Identify the bill and the obligation behind it
A Pacheco ownership budget needs more than a purchase price and mortgage estimate. Establish what the buyer owns, which continuing agreements apply and how each service is collected. An association payment, park-space charge and item on a County tax bill can fund different things. Comparing them as interchangeable monthly fees can hide responsibilities or count an expense twice.
The Pacheco guide introduces ownership types; the financing guide places carrying expenses in the purchase plan. This worksheet uses primary sources checked October 26, 2026. Its two numerical cases compare one published annual sewer component under hypothetical classifications. They are not actual household budgets, complete utility bills or evidence of private park charges.
Keep park-space obligations separate from HOA collections
Begin with the actual transaction documents. If the home occupies leased land, obtain the applicable agreement, current charge statement and separately billed items. If an association governs the interest, obtain its financial package and responsibility documents. Do not create an HOA line simply because homes share facilities, or describe a park-space payment as an association collection without evidence supporting that terminology.
For every regular collection, identify the covered components and who maintains them. Water, sewer, refuse or exterior work may be included, allocated separately or paid through another account. Obtain the actual allocation method and relevant statement. A property description saying “utilities included” does not establish the complete annual expense, the applicable period or whether a particular repair remains individually payable.
Record changes and one-time obligations separately from the regular amount. An actual assessment notice, planned capital project and informal estimate carry different levels of certainty. Preserve dates, payment schedules and supporting documents. Where no current evidence is available, leave the entry unresolved. A zero in a comparison table would falsely suggest that the obligation has been investigated and found absent.
Use a consistent comparison period for both candidates. Record whether the statement supplied covers a month, an annual period or an amount due on a specified date. Annualizing the current charge can help organize the ledger, but it is not a promise that the amount will remain unchanged. Show any documented upcoming change separately, with its effective date and the evidence supporting it.
Use the applicable sewer classification rather than appearance
Central San’s service-area description includes Pacheco. That general geography does not establish the connection or billing arrangement for a selected home. Confirm the actual district account and classification, especially where an owner, association or park receives a charge that may be allocated among residents. A detached appearance alone is insufficient to assign the single-family rate.
The district’s adopted Ordinance 339 schedule lists annual charges effective July 1, 2026: $784 for single-family dwellings and $650 for the category covering apartments, condominiums, duplexes, second living units and mobilehomes. The following comparison assumes the two selected classifications apply. No private unit or park allocation was checked.
Subtracting the second published component from the first produces $134 annually. This is a rate-category difference, not an estimate of total ownership savings. It does not establish the amount an individual park resident pays or whether an association already collects the expense. The same private allocation and bill-reconciliation questions remain necessary after the arithmetic is complete.
Original annual charge comparison and ownership ledger
| Input | Case A: district-recognized single-family | Case B: district-recognized mobilehome category |
|---|---|---|
| July 1, 2026 annual service charge | $784 | $650 |
| Published-component difference | $784 − $650 = $134 per year | |
| Actual household amount | Account, classification and collection confirmation required | Park account/allocation evidence required; no automatic individual pass-through assumed |
| Budget line | Evidence | Check before adding |
|---|---|---|
| Tax and public charges | Actual parcel or unit bill and transaction-specific estimate | Is the modeled sewer component already included? |
| Park or association collections | Current agreement, statement and applicable financial documents | Which services or repairs are included, allocated or separately payable? |
| Water and other utilities | Complete provider bills and meter/usage evidence | Individual account or shared allocation; actual billing period? |
| Insurance and maintenance | Current proposals, actual inspection and scoped quotes | Coverage, responsibility, exclusions and required payment timing? |
Exact decimal difference checked. The calculation excludes water, energy, refuse, taxes, park-space payments, association collections, private allocation fees, credits, proration, insurance, maintenance and every other ownership cost. It is not an actual property budget or forecast.
Reconcile public charges with the complete tax statement
Central San’s collection guidance says most owners receive the annual sewer charge on the County property-tax bill under “CCCSD SEWER CHG.” If the budget already includes the complete tax statement, determine whether that line is included before adding it separately. The guidance does not establish that every mobilehome resident receives an individual charge through the same route.
The County’s supplemental-tax FAQ explains that supplemental bills are separate from the regular bill and are not mailed to the lender. Confirm responsibility with the lender when an impound account applies. A seller’s historical payment or a preliminary monthly estimate is not a transaction-specific determination of the buyer’s future assessment and additional bills.
For manufactured homes, establish the tax classification rather than assuming every unit follows one system. The State Board of Equalization FAQ distinguishes local property taxation from the annual in-lieu license-fee arrangement. Obtain the actual unit records and current bills. Neither a park address nor a detached exterior resolves that classification for this purchase.
Keep transfer administration outside the continuing expense comparison. The County manufactured-home pamphlet identifies the tax-clearance route for transferring a used home subject to local property taxation. Ask the responsible closing professionals what the particular transaction requires. The existence of that route does not establish an unpaid balance, and no clearance application or private account was reviewed here.
Verify water billing before annualizing a service amount
The Contra Costa Water District service page includes Pacheco in its treated-water communities. Its current February 1, 2026 schedule separates daily meter-based service charges from quantity and elevation-zone energy charges. The account’s actual meter category, zone and usage are needed to build a meaningful bill estimate.
Daily charges require the actual number of days being modeled. Do not turn a daily service rate into a monthly amount by assuming every billing period has the same length. Confirm any special meter classification and additional charges as well. This article does not assign a water meter or energy zone to a private Pacheco address, and its sewer comparison includes no water amount.
A master-metered arrangement requires another step: determine what the provider bills and how the responsible owner or organization allocates that expense. Compare the actual collection with any other budget line covering the same service. A published individual-meter tariff cannot be applied to every park home simply by multiplying it by the number of residences.
Distinguish development fees from continuing ownership charges
The County’s Area of Benefit program includes Pacheco and describes development traffic-mitigation fees within defined boundaries. That is a different evidence category from an existing owner’s recurring tax-bill assessment. A buyer should not copy a development fee into the annual budget merely because the program bears the community’s name.
If the buyer proposes new work, obtain current project-specific fee guidance for the actual location and scope. Keep those potential development expenses in the project ledger rather than the recurring ownership subtotal. Historical ordinance figures, a neighboring project’s charge and a current published schedule each need their applicable date and conditions before they can support an estimate.
Price coverage and repairs from the actual responsibility
The California Department of Insurance provides residential shopping resources that include mobilehome, condominium and homeowners coverage. Request a current proposal for the actual interest and property, with coverage, deductibles, exclusions and required actions explained by a licensed agent or broker. A neighboring household’s premium cannot establish comparable protection available to this buyer.
For maintenance, use a qualified inspection to identify the work and the documents to identify the payer. Ask contractors for scoped proposals addressing access, restoration and exclusions where material. Routine servicing, a major replacement and a documented shared assessment should remain separate entries. No private condition, contractor price or insurer quote is represented in the hypothetical component comparison.
If a major component remains unexamined, identify the investigation needed before assigning a replacement allowance. An arbitrary percentage of purchase price may obscure a material access or responsibility issue. Once a qualified scope and quote exist, record whether the work is immediate, staged or subject to further investigation. This makes the amount useful for planning without suggesting that a preliminary allowance is an agreed contract price.
Finally, retain payment timing as well as annual totals. A regular collection and a large near-term obligation can produce different cash needs despite similar annualized amounts. Update the worksheet as actual documents arrive and retain the reason for each revision. Use the County overview for context, then decide from the selected Pacheco home’s documented obligations and current evidence.
