Build a Hercules budget around the actual property and current charges
A Hercules ownership budget should show which costs are established, which are modeled and which still need an address-specific answer. Water usage, City sewer service, public landscaping assessments and private association payments come from different sources. A mortgage estimate or a seller’s old bill cannot reconcile those obligations by itself. Start with the parcel and actual services, then keep each charge attached to the document that supports it.
The Hercules guide introduces development-specific costs. This budget framework was checked October 26, 2026 and includes a clearly hypothetical water-and-sewer comparison. No private tax bill, current association assessment, insurance quote or contractor proposal has been reviewed. The numerical subtotal is deliberately partial; the missing-input ledger is part of the comparison rather than a list of items presumed to cost nothing.
Use Hercules sewer charges, rather than a neighboring utility’s schedule
The City’s current sewer page records adoption of Resolution 25-206 on July 22, 2025. Its table gives annual fiscal 2026–27 charges of $857.50 for a single-family residence and $738.55 per multifamily dwelling unit. The applicable fiscal year ends June 30, 2027. Confirm the actual parcel classification and current bill before assigning either amount to a candidate.
The rate is annual, even if a household chooses to reserve money for it monthly. Dividing an annual amount for personal planning does not change the actual billing method. The City’s page provides tax-roll information; reconcile the charge with the actual property tax bill so it is counted once. Do not add an entire tax bill to the budget and then add the same sewer component again as though it were collected separately.
Do not use a nearby wastewater district’s rate merely because it serves other West County communities. Nor should an EBMUD drinking-water account automatically bring an EBMUD wastewater charge into this model. Identify the actual service and payee. The City’s public information describes its own collection system and shared Pinole-Hercules treatment arrangements; those institutional roles do not establish a second direct charge to add without evidence.
Classification also needs care. The City describes a separate annual waiver process and a Senior Living classification tied to particular property zoning, not simply an owner’s age. This article does not determine eligibility or apply a reduced rate to the examples. Where a buyer expects a different classification, request the actual applicable decision and current billing treatment rather than assuming the seller’s situation transfers unchanged.
Model EBMUD water usage transparently
EBMUD’s current water schedule provides meter-based service charges and usage rates. For this illustration only, assume two eligible single-family accounts with a small meter and pressure Band 1, using July 1, 2026 rates. Actual retailer, meter, band and usage must be verified at the address. Neither hypothetical case is assigned to a neighborhood or a named property.
Case A uses fourteen CCF in each two-month period. The selected water calculation is $57.20 in service charges plus fourteen units at $8.40, totaling $174.80 per period. Repeating that assumption six times produces $1,048.80. Case B uses thirty-two CCF per period: the same service charge, fourteen units at $8.40 and eighteen at $9.74, totaling $350.12 or $2,100.72 for six identical periods.
Add one assumed Hercules single-family annual sewer charge of $857.50 to each case. The selected annualized subtotals become $1,906.30 and $2,958.22, a $1,051.92 difference. That difference comes from the modeled water usage, not a verified difference between two houses. The exercise holds rates constant for comparison and excludes other applicable fees, taxes, discounts and every private ownership cost.
Real household usage may vary by season, occupancy or a documented unusual event. Obtain dated bills where available and compare equivalent periods instead of multiplying one favorable month. If an account serves several units or common areas, establish the actual allocation and metering arrangement before assigning its total to one owner. A seller’s historical water use is evidence of that account history, not a promise of the buyer’s future consumption.
Original Hercules annual budget worksheet
| Selected component | Case A: 14 CCF per period | Case B: 32 CCF per period |
|---|---|---|
| Water per two months | $57.20 + 14 × $8.40 = $174.80 | $57.20 + 14 × $8.40 + 18 × $9.74 = $350.12 |
| Six-period water annualization | $1,048.80 | $2,100.72 |
| Assumed City single-family sewer, FY 2026–27 | $857.50 | $857.50 |
| Selected annualized subtotal | $1,906.30 | $2,958.22 |

Trace Victoria and other public assessments to the actual levy
The City’s Victoria by the Bay district information describes a public levy collected with property taxes following the 2025 approval process. That does not establish the current amount for every nearby home. Locate the applicable district and actual parcel charge, then keep it distinct from a private association payment even where both relate to neighborhood maintenance.
The City’s timeline is particularly useful because it records earlier failed increase efforts before the successful 2025 process. A proposed amount from an old presentation should not become today’s budget input. This article does not supply a current fiscal 2026–27 Victoria parcel levy; that row remains open until the actual applicable evidence is obtained.
Use the same source discipline for property tax. The County’s supplemental-tax guidance explains a separate assessment process associated with qualifying ownership changes or new construction. The seller’s prior bill cannot establish all of the buyer’s later payments. Identify the expected billing periods and monitoring responsibility rather than treating a lender’s escrow estimate as proof that no additional bill can arrive.
Connect maintenance spending to the components owned
For an association property, identify what the actual payment funds and what the owner maintains separately. Do not assume a condominium master policy or exterior allocation from the association’s name. For a house with substantial site structures, include those responsibilities in the review. A simple percentage of purchase price may hide a known project or assign the same maintenance demand to properties with very different components.
Keep immediate documented work apart from ongoing maintenance and optional future improvements. Obtain written scopes for material projects so repair, replacement and associated restoration are not confused. If competing proposals cover different work, their prices are not directly comparable. No contractor amount should be inserted as a standard Hercules cost without evidence for the actual property and scope.
Insurance likewise needs an address-specific answer before the household relies on the total. Compare coverage terms, limits and deductibles alongside the premium, and preserve any repair condition attached to the quote. A seller’s policy or a sample comparison is not a commitment to cover the buyer. Coordinate relevant association coverage where applicable without assuming it replaces the owner’s own policy needs.
Reconcile the budget before making a financing decision
The City’s published single-family and multifamily annual sewer figures differ by $118.95 for fiscal 2026–27. That is a classification comparison, not a prediction that every condominium buyer will personally pay the lower number. A shared bill may be collected or allocated through an association, and the actual account treatment needs confirmation. Keep the class, collecting bill and owner’s allocation attached to the amount.
For a move spanning a rate or assessment year, split the affected periods rather than treating a present-rate annualization as the coming year’s forecast. Preserve the effective date of a new charge and any actual transaction allocation. That makes first-year cash needs distinguishable from a steady annual planning allowance.
Date each source and identify whether a number is an actual current obligation, a historical payment or an illustrative assumption. Use the same categories for both candidates. Put unresolved material costs beside the subtotal rather than allowing an incomplete worksheet to appear cheaper. A calculation can add perfectly while still omitting the charge or project that changes the household’s decision.
The financing guide helps coordinate lender assumptions with the household’s broader obligations, and the Contra Costa County guide supplies regional context. A useful Hercules budget traces public and private costs to the actual address, explains its assumptions and makes the remaining evidence visible before a buyer relies on the result.
