What multifamily in Pope Valley looks like

Pope Valley has no apartment district. Napa County’s General Plan describes it as a historic farming valley of widely spaced homes, with about 1,500 residents in 2006 and a small crossroads of businesses, a post office and a school. Rental income here usually comes from a ranch or vineyard home with an ADU, JADU or guest cottage, farmworker housing, a manufactured home on a rural lot, or a dwelling within an older commercial building. For small-property financing, see financing 2-4 unit properties; for larger buildings in the cities, see apartment building loans.

Where the zoning allows it

Napa County’s Title 18 and its Agricultural Preservation and Land Use Element govern the valley.

District or rule Housing allowed Key limits
AW Agricultural Watershed One home per legal lot, ADUs and a JADU, one guest cottage, farmworker housing for six or fewer employees AWOS minimum parcel 160 acres (Policy AG/LU-20)
AP Agricultural Preserve One home per legal lot, ADUs and a JADU, farmworker housing up to 36 group beds or 12 units without a use permit Agricultural Resource minimum 40 acres (Policy AG/LU-21)
Residential districts, where mapped One home plus ADU and JADU County ADU rules
Existing commercial parcels Mixed residential-commercial uses their zoning permits (Policy AG/LU-45) Confirm zoning
CN Commercial Neighborhood Commercial ADU by use permit Deed-restricted to moderate-income or lower

Guest cottages. County Section 18.104.080, as summarized in our Napa County research, requires an existing legal home, caps a guest cottage at 1,000 square feet or the main home’s living area, and generally keeps it within 500 feet of the home.

Farm labor parcels. The General Plan allows 2-acre parcels for farm labor camps under specific conditions, the only exception to the 40- and 160-acre minimums.

Voter protection. The element says Measure J (1990) and Measure P (adopted by voters in 2008) require a public vote to convert agricultural land through 2058. The valley’s own debate over limited new uses, which the element describes, has played out against those rules.

ADUs. The County’s ADU page allows ADUs up to 1,200 square feet and JADUs up to 500. It lists inadequate potable water, groundwater overuse and failing septic as grounds for denial, which matters on Pope Valley’s well-and-septic parcels. See our ADU investment guide.

SB 9. SB 9 covers only single-family lots in urbanized areas or urban clusters, and Pope Valley’s rural and agricultural parcels are unlikely to qualify. Confirm with the County. See our SB 9 lot split guide.

Rent rules: state law only

Rent caps. The Attorney General’s rent cap page, updated July 16, 2026, places Napa County in All Other Counties. Covered units may rise up to 7.7% for increases from August 1, 2025, and 8.6% from August 1, 2026 through July 31, 2027. No Napa County jurisdiction appears on the AG’s chart of local rent ordinances. Single-family homes owned by individuals may be exempt from AB 1482 with the required notice. See our AB 1482 guide and just cause eviction guide.

Farmworker housing. Employee housing for vineyard crews is common on agricultural land. Units tied to employment can fall under the state Employee Housing Act, and larger projects need a County use permit; read the conditions before buying.

Pope Valley rental property rules

  • No short stays. County Code Section 18.104.410 bars transient commercial occupancy of dwellings in every residential and agricultural district. A ranch cottage cannot be underwritten as a vacation rental.
  • ADU covenant. Before the ADU permit issues, the owner records that neither the ADU nor the main home will be rented for less than 30 days.
  • Historic buildings. The Aetna Springs resort area, listed as a National Register historic district in 1987, and older crossroads buildings such as the Henry Haus Blacksmith Shop carry historic value that can limit changes. Check status before converting any older structure to housing.
  • Transfer tax. The County’s document transfer tax is $0.55 per $500, customarily paid by the seller; there is no city tax.

Wells, septic and groundwater

Water is usually the binding limit. A County Planning Commission staff report from August 1, 2018, on a winery proposed at 3450 Chiles Pope Valley Road, reported a well yield of about 1.6 gallons per minute. It put estimated demand at nearly the full recharge of about 16 acre-feet a year and recommended a meter and groundwater management plan. That was a commercial project, but it shows how closely the County weighs groundwater on rural parcels in this part of the county. Before counting an added unit as income:

  • Well. Run a well yield and water quality test.
  • Septic. Inspect the septic system and confirm room for expansion.
  • Wildfire. Get a wildfire insurance quote.

Older farmhouses and converted outbuildings should be checked for permits and seismic retrofit needs. A building of three or more units with elevated decks needs SB 721 balcony inspections.

Underwriting a Pope Valley income property

  1. Confirm zoning, General Plan designation and legal lot status.
  2. Count only permitted dwellings; pull permits for every ADU, cottage, manufactured home or farmworker unit.
  3. Test well yield and septic before adding units.
  4. Underwrite long-term rents only, and model covered increases at or below 8.6%.
  5. Collect leases, the rent roll and estoppel certificates.
  6. Rebuild expenses with reassessed taxes, well and septic maintenance and fire insurance in our rental property analysis.

Questions people ask

Are there apartments in Pope Valley?

Essentially none. The valley is agricultural and rural residential, and new multifamily zoning would need a public vote.

How many units can a Pope Valley parcel have?

Typically one home per legal lot plus ADUs, a JADU and, on AW land, a guest cottage, with farmworker housing within limits.

Can I split a ranch to add homes?

Generally not. Minimum parcels are 40 acres on Agricultural Resource land and 160 acres on AWOS land.

Is there rent control in Pope Valley?

No local ordinance applies. Covered units follow AB 1482.

Can I rent a cottage nightly?

No. The County prohibits transient occupancy of dwellings, and ADUs carry a 30-day covenant.

What usually stops an ADU here?

Water and septic capacity. The County can deny an ADU for inadequate water or a failing septic system.
