What multifamily in Dublin looks like
Dublin’s rental housing is young by Bay Area standards. West of Dougherty Road, older neighborhoods have some 1960s and 1970s duplexes and garden apartments. Most of the city’s apartments, though, are large podium and garden communities built since the late 1990s around the two BART stations, in the Transit Center and in Eastern Dublin and Dublin Crossing. That age matters: many buildings are under 15 years old and fall outside the state rent cap. For financing, see financing 2-4 unit properties and apartment building loans.
Where the zoning allows it
The land use matrix permits duplexes and multifamily in R-2 and R-M, and standards are in Section 8.36.020:
| District | Housing allowed | Lot area per unit | Height |
|---|---|---|---|
| R-1 Single-Family | One home per lot, plus ADUs and SB 9 | — | — |
| R-2 Two units per lot | Duplex or two homes | 4,000 sq ft per unit | 25 ft/2 stories west of Dougherty Rd (35 ft with site development review); 35 ft east |
| R-M Multiple Residential | Apartments and condos | 750 sq ft per unit (about 58/acre) | 35 ft for 4 or fewer units; 45 ft for 5+; 75 ft for 5+ at 35% coverage |
| Eastern Dublin Specific Plan via PD | Medium-High (20/acre), High (35/acre), Campus Office/High Density (66/acre) | By PD | By PD |
| Downtown and Dublin Crossing plan districts | Mixed use and apartments | By specific plan | By specific plan |
Lot coverage in R-2 and R-M is 40% for one story and 35% for two. Mobile home parks need a Planning Commission CUP in R-1 and R-2 and are not allowed in R-M. In the Downtown Dublin plan, parking minimums were removed in January 2024 across the Retail, Transit-Oriented and Village Parkway districts, which helps apartment feasibility near BART. In Dublin Crossing, projects must comply with the plan’s zoning chapter and Infrastructure Master Plan.

Rent rules: state law only
The Attorney General’s rent cap page lists no local rent cap for Dublin, so covered units follow AB 1482 at the San Francisco Area rate: 6.3% for increases from August 1, 2025 and 8.8% from August 1, 2026 through July 31, 2027. Housing issued a certificate of occupancy within the past 15 years is exempt, which removes much of Dublin’s newest stock from the cap. The GoCodebook rental summary confirms Dublin has no rent, just cause or relocation rules of its own, so the state rules apply. After 12 months of occupancy, a covered tenancy needs a stated just cause to end. A no-fault termination requires one month’s rent in relocation, paid or waived within 15 days of the notice. See our AB 1482 guide and just cause eviction guide.
Dublin rental property rules
- Condo conversions. Dublin’s Condominium Conversion Regulations (Chapter 8.54) include rent limits (Section 8.54.100) and eviction protections (Section 8.54.110) for tenants in buildings being converted. Read them before buying an apartment building with a conversion plan.
- Short stays. Rentals of 30 days or less collect Dublin’s transient occupancy tax, listed at 8% under Section 3.16.030.
- Special assessments. Many Eastern Dublin and Dublin Crossing properties pay community facilities district or other special taxes on top of the base property tax.
- Transfer tax. The County Clerk-Recorder lists no Dublin city transfer tax, so only the county’s $0.55 per $500 applies.
Building and utility issues in Dublin
Dublin’s newer buildings rarely raise the soft-story questions common in Oakland or Berkeley. Older 1960s and 1970s apartments west of Dougherty Road deserve a seismic retrofit review if they sit over open parking. Any building of three or more units with elevated wood balconies or walkways needs SB 721 inspections, and many of Dublin’s garden complexes have them. Water and sewer come from Dublin San Ramon Services District, so check connection fees when adding units.
Underwriting a Dublin multifamily purchase
- Pull each building’s certificate of occupancy date; units under 15 years old are exempt from the state rent cap.
- For older covered units, model increases at the AB 1482 cap; there is no local cap.
- Confirm the zoning: base R-2 or R-M, a PD, or a specific plan district, and read its standards.
- Check the tax bill for special district taxes, especially east of Dougherty Road.
- Schedule SB 721 inspections and review any balcony repair history.
- Collect leases, rent roll and estoppel certificates, and run our rental property analysis.
