Napa County New Construction Homes for Sale

By Matthew Martinez, Founder, CEO & Managing Broker, Diamond Real Estate Group. California DRE #01869679.

New construction homes in Napa County are concentrated in the cities, especially American Canyon and the City of Napa, because the county’s General Plan keeps urban uses inside the five incorporated cities and town and holds farmland to 40- and 160-acre minimums. Outside those cities, "new" usually means a custom home on an existing legal parcel. Before you sign with a builder, read the Department of Real Estate public report, any Notice of Special Tax, and the builder’s warranty and claim procedures under California’s Right to Repair Act (SB 800).

Where to look in Napa County

Napa County’s Agricultural Preservation and Land Use Element concentrates urban uses in American Canyon, Napa, Yountville, St. Helena and Calistoga and a few designated urbanized areas. On land designated Agricultural Resource or Agriculture, Watershed and Open Space, the minimum parcel sizes are 40 and 160 acres. That leaves the cities as the place for subdivisions and townhome projects.

American Canyon. The city’s Watson Ranch Specific Plan covers 309 acres and is described as part of the General Plan. It includes new residential neighborhoods with a range of housing types, a Town Center, a new elementary school, parks and trails toward Newell Open Space, and reuse of the Napa Valley Ruins & Gardens. The city’s page does not give a home count, so ask the city or builder for the phase you are looking at. Napa LAFCO’s February 2026 proposals report also lists an anticipated Paoli Loop/Watson Lane annexation of about 83 acres to American Canyon for industrial and residential development. See American Canyon real estate and our note on American Canyon tax and assessment costs.

City of Napa. The same LAFCO report lists a Big Ranch Road/Rosewood Lane annexation of about 53.5 acres. It would allow development consistent with the City of Napa’s adopted Big Ranch Road Specific Plan. LAFCO’s report shows the application still in process, so treat it as a future area, not a current one. Browse Napa real estate for the city’s existing neighborhoods. Our Napa condos page covers attached housing, including newer townhome projects when they are listed.

Up-valley towns. Yountville real estate, St. Helena homes for sale and Calistoga real estate are small towns with tight boundaries surrounded by agricultural land. New homes there tend to be individual infill lots or small projects rather than large subdivisions. We did not verify current project lists for these towns, so check each planning department.

Building your own. If you want a new house on acreage, you will be building on an existing parcel under county zoning, well and septic rules. See our guides to building an estate home in Napa County, AP and AW zoning and wells, septic and groundwater.

What to check before you buy

The DRE public report. Under Business and Professions Code 11018.1, the subdivider must give you the Real Estate Commissioner’s public report before you sign a binding contract and take your receipt, and a copy must be posted at the sales office. The Department of Real Estate says the report covers the CC&Rs and the costs of the homeowners association and common areas. For condo or townhome projects, the statute adds a general information statement about owners’ associations. Pair it with our HOA documents guide.

Special taxes and assessments. Community facilities districts are formed city by city. American Canyon, for example, levies special taxes in its CFD No. 2018-1 (Green Island Road Project) to repay bonds and fund facilities and services. That ordinance does not mention Watson Ranch, so don’t assume either way for a residential lot. Instead, rely on the parcel’s own paperwork. Under Government Code 53341.5, a subdivider selling a lot subject to a special tax must give you a signed "Notice of Special Tax" before you sign the contract. You may cancel within three days of in-person delivery or five days after mailing. Our Mello-Roos guide explains the notice.

Supplemental tax bill. The Napa County Assessor issues supplemental assessments after a change of ownership or new construction. The first covers the period from the first of the month after the event to the end of the tax year, and a full-year supplemental can follow. The Assessor warns that supplemental bills are not automatically paid from an impound account. Confirm with your mortgage company, or pay the bill directly. Our supplemental tax bill guide shows how to estimate it.

Your own inspection. Final city inspections check code compliance, not workmanship. Hire an independent inspector, ideally before drywall and again before the final walkthrough, and confirm access in the builder’s contract first. See our home inspection guide.

Builder warranties and SB 800 in plain terms

California’s Right to Repair Act (Civil Code 895–945.5, beginning at section 895) sets building standards for new homes, starting at section 896, and a claim process that comes before any lawsuit.

Rule What it says Statute
Fit-and-finish warranty At least one year, written, on cabinets, mirrors, flooring, walls, countertops, paint and trim; one year by default if none is given Civil Code 900
Documents at sale Maintenance recommendations, product warranties and the builder’s limited warranties; plans and soils reports within 30 days of a written request for structural, fire safety or soils issues Civil Code 912
Who receives claims Builder must name an agent or third party, show it in the sales documents, and record a notice of the procedures on title Civil Code 912
How to claim Written notice in reasonable detail by certified mail, overnight mail or personal delivery; a customer-service request alone doesn’t count Civil Code 910
Builder response Written acknowledgment within 14 days Civil Code 913
Outside limit Generally 10 years from substantial completion Civil Code 941

Keep the builder’s warranty booklet and recorded notice with your closing papers. Under section 912, the builder must tell the original buyer to pass these documents to any later buyer. A builder’s warranty is not the same as a home warranty plan; see our home warranty guide.

Your own agent at the model home

Builder sales staff represent the builder. Your own agent can compare lot premiums, HOA dues and special tax lines across projects, and can review the builder’s purchase agreement, which is usually the builder’s own form. Some builders require your agent to register or attend at your first visit, so ask about the policy before you tour. Our guide to buying new construction in California covers deposits, upgrades and closing timelines, and our Napa County buyer guide covers financing and offers.

Questions people ask

Where are new homes being built in Napa County?

Mainly inside the cities. American Canyon’s Watson Ranch Specific Plan covers 309 acres with new neighborhoods and a Town Center. In the City of Napa, the Big Ranch Road Specific Plan area depends on an annexation still in process.

Why are there so few subdivisions outside the cities?

The county’s General Plan keeps urban uses in the cities and sets 40-acre and 160-acre minimum parcel sizes on agricultural land, so new lots are hard to create.

Do new homes in Napa County carry Mello-Roos taxes?

It depends on the parcel. If a lot is in a community facilities district, the builder must give you a signed Notice of Special Tax before you sign, and you can cancel within three or five days.

What warranty comes with a new home in California?

At least a one-year written fit-and-finish warranty, plus the Right to Repair Act’s building standards. Claims under the Act generally run up to 10 years from substantial completion.

Will my lender pay the supplemental tax bill?

Not automatically. The Napa County Assessor says supplemental bills are not automatically paid from impounds. Confirm with your lender or pay it directly.

Can I build a custom home on Napa ag land instead?

Often, on an existing legal parcel, subject to county zoning, well and septic approvals. See our guide to building on Napa agricultural land.

Should I bring my own agent to a builder’s sales office?

Yes, if you want representation. Ask about the builder’s agent-registration policy before your first visit.
