What multifamily in Hidden Valley Lake looks like

Hidden Valley Lake is mostly a single-family subdivision built around a private lake and golf course in Coyote Valley. Here, "multifamily" usually means a rented house with an ADU, a duplex on a qualifying lot, or new mixed-use and apartment projects planned near Highway 29. The Middletown Area Plan counted 1,411 occupied homes in 2000 and estimated 2,020 in 2006. It projects 3,017 by 2030, with an average household of 2.67 people, larger than in the north shore towns. For financing, see financing 2-4 unit properties and apartment building loans.

Where the zoning allows it

Hidden Valley Lake is unincorporated and follows the Lake County zoning ordinance:

District 2+ units Density Min lot (public water+sewer / one public / well+septic) Height
R2 Two-Family Up to five duplexes per project by right 4,000 sq ft per duplex unit 8,000 / 15,000 / 40,000 sq ft 35 ft
R3 Multi-Family Duplex through apartments; 20+ units by right under objective standards Lot size, coverage, open space 10,000 / 20,000 / 40,000 sq ft 45 ft
C2 Community Commercial Units above shops 2,292 sq ft per unit 8,000 / 15,000 / 40,000 sq ft 40 ft multifamily

The town center. The area plan calls for a Coyote Valley town center north of Hartmann Road, between Highway 29 and Coyote Valley Road. It would have mixed-use buildings with homes above commercial space. New multifamily land is most likely there, not inside the existing subdivision.

Inside the subdivision. Most lots are single-family. Duplexes need R2 zoning or a qualifying state law path. The private Hidden Valley Lake Association’s covenants may limit rentals or added units, so read them before you buy.

ADUs and SB 9. County Article 27 allows a granny unit or second unit, and state ADU law may allow more. State law limits how far an HOA can restrict ADUs, but associations can still set reasonable rules, so review them with counsel. Ask the county whether SB 9 applies to a specific lot, since it covers unincorporated land only in qualifying urban areas. See our ADU guide and SB 9 guide.

Rent rules: state law only

The Attorney General’s rent cap page lists no local rent control in Lake County. Covered units follow the "All Other Counties" row: 7.7% from August 1, 2025, and 8.6% from August 1, 2026 through July 31, 2027. Many single-family rentals owned by individuals are exempt from the cap if the lease gives the required notice. See our AB 1482 guide and just cause eviction guide.

Hidden Valley Lake rental property rules

  • HOA rules. The association’s covenants and rules may cover leasing, minimum lease terms and short-term rentals. Get the governing documents and any rental registration form during escrow.
  • County short-term rental rules. The county formed a committee in July 2026 to help draft rules for unincorporated areas. Stays of 30 days or less owe the 9% TOT.
  • No county rental registry appears in the code we reviewed.
  • Mobile home parks need a major use permit and at least 5 acres under Article 43.

Water, sewer, fire and site constraints

  • CSD service. The Hidden Valley Lake Community Services District supplies water to more than 2,500 homes and sewer to nearly 1,500 connections across about three square miles. Because the district has more water customers than sewer connections, many homes likely rely on septic. Confirm the status for each parcel. A lot on septic needs 15,000 square feet with public water in R2 and 20,000 in R3, which affects any added unit.
  • Groundwater and reclaimed water. The water comes from the Coyote Valley Groundwater Basin, and the district sends about 320 acre-feet a year of reclaimed water to the golf course, according to its services page. The area plan reports a state ruling that supply is adequate for build-out if infrastructure is funded, and notes that more storage will be needed.
  • District overlap. Lake LAFCo’s 2010 review notes that the CSD, formed in 1983, sits inside the county sanitation district’s territory, a sphere of influence conflict. Confirm which agency would serve a new project.
  • Fire tax. Lake LAFCo’s 2025 review lists South Lake County Fire Protection District’s special tax at $236 plus CPI. Confirm the serving district for the parcel.
  • Buildings. Buildings of three or more units with elevated decks need SB 721 inspections. Older wood-frame buildings may warrant a seismic retrofit review.

Underwriting a Hidden Valley Lake multifamily purchase

  4. Add HOA dues, CSD charges and the fire special tax to expenses.

  6. Rebuild the pro forma with reassessed taxes in our rental property analysis.
