
Oro Loma’s current sewer-charge page provides dated annual columns and identifies additional charges for specified pumped areas. Use the actual fiscal-year column and account classification. An old comparison chart or daily-cost headline may describe a different year. The model assumes no additional pumped-area charge; it does not determine that condition for any private parcel. Obtain the current bill and explanation before making a complete comparison.
For water, apply the rate tiers to the appropriate billing interval and verify the actual meter and elevation designator. A sloping lot does not identify the account’s elevation band. If usage projections differ from the seller’s history, show the changed household or landscape assumption separately. A vacancy or unusual leak period may not represent the buyer’s expected use. Keep the model’s units beside the numbers so a two-month statement is not mistakenly treated as monthly consumption.
Reconcile the tax bill and first-year cash
Obtain the actual secured and supplemental bill information through the Alameda County Tax Collector’s portal. Match the parcel, fiscal year and assessment lines. Residential sewer charges may already be collected through the property-tax system. If the budget uses the complete bill total, mark the sewer service line as included rather than adding the modeled amount again. Use one reconciliation method consistently for both candidate properties.
The County Assessor explains supplemental assessments associated with changes in ownership or completed new construction. The seller’s annual bill should not be adopted as a stable forecast for the buyer. Request a property-specific estimate and keep any closing-year supplemental cash requirement separate from recurring annual costs. No assessed value, purchase price, exemption or address-level tax estimate is assumed in this worksheet.
Price inspections, insurance and repair obligations separately
Within Oro Loma, the current lateral program applies to sales entering escrow on or after August 1, 2026. Ask the District whether an existing certificate is valid for the actual transaction and what investigation or work remains. If an extension is needed, the current page requires the request before closing. Do not treat a program fee as the full cost of inspection and repair, or apply District requirements automatically to a City-sewer parcel.
Use the actual building and site inspection to develop the repair allowance. Distinguish routine service, near-term corrective work and longer-term replacement planning. A scoped contractor or engineering proposal should identify access, permits and exclusions where those matter. For shared property, confirm whether the component is funded collectively or retained by the owner. A generic percentage of purchase price cannot explain when a particular obligation will require cash.
Obtain an insurance offer for the actual building, use and coverage needs. For a condominium or other shared interest, coordinate it with the master policy and governing duties. Record the quote date, deductibles, exclusions and conditions with professional help. A public consumer guide cannot supply a property’s premium or guarantee availability, and the tariff comparison above says nothing about the home’s insurability.
Keep the completed budget traceable
If an addition or additional dwelling is part of the purchase plan, open a separate future-project column. Reconfirm the applicable unit classification, service needs and one-time charges with the responsible agencies. The existing-account subtotal should remain visible beside that changed scenario so the buyer can distinguish today’s obligations from the costs of the intended project.
Finish with the dated recurring budget, known first-year additional cash and unpriced matters, each assigned to a source and responsible party. Replace the hypothetical utility inputs with actual account evidence and reconcile charges already included in taxes or association payments. The result should show why two San Leandro purchases differ, with the provider boundary and private responsibilities visible, rather than presenting a limited subtotal as a complete cost of ownership.
