A Canyon home’s land value depends on what the property can actually support. Gross acreage, wooded surroundings and a residence description do not establish the usable site, legal access or infrastructure capacity. Define the completed property and the intended uses before selecting comparable sales. The Canyon guide introduces that approach; this article develops an evidence method for comparing existing homes with land without relying on an unsupported price-per-acre rule.
No permissioned closed-sale dataset, private survey or property inspection file was supplied for this research. This is a complete local comparable-selection method and original land-use evidence worksheet, not an empirical CMA or an appraisal. It contains no invented transactions, acreage measurements, adjustment coefficients or named professional review. Actual County bills, State water-system records and dated Pinehurst notices provide local examples of distinctions a later valuation file must resolve.
Identify the parcel before comparing land figures
The current County bill identifies 13 Pinehurst Road as APN 257-160-028-3. A second current bill identifies 50 Pinehurst Road as APN 257-031-014-0. Preserve those exact identifiers when assembling research. They anchor public charge records; they do not independently establish acreage, boundaries, current configuration or a recent sale price.
Reconcile any different address or parcel reference before transferring facts between sources. An apparent match in marketing is not enough to merge a floor area, land figure or infrastructure claim into the subject file. Obtain the actual deed, relevant maps and appropriate boundary information. Keep a discrepancy visible until title and the responsible reviewer explain it. A comparison built on the wrong parcel cannot be repaired by a later numerical adjustment.
The County’s Maps and Records page provides routes to recorded maps and annotated parcel books, while warning that available maps may not show every easement. The linked County viewer now labels itself Parcel Viewer and states that mapped information is not a legal survey. Use it as a research route, then obtain the documents and professional work needed for the actual property question.
Define usable land by the activity it must support
Separate gross area from areas useful for the buyer’s intended activities. A place for ordinary outdoor use, a parking area, a route for maintenance equipment and a possible building site are different questions. Identify where each activity would occur and what evidence supports it. Do not count the same constrained area as unrestricted space for several incompatible future uses merely because it appears open on an aerial image.
Trace access, drainage and infrastructure alongside the land diagram. An area that looks suitable for a structure may be involved in an existing service arrangement or require a different approval. A portion reached only by a footpath may offer different utility from an area accessible to equipment. No such condition is assigned to the example parcels here. The actual survey, title, plans and appropriately scoped inspection must establish the relevant facts.
Keep existing utility and future potential in separate columns. A completed, documented feature can be evaluated as part of the property that exists. A hoped-for addition, detached structure or changed land use needs a current approval path. The County agency directory identifies planning, building, Public Works and other review roles for unincorporated parcels. A neighboring property’s project does not establish a transferable entitlement.
Compare infrastructure arrangements, not just equipment counts
State records identify Moraga Heights Mutual Water, CA0707585, with a physical-location contact at 1 Manzanita Drive, Canyon. That establishes a real local system identity. It does not establish that either tax example has a connection, that a new connection is available or that a proposed additional use has adequate capacity. Obtain the actual household’s source and rights before comparing water arrangements.
Canyon School’s separate State system at 187 Pinehurst Road is an institutional example, not a residential supply assumption. The distinction is useful when a source map or nearby facility appears to offer an easy answer. Match the subject and comparables to their actual accounts, private sources or shared agreements. A named system in the vicinity should not become an unsupported improvement premium.
Wastewater needs its own evidence. Obtain the actual sewer connection or onsite-system file and identify the use its records address. Contra Costa Health’s Land Use Program provides the local well and onsite review route. A current specialist inspection, approved design and proposed-use review answer different questions. Do not assume that gross acreage or the absence of a sewer tax line establishes the system’s type, condition or capacity.
Keep legal access, condition and public-route context distinct
For the subject and each candidate sale, obtain the recorded access and actual maintenance allocation for the approach. Then document physical access within the appropriate inspection scope. A route can be used in practice while still presenting a document question, and a recorded right does not establish present surface or structural condition. Preserve those differences before deciding which properties compete for the same purchase decision.
