Hood Homeownership Costs: Water Rates and Separate Property Obligations

A Hood ownership budget should identify the actual services and water-related obligations before comparing totals. A residence bill, a dock authorization, private maintenance and a future repair allowance are different cost categories. Similar river proximity does not establish that two owners pay the same charges or maintain the same equipment. The budget needs evidence for the selected parcel and ownership interest.

This article demonstrates a selected water calculation using the County Water Agency’s published schedule, then shows the other records needed for a Hood budget. The two usage profiles are hypothetical and are not assigned to two real homes or to the dock case discussed below. No private utility statements, insurance offers or property tax accounts were obtained. The Hood guide supplies the broader service and access context.

Confirm the provider and account category first

The Sacramento County Water Agency identifies Hood among its service areas, but that is not an address-level account determination. Use the County’s provider locator and confirm the actual account classification, meter size and applicable charges with the provider. A community name should not select a tariff without that step.

The County’s rates page directs users to the Agency Code. The linked Schedule A displays separate effective-date columns. For residential metered service with a three-quarter-inch meter, the July 2026 column gives a $17.76 monthly service component and $2.27 per hundred cubic feet. The scheduled July 2027 column gives $19.01 and $2.43 respectively.

The associated Chapter 3.50 describes the monthly service-plus-quantity calculation and separate conservation-discount provisions. It also distinguishes the billing interval from the monthly rate basis. This research downloaded the four-page schedule and visually checked the relevant columns. It did not verify that an actual Hood property uses this metered category rather than another applicable classification.

Model the calendar year across the scheduled change

For a transparent illustration, assume constant monthly consumption of 20 hundred cubic feet for profile A and 24 for B. Both use the selected meter category throughout calendar 2027. Apply the displayed July 2026 inputs for January through June and the scheduled July 2027 inputs for July through December. The model assumes no intervening amendment and should be refreshed before it is used in an actual purchase budget.

A’s selected monthly amount is $63.16 in the first half and $67.61 in the second. Six months at each produces $784.62. B’s corresponding amounts are $72.24 and $77.33, producing $897.42. The selected annual difference is $112.80. These are selected water components, not complete annual utility bills or observed household expenses.

Both constant-use profiles exceed the schedule’s displayed conservation-discount usage bands on either a monthly or paired two-month basis. No conservation discount is modeled for these assumptions. Other assistance eligibility was not established. Capital, drainage, sewer, solid waste and any other account-specific charges remain outside the example; their exclusion means unpriced, not absent or zero.

The split-year calculation matters because a single current monthly amount multiplied by twelve would miss the scheduled change. Equally, using the later column for the whole year would apply that date too early. Preserve each tariff’s effective date beside the formula so another reader can reproduce the model and replace an input if the provider confirms a different classification or revised schedule.

Original calendar-2027 selected water model

Hypothetical residential metered profiles; published schedule checked October 26, 2026
Selected input or result Profile A Profile B
Assumed monthly use 20 CCF 24 CCF
January–June monthly $17.76 + 20 × $2.27 = $63.16 $17.76 + 24 × $2.27 = $72.24
July–December monthly $19.01 + 20 × $2.43 = $67.61 $19.01 + 24 × $2.43 = $77.33
Selected annual component $784.62 $897.42
Difference $112.80 annually
Actual household assignment None; neither profile is assigned to the dock example
Other ownership expenses Unpriced pending actual accounts, documents and professional evidence

Method: six months at each displayed effective-date column; three-quarter-inch residential meter; constant use; no intervening tariff amendment. No complete bill, actual demand, assistance entitlement or property affordability conclusion is represented.

Water-related rights can have separate expenses

Retain the tariff file with the calculations. If an account uses another meter category or a later amendment changes a column, replace the inputs and rerun the comparison before relying on its result.

The State Lands Commission’s February 2024 record and linked staff report for Lease 8495, adjacent to 11035 State Highway 160 near Hood, provide a concrete local reminder that a dock authorization can carry separate rent, insurance and maintenance terms. Those documents do not supply a current household expense total. This article did not obtain an executed lease, current invoice or insurance premium.

For a property represented as including a water-related facility, request the actual current instruments and billing history. Ask which expenses are recurring, which may adjust and which relate to proposed work. A historical base rent should not be copied as today’s payable amount when the documents contemplate adjustments. Have the relevant professionals explain the obligations that actually apply to the selected interest.

Keep liability coverage requirements separate from the price of obtaining coverage. A required limit is not a premium quote, and a quoted premium needs its scope and conditions attached. The home and a water-related structure may call for different questions. This budget contains no assumed insurance price or conclusion that a given policy will satisfy every obligation.

Confirm current wastewater service and remaining private duties

Hood has recent public sewer-conversion history. The May 2026 Congressional Record reports connected households, but a community count cannot establish the service status, equipment or current charges of the selected parcel. Obtain the actual utility account, available connection records and applicable maintenance documents before replacing a private-system allowance with a sewer-service figure.

If the property has equipment or private piping, ask the provider and appropriate professional to identify responsibility and maintenance requirements from the actual installation and documents. This article assigns no grinder-pump replacement allowance, septic repair estimate or connection cost. A general program description cannot establish eligibility for funded work or show which costs a new owner must pay.

Distinguish the charge for service from the cost of a physical repair. A recurring utility payment may leave private components to maintain. A contractor’s estimate may cover only a defined portion of the work. Retain the scope, exclusions and evidence date before adding the estimate to the budget, and ask about any required authorization or restoration work that remains outside it.

Trace taxes, access and shared expenses to documents

Use Sacramento County’s property-tax information route for the actual parcel and fiscal year. Preserve the named direct levies and ask the responsible district about uncertain items. No parcel levy or association assessment is assigned to either water profile. A neighboring owner’s statement is not a substitute for the selected property’s bill and transfer-related estimates.

For shared access or maintenance, obtain the agreement that explains the obligation and the available current expense records. Identify who authorizes work and how costs are allocated. A physical route seen at a showing does not establish a payment formula, and an absence of a regular invoice does not prove there will be no future expense. Keep uncertain obligations visible until the appropriate reviewer explains them.

Separate the seller’s historical taxes and bills from the buyer’s expected future costs. Record which figures are actual statements, provider-confirmed rates, professional quotes or buyer-selected allowances. This makes it possible to update one input without implying the entire file was independently verified. Keep one-time acquisition and connection expenses apart from the recurring annual comparison.

Complete the maintenance plan from condition evidence

Ask a qualified inspector to identify material findings and the limits of the examination. Where further work is warranted, obtain a defined professional scope and current estimate. A water-related setting does not establish a particular defect or remaining useful life. Do not assign a replacement cost merely because a component appears in an old authorization or public project description.

Organize the resulting plan by timing and confidence: a verified recurring bill, a priced near-term repair, a condition requiring more investigation and an unpriced future allowance. Retain the source for each. The financing guide can support the funding discussion, while the Sacramento County guide provides regional context. A complete Hood ownership budget still requires actual property documents and named professional review beyond this selected water illustration.
