What multifamily in El Granada looks like
"Multifamily" in El Granada usually means something small: a house with a permitted second unit, an older duplex, a few cottages on one parcel, or an apartment over a village storefront. There are few, if any, large apartment buildings. What sets El Granada apart today is the urban Midcoast permit cap, which has effectively frozen new unit permits, so the value of an existing legal second unit is higher than usual and any plan to add one is uncertain. For financing, see financing 2-4 unit properties and apartment building loans.
Where the zoning allows it
El Granada is unincorporated, so the County’s Title 8 Zoning and Development Code and the Midcoast Local Coastal Program apply.
| District | What it allows | Key standards |
|---|---|---|
| Single-family residential with S-17 Midcoast | One home plus ADU/JADU; SB 9 where it qualifies | 5,000 sq ft sites. 28 ft height. 50% coverage under 16 ft, 35% above. Floor area 0.53 × lot, capped at 6,200 sq ft |
| R-2 Two-Family and R-3 Multiple-Family | Duplexes and apartments where mapped | Countywide chapters 8.24 and 8.28; confirm mapping in El Granada |
| C-1 Neighborhood Business (Midcoast) | Apartments above the first floor | Residential floor area no larger than commercial, unless affordable |
| EG El Granada Gateway | Civic and recreation uses on the Burnham Strip | No housing listed |
S-17 details. The S-17 chapter took its current Coastal Zone form under Ordinance 4554, which the Coastal Commission certified on August 8, 2012.
- Setbacks. 20 feet front and rear. Side yards are 5 feet each, or 15 feet combined for structures over 16 feet.
- Floor area. Garages count toward floor area. Lots under 4,750 square feet or under 45 feet wide get a lower 0.48 ratio.
- Height. 28 feet on most lots. Design review can allow up to 33 feet on steep lots, and up to 36 feet where the sewer connection must run uphill.
- Paving. Low impervious surfaces are capped at 10% of the parcel and 1,170 square feet.
- Massing. New homes need a daylight plane or design-review-approved articulation.
ADUs. The County’s ADU page puts Coastal Zone ADU rules in Chapter 8.396 and allows ADUs in every Coastal Zone residential district. ADUs carry no owner-occupancy requirement, though a JADU without its own sanitation needs a recorded restriction. See our ADU investment guide and SB 9 lot split guide, and read the cap section below first.
The Midcoast permit cap
LCP Policy 1.23 limits the urban Midcoast, which includes El Granada, to 40 housing unit building permits per calendar year, and ADUs count. Affordable units may exceed the limit in one year, but the next two years shrink to keep the three-year average at 40.
- Where things stand. The County permitted 102 units in 2025 (71 affordable, 31 market rate). Only 18 housing unit permits can be issued across 2026 and 2027 combined unless the LCP is amended, and as of March 2026 none had been issued for 2026.
- Applications. The County is not accepting new residential building permit applications until January 1, 2028, or until an LCP amendment provides relief. Planning permits are still processed.
- Waitlist. Projects with approved planning permits join a waitlist in order of approval date. ADU and JADU applicants are encouraged to seek a formal CDX approval to get in line. Building permits inactive for over six months were canceled.
- The hearing. The Coastal Commission has scheduled Amendment LCP-2-SMC-26-0048-1 for November 4, 2026. It would revise how the annual cap is calculated, and the Commission might extend its deadline instead of acting. The outcome is not known as of this writing.
For a buyer, this means: underwrite only units that already have a finaled building permit, and treat any planned ADU income as speculative until a permit can issue.
Rent rules: state law only
El Granada has no local rent ordinance. The Attorney General’s rent cap page, updated July 16, 2026, puts San Mateo County in the San Francisco Area: covered units may rise up to 6.3% for increases from August 1, 2025 and 8.8% from August 1, 2026 through July 31, 2027. Many El Granada rentals are single-family homes or condominiums that can be exempt if the owner is not a corporation or REIT and gives the required notice, while duplexes where the owner lives in one unit are also exempt. Confirm each unit. See our AB 1482 guide and just cause eviction guide.
El Granada rental property rules
- Short-term rentals. In the Coastal Zone, County code allows short-term rentals only with a permit under its coastal zoning rules. Operators register for transient occupancy tax through the County’s contractor, HdL.
- Sewer. The Granada Community Services District provides sewer collection, garbage and parks for El Granada, Miramar, Clipper Ridge and Princeton. Ask about lateral condition and fees for any added unit.
- Transfer tax. The County’s documentary transfer tax is $1.10 per $1,000; there is no city tax.
Hillsides, winter grading and coastal weather
Many El Granada lots climb the hills above the harbor, which is why S-17 has slope-based height rules and an uphill-sewer exception. Grading between October 15 and April 15 needs approved erosion and sedimentation controls, so plan construction for the dry season. Salt air is hard on decks and stairs; for buildings of three or more units, budget for SB 721 balcony inspections, and review older wood-frame buildings for seismic retrofit needs.
Underwriting an El Granada multifamily purchase
- Confirm every unit has a finaled permit; legalizing an unpermitted second unit would likely need a permit under the cap.
- Check the zoning map for the base district and S-17, Design Review and Coastal Development overlays.
- Classify each unit under AB 1482 and model covered increases at or below 8.8%.
- Underwrite no new ADU income unless a building permit can issue under the cap.
- Collect leases and estoppel certificates.
- Rebuild expenses with reassessed taxes, district sewer and garbage charges and coastal maintenance in our rental property analysis.
