Budgeting for a Del Mar Coastal Home: Insurance, Utilities and Rental Rules
Owning a home in Del Mar brings recurring costs that depend heavily on the parcel: its overlay zone, exposure to the ocean, association rules and whether short-term rental is part of the plan. This guide lists the budget lines to price for a specific home and where to get supported figures. It does not provide dollar estimates; those come from quotes, bills and documents for the property you are considering.
Costs tied to the parcel
- Property tax and direct charges. Review the parcel’s current tax bill, including direct assessments. After closing, expect a supplemental tax bill.
- Transfer costs. See our California transfer tax guide for how county documentary transfer tax is handled.
- City utilities. The city’s utility FAQs say the city bill covers water, wastewater and clean water fees. Ask the seller for recent bills and confirm current rates with the city’s Finance Department rather than projecting from a different household’s use.
Insurance: quotes for the address
- Homeowners coverage. Request quotes early in escrow; our guide to homeowners insurance during escrow explains timing.
- Fire hazard status. The city has said Del Mar is included in CAL FIRE’s 2025 recommended local fire hazard maps. Check the address in the official viewer. The Department of Insurance describes required discounts for qualifying wildfire mitigation and the FAIR Plan’s limited coverage; see our FAIR Plan guide.
- Flood coverage. North Beach and other low-lying parcels deserve a close look on the FEMA Flood Map Service Center. A lender may require flood insurance in a mapped flood hazard area. The city’s Land Use Plan requires elevated lowest floors for new or substantially improved homes in its Floodplain Overlay, which can affect the cost of future work.
- Earthquake coverage. Usually separate. Review earthquake fault zone disclosures.
Associations and shared buildings
For condominiums and planned developments, request the full association disclosure package: budget, reserve study, insurance summary, rules and assessment history. Association rules may restrict rentals independently of city rules. Exterior elements such as balconies and seawalls may be shared obligations; read the governing documents to see who pays.
Coastal upkeep and protective structures
Coastal exposure shortens the life of exterior finishes, metal components and equipment. Turn inspection findings into a maintenance schedule with contractor bids. For beachfront or bluff-top homes, add any obligations tied to permitted protective structures. The Land Use Plan describes city shoreline protection permits and setback seawall permits; read the conditions of any permit attached to the property for monitoring or maintenance terms. Our coastal home inspections guide lists systems to examine.
The 2026 short-term rental program
Del Mar’s short-term rental rules changed in 2026. The Coastal Commission’s STR actions table records approval of the city’s amendment on February 5, 2026. The approved rules allow non-owner-occupied rentals in residential and commercial zones for eligible dwellings, including ADUs, with a three-night minimum per stay, a 30-day maximum, occupancy of two people per bedroom plus two, operating standards and transient occupancy tax payment, and an overall citywide cap divided into neighborhood caps.
The city’s permit announcement says the Council set permit and renewal fees in February 2026, that permits last two years, and that existing operators had to apply by May 1, 2026. The city’s STR background page records that in January 2024 the Council directed that existing rentals could continue until the property changed ownership, the permit was not renewed or it was revoked.
Note that the city’s ADU Ordinance 1002 requires ADU rentals to be longer than 30 days. Because the newer rental rules and the ADU ordinance address the question differently, ask the city which applies to a specific unit before budgeting.
For a buyer, the practical point is to confirm with the city, in writing if possible, whether a permit will be available for the property after purchase and under what cap. Do not treat a seller’s rental income as part of your budget until that is settled.

Comparing total cost
Once the register is complete, compare candidate homes by total ownership cost rather than price alone. If a figure cannot be confirmed before your contingency deadline, record it as an open risk and decide whether to proceed with that uncertainty.
