What multifamily in Esparto looks like
Esparto is one of four unincorporated Yolo County towns, with Knights Landing, Madison and Dunnigan, where the county code maps its R-H high-density zone, which requires both public water and public sewer. Rental property here means duplexes and small multi-unit buildings in the older blocks near downtown, apartments above shops on Yolo and Woodland Avenues, houses with ADUs in the newer subdivisions, and a small number of larger apartment or affordable housing projects. For two to four units, read financing 2-4 unit properties; for larger buildings, see apartment building loans.
Where the zoning allows it
Esparto is unincorporated, so Article 5 of the Yolo County zoning code applies. The code names Esparto among the towns where each of the three residential zones is mapped:
| Zone | Density (units per net acre) | Duplex | 3–4 units | 5+ units |
|---|---|---|---|---|
| R-L Low Density | About 1 to 10 | Allowed by right | Site plan review | Site plan review |
| R-M Medium Density | About 10 to 20 | Allowed by right | Allowed by right | Site plan review |
| R-H High Density | 20 or more | Not allowed | Allowed by right; fourplexes must reach 20 units per acre | Site plan review |
| DMX Downtown Mixed Use | At least 10, up to 20 in new buildings | — | Upstairs or behind ground-floor retail | Same |
R-H needs both utilities. R-H is limited to towns served by both public water and public sewer, which Esparto has through its community services district.
Downtown limits. In DMX, apartments cannot occupy the ground-floor street frontage of new or renovated mixed-use buildings on Yolo Avenue, Woodland Avenue and County Road 87. On vacant DMX land over an acre, projects that are 60% or more residential are prohibited. Conversions inside existing historic buildings on Yolo and Woodland Avenues are exempt from the density range.
Mobile home parks. A park needs a major use permit and is possible only in R-L and R-M.
ADUs. ADUs and JADUs are allowed in every residential zone with ministerial review. A detached ADU can be 1,200 square feet and a JADU 500, new ADUs need four-foot side and rear setbacks, and the county must act on a complete application within 120 days. See our ADU investment guide.
SB 9. Whether an Esparto single-family lot qualifies depends on whether it is in an urbanized area under state law; ask the county. See our SB 9 lot split guide.
Rent rules: state law only
The Attorney General’s rent cap page, updated July 16, 2026, lists no local rent stabilization in Yolo County and places it under All Other Counties: covered units may rise up to 7.7% for increases from August 1, 2025 and up to 8.6% from August 1, 2026 through July 31, 2027. The state’s just cause rules apply to covered tenancies. Newer buildings are exempt from the cap for 15 years, which matters for units built recently in Esparto’s subdivisions. See our AB 1482 guide and just cause eviction guide.
Esparto rental property rules
- Inclusionary housing. Under the county’s inclusionary ordinance, new rental projects of 7 to 19 units must set aside 15% very low and 10% low income units, and projects of 20 or more set aside 25% and 10%, permanently affordable and built on site. Smaller projects pay an in-lieu fee.
- Utilities. The Esparto Community Services District provides water from four wells and wastewater treatment in ten ponds on about 40 acres, with about 1,001 water and 967 sewer connections in Yolo LAFCo’s 2021 review. Connection and impact fees fund new infrastructure for development.
- Floodplain. Residential projects in the 100-year and 200-year floodplain must meet FEMA and county flood rules and specific findings. The LAFCo review notes that the 2019 Esparto Community Plan scaled back development areas partly because of flooding.
- Short stays. Stays of 30 days or less pay county transient occupancy tax, 8% according to the county’s May 2026 Board presentation, which proposed a November 2026 vote on raising it to 12%; we did not confirm the measure’s ballot status or result.
- Transfer tax. Only the county’s $0.55 per $500 applies, under Section 3-2.04.
Older buildings, flood and balconies
Downtown Esparto has older commercial buildings with upstairs units; have them reviewed for seismic retrofit needs, electrical and fire separation before you buy. Check the FEMA flood zone for every address. Buildings of three or more units with elevated balconies or walkways need SB 721 balcony inspections.
