Multifamily and Duplex Properties for Sale in Vacaville: Zoning and Rent Rules
What multifamily in Vacaville looks like
Vacaville’s rental housing is mostly a product of the city’s growth along Interstate 80: garden apartment communities near the freeway and the shopping corridors, duplexes and small multiplexes in established neighborhoods near downtown, townhouse and condo projects that are often rented, and several manufactured housing parks. Newer higher-density projects are appearing in mixed-use and high-density zones. For financing, see financing 2-4 unit properties and apartment building loans.
Where the zoning allows it
Vacaville’s residential districts are in Chapter 14.09.060 of the Land Use and Development Code, replaced in 2022 by Ordinance 1972 and amended in 2022 and 2023. A notable feature is that the use table lists duplexes in every district, from rural to high density, some subject to footnoted conditions we did not review.
| District | Density (units per acre) | Duplex | Multi-unit |
|---|---|---|---|
| RR Residential Rural | 0.1 to 0.4 | Permitted, with conditions | Not allowed |
| RE Residential Estate | 0.5 to 3.0 | Permitted, with conditions | Not allowed |
| RL Residential Low | 3.1 to 5.0 | Permitted, with conditions | Permitted, with conditions |
| RLM Residential Low Medium | 5.1 to 8.0 | Permitted, with conditions | Permitted |
| RM Residential Medium | 8.1 to 14.0 | Permitted | Permitted (duplexes, townhouses, apartments) |
| RMH Residential Medium High | 14.1 to 20.0 | Permitted | Permitted |
| RH Residential High | 20.1 to 30.0 | Permitted | Permitted (townhouses, condos, apartments) |
| RHL Residential High Limited | 20.1 to 24.0 | Permitted | Permitted, within Nut Tree compatibility areas D and E |
| MHP Manufactured Housing Park | 6.0 to 10.0 | Permitted, with conditions | Not allowed |
| MX Mixed Use | 10 to 40 | Housing plus at least one other use; 25% non-residential ground floor; CUP |
In RM, RMH and RH, a detached single-family home needs a conditional use permit, which signals the city wants these lots used for attached housing. Multi-unit housing also needs a CUP in the CO Office Commercial district and the BP Business Park district. The city’s affordable housing and density bonus chapter (14.09.210) can add units beyond the base density.
ADUs and SB 9. We did not review Vacaville’s ADU section for this page; state ADU law sets the minimum allowances, including ADUs on multifamily lots. SB 9 two-unit projects and lot splits can apply in single-family zones of urbanized cities, though Vacaville’s own table already lists duplexes broadly. See our SB 9 lot split guide and ADU investment guide.
Rent rules: state law, plus mobile home rent arbitration
For apartments and houses, the Attorney General’s rent cap page lists no Vacaville cap and places Solano County in All Other Counties: 7.7% for increases from August 1, 2025 to July 31, 2026, and 8.6% from August 1, 2026 to July 31, 2027. The chart is not a complete list of local laws. The Tenant Protection Act generally covers housing over 15 years old and adds just cause protection after the qualifying tenancy period. See our guides to AB 1482 and just cause eviction.
Mobile home parks. Vacaville’s Chapter 2.36, first adopted by Ordinance 1381 in 1989 and replaced in 2002, sets up rent arbitration rather than a fixed cap:
- It applies to parks with ten or more spaces.
- Owners must give 90 days’ written notice of an increase, with a copy to the city manager.
- Increases within 75% of the San Francisco-Oakland-San Jose CPI over 12 months are exempt from review.
- Tenants of more than half the affected spaces can petition within 30 days, and the matter goes to a neutral arbitrator whose decision is final unless challenged in court.
- On an in-place sale, rent can rise to no more than 10% above the average for comparable spaces.
- Capital improvements approved by a majority of occupied spaces are presumed reasonable when amortized over at least 60 months.
- Owners cannot cut services without passing on a share of the savings, and retaliation is barred.
Vacaville rental property rules
- Airport notices. Near Nut Tree Airport, the AE overlay requires an overflight easement to Solano County before building permits issue, and buyers and renters of new dwellings must be given overflight notice. In the Travis AFB height review zone, an overflight easement is also required.
- Density near Nut Tree. The RHL district exists to cap high-density housing at 24 units per acre where it sits in compatibility areas D and E.
- Transfer tax. The city’s transfer tax is 27.5 cents per $500, credited against the county’s $0.55, for a combined $0.55 per $500.
- We found no citywide rental registration or inspection chapter in the code’s table of contents.
Building and utility issues
Older wood-frame buildings with tuck-under parking still warrant a seismic retrofit review; we found no city soft-story mandate. Buildings with three or more units and elevated wood balconies need SB 721 inspections. Rural and estate lots may not have city water and sewer; the RE district assumes the owner extends them, and RR may lack them entirely, which limits added units.
Underwriting a Vacaville multifamily purchase
- Confirm the district and density range, and whether the AE, PD or Northeast Growth Area overlay applies.
- Check the footnoted conditions on duplexes in lower-density zones before counting a second unit.
- Model rent increases at the AB 1482 cap for covered units.
- For a mobile home park, model increases at 75% of CPI and the arbitration risk above that.
- On rural or estate lots, confirm water and sewer service before planning additional units.
- Collect leases, the rent roll, two years of statements and estoppel certificates, then run our rental property analysis.

Does Vacaville have rent control?
Not for apartments on the AG’s chart; the state cap applies. Mobile home parks of ten or more spaces fall under the city’s rent arbitration chapter.
Can I build a duplex in a Vacaville single-family zone?
The use table lists duplexes in RL, RE and even RR, subject to conditions in footnotes. Confirm them with the Planning Division.
Where can apartments be built?
By right in RLM, RM, RMH, RH and RHL, conditionally in RL, and in MX with a use permit. CO and BP allow multi-unit housing with a CUP.
What is the RHL district?
A high-density district for land in Nut Tree Airport compatibility areas D and E, capped at 24 units per acre.
What triggers mobile home rent arbitration?
An increase above 75% of CPI, challenged by tenants of more than half the affected spaces within 30 days.
