Multifamily and Duplex Properties for Sale in Camp Meeker: Zoning and Rent Rules

What multifamily in Camp Meeker looks like

Camp Meeker is a small redwood community made up almost entirely of single-family homes and cabins on small wooded lots. Investors here usually buy a house with an accessory unit, a pair of homes on one parcel built before current rules, or a home used as a long-term or vacation rental. True apartment buildings are not part of the picture. The community’s water system, owned by the Camp Meeker Recreation and Park District, supplies 365 residences, which gives a sense of scale. For two to four units, read financing 2-4 unit properties; for larger buildings elsewhere, see apartment building loans.

Where the zoning allows it

Camp Meeker is unincorporated and inland, so Chapter 26, Article 08 of the County code sets residential rules. It is not an Urban Service Area on the County’s GIS layer.

County district Duplex Multifamily Density Other
RR Rural Residential Not allowed Not allowed 1 to 20 acres per unit Lot 1 acre with public water, 1.5 acres without; 35% coverage
R1 Low Density Not allowed Not allowed 1 to 6 units per acre Mobile home parks by use permit; 40% coverage
R2 Medium Density Permitted Permitted 6 to 12 units per acre Five or more units meet R3 standards
R3 High Density Permitted Permitted 12 to 20 units per acre Design review at four units
Commercial zones in Article 10 — Mixed use in C1, LC, K Not stated ADUs permitted in all eight

We expect most Camp Meeker parcels to carry low-density districts, but we did not map them; look up each parcel.

ADUs and JADUs. ADUs are permitted in every residential and commercial zone above, and inland junior ADUs are available where state law allows. On a small Camp Meeker lot, septic, slope and parking, not zoning, usually decide whether an ADU fits. See our ADU investment guide.

SB 9. SB 9 can apply in single-family zones such as R1, subject to state exclusions including very high fire hazard severity zones unless mitigation standards are met. Confirm eligibility with Permit Sonoma before underwriting a split. See our SB 9 lot split guide.

Rent rules: state law only

Rent cap. The Attorney General’s rent cap page, updated July 16, 2026, does not name Sonoma County in a regional group, so covered units fall under All Other Counties: up to 8.6% for increases from August 1, 2026 through July 31, 2027. The AG’s local ordinance chart lists no Sonoma County jurisdiction.

Coverage. Most Camp Meeker rentals are houses. A house owned by an individual, not a corporation or most LLCs, may be exempt from the cap and just cause rules if the lease contains the required notice. A main home and ADU on one lot are often treated as single-family property for that purpose; confirm with counsel. See our AB 1482 guide and just cause eviction guide.

Camp Meeker rental property rules

  • Water service. CMRPD gained the powers of a California Water District in 1994 by special legislation. Its water code dates to December 10, 1987, with a fee schedule added in January 2021 and a 2025 update. Russian River Utility handles billing and collections, and the district publishes a water disconnection policy. Confirm the account transfer and any fees at closing.
  • System permit. The district holds a 2026 permit to operate, System No. 4910029, from the State Water Resources Control Board, effective May 18, 2026.
  • Vacation rentals. Sonoma County requires a license for every vacation rental. Its April 2023 action set one license per person, no LLC or corporate owners, occupancy tied to bedrooms or septic capacity up to 12, one on-street parking space and written evacuation plans.
  • Caps. Article 79 lets the County exclude new vacation rentals, or cap them at 5% or 10% of homes, where access, parking or fire hazard warrant it. Camp Meeker was not on the 2023 District 5 list; recheck before you buy.
  • Transfer tax. The County Recorder charges $0.55 per $500, less assumed loans; there is no city tax.

Water, septic and fire

A small system with history. The district’s own history says its board began studying the community’s failing water system in 1988 before gaining water and sewer authority under state legislation. A small system can face conservation rules in dry years; the district posts drought information and a Dutch Bill Creek augmentation project.

Septic. Expect septic on most parcels. Ask for the permit, design flow and recent inspection. Adding a unit or bedroom, or running a vacation rental, depends on that capacity.

Fire and access. Narrow roads and forest cover mean defensible space and evacuation planning matter for insurance and for the vacation rental license. Older cabins converted to year-round use may need structural, electrical and seismic retrofit review; for any building of three or more units with elevated decks, plan for SB 721 balcony inspections.

  3. Check septic capacity against current and planned occupancy.
  4. Classify units under AB 1482 and model covered increases at or below 8.6%.
  5. Collect leases, the rent roll and estoppel certificates.
  6. Rebuild expenses with reassessed taxes, fire insurance and defensible-space work in our rental property analysis.
