What multifamily in La Honda looks like
In La Honda, "multifamily" means a cabin or house with a second unit, two homes on a large rural parcel, an apartment above a village business, or occasionally a small cluster of rentals on an older property. Apartment buildings are essentially absent. What decides whether a property can hold more than one unit is less the zoning label than the County’s rural density rules, septic capacity and water supply. For financing small income properties, see financing 2-4 unit properties and, for larger buildings elsewhere, apartment building loans.
Where the zoning allows it
La Honda is unincorporated, so San Mateo County’s Title 8 code applies. Check the zoning map for each parcel; the rules below cover the districts we verified.
| District | Housing allowed | Key standards |
|---|---|---|
| RM Resource Management | Single-family and multifamily residences permitted; farm labor housing by use permit | Density by credits: 1 unit per 5 acres by default, stricter on steep, remote, flood-prone or unstable land. 36 ft. 50 ft front, 20 ft side and rear |
| H-1 Limited Highway Frontage | One-family, two-family and multifamily by use permit; mobile home parks by use permit | Applied at the village center with an S density district |
| TPZ and PAD | Timber and agricultural districts | Not reviewed; housing is limited |
RM density. Section 8.134.090 evaluates each part of a parcel separately.
- Base rate. Land without a specific category defaults to one unit per 5 acres.
- Stricter caps. Floodplains, land more than a mile from an all-weather public road, slopes over 15%, unstable terrain, fault zones and prime soils all get lower limits. Skyline scenic corridors are capped at one unit per 10 acres.
- Bonuses. Up to 10% more is possible when over 80% of the parcel stays in permanent open space, with another 10% for meeting design, transportation or housing criteria.
- Legal parcels. Parcels of 5 acres or more that were legal when the district was adopted remain legal, and smaller legal parcels remain legal only under specified conditions.
Because "multifamily residences" are permitted in RM, a large parcel with enough density credits can in principle hold more than one home. In practice, septic and water decide.
Village center. The County’s November 2025 staff report on the La Honda Center at 8865 La Honda Road notes second-story residential space above the commercial building. In H-1, any new or expanded housing there needs a use permit.
ADUs. RM has carried second dwelling unit provisions since Ordinance 3038 in 1985, and the County’s ADU page puts inland ADU rules in Chapter 8.392. The page says ADUs carry no owner-occupancy requirement, though a JADU without its own sanitation needs a recorded owner-occupancy restriction. Rural ADUs still need septic and water approval. See our ADU investment guide.
SB 9. SB 9 applies only to single-family residential zones and excludes high fire hazard and other sensitive land unless mitigated, so it will not reach most rural La Honda parcels. See our SB 9 lot split guide.
Rent rules: state law only
La Honda has no local rent ordinance. The Attorney General’s rent cap page, updated July 16, 2026, places San Mateo County in the San Francisco Area. Covered units may rise up to 6.3% for increases from August 1, 2025 and 8.8% from August 1, 2026 through July 31, 2027. Many La Honda rentals are single-family homes owned by individuals, which can be exempt with the required lease notice, and a house with an ADU where the owner lives on site can be exempt too. See our AB 1482 guide and just cause eviction guide.
The County also regulates space rents in unincorporated mobile home parks, limiting increases to once a year at the lesser of 75% of CPI or 5% under a 2017 amendment. Confirm whether any park near La Honda is covered.
La Honda rental property rules
- Short-term rentals. Unincorporated hosts register for transient occupancy tax through the County’s contractor, HdL. Check County short-term rental rules and whether ADU rules bar short stays.
- Development review. Most RM development needs a Development Review Permit. The Health Officer confirms water quality and quantity and approves sewage disposal, and fire authorities recommend protection measures.
- Transfer tax. The County’s documentary transfer tax is $1.10 per $1,000, with no city tax.
Septic, water, fire and mountain roads
Septic capacity is usually the binding limit on La Honda units. The County’s 2025 village center report shows businesses there relying on an on-site septic system approved by Environmental Health and on a small public water system regulated by the state Division of Drinking Water. Rural homes rely on wells, springs or small shared systems. For any added unit, get septic records, a percolation or capacity assessment and proof of water supply. The County Fire Department sets fire conditions, and steep, winding roads affect access and insurance. RM requires 30 feet between main and accessory buildings. Older cabins and converted outbuildings may lack permits or need seismic retrofit work; SB 721 balcony inspections apply only at three or more units.

Questions people ask
Can I have two houses on my La Honda parcel?
Possibly. RM permits single-family and multifamily residences, but the number of units depends on density credits, and septic and water must support them.
How is density figured in RM?
Parcel by segment, with one unit per 5 acres as the default and stricter limits for steep, remote, flood-prone or unstable land.
Can I add an ADU?
Generally yes under the County ADU rules, if septic, water and fire requirements are met.
Does SB 9 apply in La Honda?
Rarely. It applies only in single-family residential zones and excludes high fire hazard land unless mitigated.
Is there rent control?
No local ordinance. AB 1482 applies to covered units at 8.8% for increases from August 1, 2026; County rules cover mobile home space rents.
Can apartments go above the village shops?
Housing in the H-1 district needs a County use permit.
