A Dublin ownership-cost comparison should identify who charges an amount, which parcel or account it applies to and whether another payment already includes it. Association dues, public special taxes, sewer service and private maintenance can sit beside each other without funding the same things. Two public Dublin Crossing parcel records illustrate the importance of keeping those categories separate. Current District tariffs then provide independent utility scenarios. These are useful pieces of a budget, but they are not represented here as complete current household costs or private association figures.
Start with two identifiable public-charge records
The City’s FY 2024–25 facilities-tax report for Dublin Crossing Improvement Area 1 lists parcel 986-0054-039-00 with an actual levy of $3,912 and parcel 986-0054-040-00 with $4,404. A separate CFD 2017-1 services report for the same fiscal year lists $50 and $56.58 respectively. The combined selected public components are therefore $3,962 and $4,460.58 for that historical year. The $498.58 difference comes from those specific records, not a citywide estimate.
Facilities figures in this report are displayed to whole dollars. The sums above and in the worksheet use those displayed values; they do not reconstruct exact billed cents. Preserve that rounding when comparing the two components, and use the actual current annual account for a transaction rather than implying precision the historical report does not provide.
The year belongs beside every number. These reports do not establish either parcel’s current 2026–27 annual tax bill, amount paid, association dues or total ownership cost. They demonstrate a repeatable parcel match across two public levies. Obtain the current County annual bill and current district information for the actual purchase. A current bill also needs to be separated from a transaction-specific estimate of a purchaser’s taxes. Do not replace missing current documents with a historical amount simply because the parcel identifier matches.
Nor should a tax category silently become a property-rights finding. The reports use developed-property and size categories for their particular apportionment process. Those classifications are not a title report, a certification of marketable living area or an association maintenance schedule. Keep the parcel number as the reliable join between the reports, then obtain the ownership and area documents independently. An annual levy can be accurately transcribed while still answering only one narrow financial question.
Separate facilities, services and association coverage
The City’s district directory identifies Dublin Crossing facilities and services through separate district references. The facilities component and the landscape/lighting services component serve different purposes. Neither provides the actual HOA budget for a residence. If a seller describes dues as covering exterior maintenance or utilities, request the current budget, governing allocation and applicable statement. Show the remaining owner responsibilities beside the included items so the comparison measures coverage as well as the payment.
Ask a district administrator to reconcile the actual current levy, the applicable maximum and the parcel’s current classification where those differ. A report on one improvement area is not the schedule for every Dublin Crossing phase. The City’s directory also contains an introductory district count and a Dublin Centre child-page identifier that do not align neatly with all its links. For that development, use the underlying formation and parcel documents before settling the district number or amount. A directory is a route to evidence, not a substitute for the evidence itself.
| Component | Record / illustration A | Record / illustration B | Meaning and next evidence |
|---|---|---|---|
| Actual FY 2024–25 facilities levy | APN 986-0054-039-00: $3,912 | APN 986-0054-040-00: $4,404 | Historical selected public charge, not current annual tax total. |
| Actual FY 2024–25 services levy | Same 039 parcel: $50 | Same 040 parcel: $56.58 | Separate report matched by parcel and year. |
| Sum of displayed historical components | $3,962 | $4,460.58 | Difference $498.58; no HOA or current household total implied. |
| Independent hypothetical current water | 3/4-inch meter; 10 CCF per two-month period: $150.05 | 1-inch meter; 18 CCF per two-month period: $256.59 | Selected January 2026 tariff components only; neither assigned to either parcel. |
| Independent current sewer classes | SF / townhouse: $559.02 annually | MF / condominium: $70.21 per two months; six periods $421.26 | Confirm account class and collection route; do not add if already included. |

Exclude the lighting proposal that did not pass
The City’s 2026 lighting page reports that formation of proposed SLAD 2026-1 failed, with 55.8% of the returned weighted vote opposing it. Existing SLMD 1983-1 and 1999-1 remain. Consequently, the proposed replacement figures in the ballot materials are not the new adopted charges to enter in a household budget. The Boulevard was outside that proposal, with its landscape and lighting services funded through CFD 2017-1. Match the actual parcel and funding route rather than assuming a single citywide fee.
This result shows why a charge’s status is as important as its arithmetic. Keep a proposed schedule in a separate reference column if it explains a discussion, but use the actual current bill for the expense column. Public lighting funding also differs from private common-area lighting that an association may maintain. A streetscape can look continuous during a tour while involving different owners or funding sources. Trace the particular system before concluding that the public charge or dues covers its eventual replacement.
Build water from its actual components
DSRSD’s January 1, 2026 water schedule separates retail consumption, power and Zone 7 consumption at $1.72, $0.46 and $4.22 per CCF, totaling $6.40. For a hypothetical 3/4-inch meter, its two fixed components are $64.47 and $21.58, or $86.05 per bimonthly bill. Ten CCF adds $64, producing $150.05 on the selected basis. Six identical periods would equal $900.30, a constant-input illustration rather than an account forecast.
An independent one-inch-meter illustration uses fixed components of $105.42 and $35.97, totaling $141.39. Eighteen CCF adds $115.20, producing $256.59 per two-month period or $1,539.54 across six identical periods. Neither model describes the selected parcels’ actual meters or use. Confirm applicable shortage charges and other account items. The tariff page’s Dougherty Valley property-tax charges apply to that San Ramon service setting; they should not be transferred to a Dublin parcel merely because DSRSD also supplies its water. Future rate changes also require a fresh calculation.
Keep the documents behind an association comparison
For the two properties actually being considered, create an inclusion schedule beside the annual cost sheet. List water, wastewater, building insurance, roof, exterior surfaces, garage systems, landscape and private drainage separately. Record the association’s responsibility, the owner’s remaining duty and the page that supports the assignment. A dues amount without that coverage schedule can make a broadly funded association appear more expensive than a narrowly funded one, even before considering the condition of the components. An attractive common facility also needs a maintenance and funding record, not merely a description in sales material.
Read reserve information together with the maintenance boundary. A reserve study that addresses a shared roof will not answer the replacement question for an owner-maintained feature outside its scope. Request the relevant component schedule, the date of the underlying assessment and any more recent board-approved work or assessment information. If a quoted dues amount includes a temporary collection, preserve its duration and purpose rather than treating it as permanent ordinary dues. No actual private association file was provided for these parcel examples, so this worksheet leaves those amounts and conclusions unfilled.
Use the County’s current tax portal to request the annual bill by the exact parcel, then reconcile its fixed-charge lines with the district records. During this research the portal offered matching parcel suggestions, but searches did not produce readable account details. That access limit does not make the historical reports current or prove a zero bill. For a transaction, obtain the current document from the appropriate source and have any unexplained parcel change or charge reviewed. Preserve that document’s tax year separately from the calendar date of a utility quotation.
Put wastewater in the correct collection column
The current July 2026 wastewater page lists $559.02 annually for a single-family home or townhouse, and $70.21 bimonthly per multifamily/condominium unit. It explains the property-tax collection route and the possibility of direct billing for new residential construction before the next tax roll. Verify both the actual class and where the charge is collected. A utility comparison that includes the full County bill and then adds tax-collected sewer again would overstate the expense.
Finally, keep private costs tied to their own evidence. An association budget does not establish an individual insurance quote, and a public sewer charge does not price a private pipe repair. Request property-specific coverage, exclusions and conditions using the Department of Insurance guide to frame the comparison. Separate routine service from one-time work and future capital needs. The Dublin guide, Alameda County guide and financing guide connect this local evidence file to the wider purchase budget once its open amounts are documented.