The County’s October 8, 2026 Pinehurst work notice announces a conditional October 13–28 daytime work window on a public segment near mile marker 4.8. It provides dated route context, not a permanent private-property defect or a price adjustment. If a later transaction analysis considers access conditions at a particular time, obtain evidence relevant to that effective period instead of applying today’s notice to an unrelated past sale.
The Moraga-Orinda Fire District overview includes Canyon. That supplies the fire-agency starting point, but it does not establish a private access approval, response time or insurance offer. Compare actual relevant agency information and insurance evidence where available. Do not turn a service-area statement into a uniform discount or assume every Canyon property has equivalent emergency access.
| Comparison layer | Actual local research anchor | Evidence needed for subject and sale | Hold open until verified |
|---|---|---|---|
| Parcel and land | 13 Pinehurst APN 257-160-028-3; 50 Pinehurst APN 257-031-014-0. | Actual title, survey/maps, gross area and activity-specific usable areas. | Unverified acreage or conflicting address identity. |
| Water rights and capacity | Moraga Heights CA0707585; separate Canyon School CA0707620. | Actual household connection or private source, shared duties and intended-use review. | Nearby system is not a home connection or expansion entitlement. |
| Wastewater | County Land Use review. | Approved scope, actual system, current inspection and relevant limitations. | Open land and tax records do not prove disposal capacity. |
| Access | County records route; dated Pinehurst public works. | Recorded right, maintenance allocation and actual condition at relevant time. | Public project notice is not a universal private defect. |
| Residence and improvements | County planning/building and other reviewing agencies. | Completed lawful configuration, intended use and inspected condition at sale. | Appearance or assessed improvement value is not completed-use evidence. |
For each eventual comparable, complete: permissioned transaction source / verified date and price / terms / ownership / completed dwelling / land utility by activity / infrastructure / access / source conflict / inclusion reason / market evidence for any adjustment / reviewer. No fixed per-acre rule or fabricated adjustment is supplied.
Select actual sales that compete for similar utility
Once a permitted transaction file is available, begin with homes offering a similar ownership arrangement and practical use of land. Record the verified closing date, price and relevant terms, then reconcile the property description to that transaction date. A present photograph or current system record may describe conditions that changed after the sale. The comparable must represent what actually changed hands.
Document why each sale enters the primary group. Similar gross acreage is insufficient if access, usable outdoor areas or infrastructure arrangements differ materially. A smaller parcel with well-documented utility may be a stronger comparison than a larger parcel whose important features remain unresolved. That is a selection question before it is an adjustment question. Explain any expansion of the search boundary when closer evidence is limited.
The State Board of Equalization’s 2014 sales-comparison guidance offers dated methodological context on similarity and legally permitted uses. It does not provide a current Canyon CMA or a private adjustment schedule. Require actual market evidence for any monetary treatment. Dividing a sale price by gross acres mixes the residence and other improvements with land and does not isolate the value of an additional usable acre.
Compare completed improvements and unresolved work
Identify the residence and specialist improvements through their actual approval and completion records. Then obtain appropriate current condition evidence. A detached building’s appearance does not establish its approved function, and an old approval does not establish present performance. Keep the difference between a usable completed feature and a proposed project visible when comparing the subject with a sale.
A contractor’s scoped bid can help describe a known work obligation, but it is not automatically a market-derived price adjustment. Government fee entries are narrower still. The County’s current fee table distinguishes onsite-system review and construction categories; those amounts do not establish total private replacement cost or a buyer’s price response. Preserve the scope and limits of cost evidence before any reviewer uses it in the valuation discussion.
Explain uncertainty before presenting a price conclusion
The public bills for the two Pinehurst examples contain assessed land and improvement values. Those are tax records, not sale prices or independent market allocations of land versus buildings. Do not use their difference to invent a price-per-acre coefficient. Likewise, annual carrying charges belong in the ownership budget and do not by themselves establish an adjustment between the properties.
A completed property-specific analysis should identify its actual sample, inclusion rules and unresolved facts. If its conclusion changes materially when uncertain land utility or added space is excluded, disclose that sensitivity and seek the missing evidence. The selling process guide helps organize preparation, while the Contra Costa County guide supplies wider jurisdiction context. Pricing should follow the verified completed property and its supported uses, with appropriate professional review before reliance.
