What multifamily in Larkfield-Wikiup looks like
Larkfield-Wikiup is an unincorporated suburb on Santa Rosa’s northern edge. Its rental housing is mostly single-family homes, many rebuilt after the October 2017 fires, some with ADUs, along with duplexes and small multi-unit buildings near Old Redwood Highway and housing in planned subdivisions. Because the land is outside Santa Rosa, the county’s tenant ordinance applies, and the city’s does not. For two to four units, read financing 2-4 unit properties; for larger buildings, see apartment building loans.
Where the zoning allows it
Larkfield is a county urban service area, which is why its residential zoning can be denser than rural Sonoma County. The county’s residential districts are in Article 08 of Chapter 26; confirm the district on each parcel record.
| District | Rental housing potential in Larkfield-Wikiup | Vacation rentals |
|---|---|---|
| R1 Low Density Residential | Single homes plus ADU and JADU; SB 9 if the parcel qualifies | Not allowed |
| R2 Medium Density Residential | Duplexes and small multi-unit projects where mapped | Not allowed |
| R3 High Density Residential | Apartments and townhomes where mapped | Not allowed |
| RR and AR | Larger lots at the edges; second homes and ADUs, often on septic | Allowed only in certain districts with a permit |
| C2 or C3 commercial | Homes in mixed-use projects, subject to the county code | Existing homes in C2 may qualify |
| PD use permits on rezoned land | Reduced lot sizes approved case by case | Per the approval |
Rebuild-era subdivisions. The Wikiup Commons application on the former golf course would create 29 single-family lots of roughly 3,529 to 10,682 square feet under a planned development use permit, after rezoning from K to R1. It awaits an EIR and Board of Supervisors approval, but it shows how new housing here is likely to come through small-lot subdivisions rather than apartments.
SB 9. Permit Sonoma allows SB 9 lot splits and two-unit projects only in single-family zones within a U.S. Census urban area. Larkfield’s suburban R1 neighborhoods are more likely than rural villages to qualify, but a planner must confirm. Lot splits need an owner occupancy affidavit. See our SB 9 lot split guide and ADU investment guide.
Rent rules: state cap plus county just cause
State rent cap. The Attorney General’s rent cap page, updated July 16, 2026, places Sonoma County in the "All Other Counties" group, with covered increases capped at 8.6% from August 1, 2026 through July 31, 2027. Homes rebuilt after the fires may fall under AB 1482’s exemption for housing with a certificate of occupancy issued within the last 15 years, so check each unit’s certificate date.
Sonoma County Ordinance No. 6496. Passed September 17, 2024, it applies in unincorporated communities including Larkfield-Wikiup.
- From move-in. Just cause protection starts when lawful occupancy begins.
- Relocation. A no-fault termination requires the greater of HUD Fair Market Rent for the unit size in Sonoma County or the actual monthly rent.
- Filing. Notices served on or after January 1, 2025 must be filed through the county’s Tenant Protections Portal within three days, and the landlord page says this applies whatever the basis for termination.
- No eviction for sale. Notices must state that the property’s sale is not a valid ground.
- Affordable units. Deed-restricted affordable units are not exempt under the county ordinance.
The county ordinance keeps the state’s other exemptions, so a unit exempt from AB 1482 for its new certificate of occupancy may also be exempt from county just cause; confirm with counsel. See our AB 1482 guide and just cause eviction guide.
Larkfield-Wikiup rental property rules
- Vacation rentals. Permit Sonoma bars whole-home vacation rentals in R1, R2 and R3 districts and in ADUs, so most Larkfield income property is long-term rental.
- Fire recovery rules expired. The temporary vacation rental limits in the county’s Sonoma Complex fire recovery ordinance expired December 31, 2022, per Permit Sonoma’s list.
- Transfer tax. The County Recorder charges $0.55 per $500 after assumed loans; Santa Rosa’s extra $2.00 per $1,000 applies only inside the city.
Sewer, rebuild and building issues
- Sewer zone. The Airport/Larkfield/Wikiup Sanitation Zone has served the area since 1983 and has a 900,000-gallon-per-day tertiary plant. Adding units on a sewered lot requires connection approval and fees.
- Larkfield Estates. The neighborhood, heavily affected by the 2017 fires, is inside the zone and eligible for a voluntary sewer extension program, which can open ADU or duplex options on lots that were on septic.
- Possible change of provider. Sonoma Water describes a proposal to transfer some or all of the zone to the Windsor Water District.
- Rebuilt structures. For homes rebuilt after 2017, obtain final permits and certificates of occupancy. Buildings of three or more units with elevated balconies need SB 721 balcony inspections, and older survivors of the fire may warrant seismic retrofit review.

Note: We could not open the county zoning code text, so the zoning table relies on Permit Sonoma’s district list and vacation rental rules; which districts are mapped in Larkfield-Wikiup was not verified parcel by parcel. The AB 1482 15-year exemption is from state law as summarized in our guide. Housing types and rebuild patterns are general observations.
