What multifamily in Crockett looks like
Crockett is an old company town that grew up around the C&H Sugar refinery on the Carquinez Strait, and its housing reflects that history. Hillside streets are lined with early 1900s houses, many split into duplexes or with added units. Downtown has older mixed-use buildings with apartments above Pomona Street and Loring Avenue storefronts, plus a few small apartment buildings. Newer homes are mostly single-family. A Crockett multifamily purchase is usually a duplex, triplex or fourplex in an older building, or a mixed-use storefront with flats upstairs. See financing 2-4 unit properties and apartment building loans.
Where the zoning allows it
Crockett is unincorporated and zoned by Contra Costa County under Division 84. We did not confirm the district on each parcel, so read the county map. The county districts that allow two or more units are:
| District | Units allowed | Key standards |
|---|---|---|
| D-1 Two-Family | One duplex per lot | 8,000 sq ft minimum lot, which many old Crockett lots do not meet |
| M-29 to M-6 Multiple Family | Apartments at 6 to 29 units per acre, depending on the district | M-29 needs a 10,000 sq ft lot. 30 ft height |
| N-B and R-B business districts | Buildings with 3+ apartments by land use permit | Typical downtown mixed use |
| R-6 Single-Family | One home, ADU and junior ADU. SB 9 where eligible | 6,000 sq ft lots |
| P-1 Planned Unit | Units per an approved final development plan | Used for hillside subdivisions, such as the 2015 Rolph Park approval |
Legal nonconforming buildings. Many Crockett duplexes and fourplexes predate current zoning and sit on small lots. They may be legal nonconforming uses. Confirm the legal unit count with county records before you price the rent roll.
Hillside rezoning example. In 2015, the county approved a nine-lot subdivision on an 8.05-acre vacant parcel at Pomona Street and Rolph Park Drive (CEQAnet). That approval combined a general plan amendment from Open Space to Single-Family Residential on 2.35 acres, a rezoning from R-6 to P-1 and a final development plan, with 59 protected trees removed. New housing on Crockett’s hillsides takes that full process.
ADUs and SB 9. County zoning allows ADUs on residential lots under Chapter 82-24. See our ADU investment guide. SB 9 can apply on R-6 lots in Crockett’s urbanized area, but not where a unit was tenant-occupied in the past three years or in certain hazard areas. See our SB 9 lot split guide.
Rent rules: state law only
The Attorney General’s rent cap page lists no local cap for unincorporated Contra Costa County. Covered Crockett units follow the Tenant Protection Act. Contra Costa is in the AG’s San Francisco Area region, where the cap is 6.3% for increases starting August 1, 2025 and 8.8% for increases from August 1, 2026 through July 31, 2027. Most Crockett multifamily buildings are well over 15 years old, so AB 1482 usually applies. The exception is an owner-occupied duplex. See our AB 1482 guide and just cause eviction guide.
Crockett rental property rules
- Fire-safe sale document. Under Chapter 84-90 (Ordinance 2023-07), properties in the Crockett-Carquinez and county fire districts must keep defensible space in three zones out to 100 feet and maintain fuel breaks by June 1. The seller must give documentation of fuel mitigation compliance from the fire code official before escrow closes. Budget brush clearance on hillside lots.
- No local rent registry or inspection program. We found none for unincorporated Crockett. State habitability law and county code enforcement apply.
- Sewer service charges. The Crockett Community Services District held a July 2025 hearing on fiscal 2025-26 sewer use fee increases for Crockett and Port Costa. Each unit adds sewer charges to the owner’s costs.
- Short stays. We did not verify county short-term rental rules. Confirm with the county.
Older buildings, sewer laterals and hillsides
- Sewer. CCSD’s history page says the Crockett-Valona Sanitary District formed in 1953 and was succeeded by CCSD in 2006. It serves every Crockett property except the Striped Bass Club. Sewage is treated at the joint Philip F. Meads plant with C&H, and a 2026 state notice shows a permitted average dry-weather flow of up to 0.85 million gallons per day. CCSD’s property page notes about 16 miles of gravity sewers, many running through private property on district easements. Expect sewer lines across neighboring lots and have laterals scoped.
- Growth limits. CCSD expects only limited infill and no plant expansion, because the town is bounded by the strait, steep terrain and regional parkland. That supports long-term demand for existing units but limits new density.
- Building age. Early 1900s wood-frame buildings on slopes need foundation, drainage and seismic retrofit review. Buildings with three or more units and elevated balconies or stairs need SB 721 inspections.
Underwriting a Crockett multifamily purchase
- Confirm the county zoning and the legal unit count, especially for older converted buildings.
- Request the seller’s fire code compliance document and price ongoing vegetation work.
- Scope sewer laterals and check easements for district lines on the lot.
- Classify each unit under AB 1482 and model increases at the 8.8% statewide cap.
- Collect leases, the rent roll and estoppel certificates.
- Add CCSD sewer charges, insurance, reassessed property tax and the county transfer tax of $0.55 per $500 (Clerk-Recorder) in our rental property analysis.
Questions people ask
Does Crockett have rent control?
No local rent control. Covered units follow AB 1482, 8.8% for increases from August 1, 2026.
Who provides sewer service in Crockett?
The Crockett Community Services District, which succeeded the Crockett-Valona Sanitary District in 2006.
What fire rule applies when I buy in Crockett?
County Chapter 84-90 requires the seller to provide fuel mitigation compliance documentation from the fire code official before escrow closes.
Can I build a duplex on a Crockett lot?
Only where zoning allows it. The county D-1 district requires an 8,000 square foot lot, and many old Crockett lots are smaller. ADUs are often the simpler route.
Are Crockett’s older fourplexes legal?
Many predate current zoning. Confirm the legal unit count with county records before you buy.
Will Crockett see much new housing?
Probably not much. CCSD expects only limited infill because of the strait, terrain and parkland.
