Broadmoor Ownership Budget: Local Water Inputs, Tax Records and Private Repairs

A Broadmoor ownership budget becomes useful when each amount is tied to the actual account, property and period. A Daly City mailing address does not establish the water provider or every public charge, and a seller’s past bill does not settle the buyer’s future spending. Begin with local sources that can be checked, then identify the remaining private inputs. Keep recurring household payments, immediate repairs and later capital work separate so an attractive monthly subtotal does not hide cash needed soon after closing.

This budget was researched October 26, 2026. It includes an original partial water-charge model and an unpriced worksheet for the rest of ownership. No private account, insurance offer or contractor quote was obtained. The Broadmoor guide provides the jurisdiction context, the San Mateo County guide covers regional considerations, and the financing guide addresses borrowing. Mortgage principal and interest should be added using the buyer’s actual loan information.

Identify the service account before applying a tariff

Cal Water’s Bayshore District page includes Broadmoor among the communities it serves. Its community list also cautions that service covers only portions of some listed areas and provides an address-based route. Use the seller’s bill and account confirmation to establish the provider, meter and rate category for the candidate. A neighborhood name is insufficient to apply a residential tariff, especially when comparing properties across nearby city and district boundaries.

Collect enough account history to understand actual usage rather than extrapolating from one convenient month. Record the meter size, billing period and any separately identified adjustments. Ask whether an unusual period reflected vacancy, a leak, changed irrigation or construction. The buyer’s intended household use may differ from the seller’s, so preserve the assumptions rather than presenting last year’s total as a promise. For multiple dwellings or a shared meter, establish the actual billing arrangement before allocating a household share.

A transparent partial water calculation

The linked BAR-1-R residential tariff states October 1, 2026 effectiveness subject to refund until final Commission approval. For the selected 5/8-by-3/4-inch meter, its monthly service component is $35.24. The model uses $4.3026 per CCF for the first six CCF and $17.1918 for the next three. It excludes other tariff adjustments and is conditional on the actual account using this service and meter category.

At six CCF, the selected monthly components total $61.0556 before rounding; at nine CCF they total $112.6310. Twelve identical months produce $732.67 and $1,351.57 respectively, rounding only the final results. The $618.90 annualized difference is an original sensitivity calculation, not an observed difference between two Broadmoor homes. It demonstrates how usage crossing the selected tier boundary changes these components. Actual bills require applicable fees, surcharges, credits and billing treatment, and twelve unchanged months are not the actual 2026 calendar year.

Use that calculation as a way to test the account information. If a seller’s bill differs, identify whether the difference comes from the meter, usage, period or another charge before changing the arithmetic. Do not force the real bill to fit the example. If the buyer expects a different usage pattern, build the forecast from that pattern and the confirmed account terms. A model is valuable when its inputs are visible and replaceable, rather than when its total merely looks precise.

Trace taxes and the police district levy separately

The San Mateo County Tax Collector supplies the official bill route. Match the actual parcel and fiscal period, and retain the identified direct charges and their agency names. Ask the appropriate transaction professionals to distinguish the seller’s historical bill from the buyer’s forecast. The ACRE explanation of tax bills describes supplemental assessments associated with ownership changes or new construction. That is a reason to plan for the actual transaction timing, rather than rely on a single past installment.

Broadmoor’s police district has a separate levy record. Its resolutions index lists a 2026 qualified-special-tax resolution and a fiscal 2026–27 adopted budget. The underlying current rate was not readable in this research, so no district-wide household amount is inserted here. Obtain the actual parcel’s current bill and supporting levy information. A budget for the public agency does not establish a private charge by dividing its total across homes.

The district’s 2025 boundary audit is another reason to check the actual account. It examined service-area parcels not assigned the district’s Tax Rate Areas and modeled potential revenue. That analysis does not prove the current treatment of every listed parcel or establish a tax-free status for a buyer. Keep the report’s date and purpose attached. If the current bill and service information appear inconsistent, obtain the agency explanation rather than carrying a historical omission forward as a guaranteed future saving.

Confirm sewer, waste and other service inputs

Daly City’s wastewater history page includes Broadmoor Village in its system description. For budgeting, verify the actual account and how the charge is collected before adding a separate sewer payment. A charge already present on a tax bill should not be counted again as another annual invoice. The physical condition of a private lateral is a separate cost question, requiring its own evidence rather than an assumption that a public service payment covers private repairs.

The county’s collection-services page directs Broadmoor through a separate local route and explains that some unincorporated areas have different arrangements. Do not import the County Franchised Areas rate merely because both properties are unincorporated. Use the actual waste invoice, container service and billing period. Where a building shares service, confirm how costs are allocated and whether the buyer’s intended use would require a different arrangement.

Original worksheet: documented inputs and separate cash needs

Input Model or evidence route Amount or treatment Limit
Water scenario A BAR-1-R selected meter, six CCF each month Base components $61.0556 monthly; twelve months $732.67 Partial calculation; account/category and adjustments still required
Water scenario B Same assumptions, nine CCF each month Base components $112.6310 monthly; twelve months $1,351.57 Original $618.90 annualized difference; not two observed properties
Taxes and police levy Actual current parcel bill and current district levy evidence Unpriced until actual documents are supplied Do not use old audit rates or divide the agency budget
Sewer and waste Actual accounts, collection method and current invoices Annualize confirmed periods once Avoid duplicate sewer tax-roll and invoice entries
Insurance Written address-specific offer and coverage explanation Unpriced Seller’s past policy is not a buyer’s offer
Routine upkeep Actual components and scoped service quotes Recurring annual line Keep private duties distinct from public service payments
Immediate and later work Inspection findings, defined bids and timing Separate first-year capital cash and later reserve No invented contractor prices or guaranteed repair life

Checked October 26, 2026. Tariff effective October 1, 2026 subject to refund pending final approval. Water model excludes UF, RSF, CAP, AS and other applicable adjustments; it is not a complete bill. Annual figures use unrounded monthly components and twelve constant months, not actual calendar-year billing.

Price maintenance from the actual component list

For an older home, divide maintenance into the systems and surfaces actually present. Ask qualified reviewers to identify near-term work, further investigation and routine care, and have contractors quote a consistent scope. A roof repair, drain investigation and equipment replacement should not disappear into one unexplained monthly allowance. Record what the bid includes, access and restoration assumptions, and which permits or professional design remain to be addressed. A cheaper figure can reflect a narrower task rather than lower cost for the same result.

The dated local sewer replacement handout illustrates why a private-line project can involve more than one agency. Confirm current routing for the actual scope before budgeting excavation or restoration. An estimate that ends at the property line may answer a different question from one that includes the public connection. Keep the inspection extent and proposed work together so the buyer knows which portion has been priced. Public sewer service and a history of public street works do not establish the private line’s condition.

Use a current insurance offer and a timed cash schedule

Obtain a written insurance offer for the address and intended use, then record the term, coverage, deductibles and requirements. The California Department of Insurance residential guide provides comparison context, not a premium for the house. If further work or documentation is required, place that task in the same first-year schedule as other immediate expenses. Do not assume a seller’s existing arrangement will transfer unchanged or that nearby homes receive equivalent offers.

Finish with two totals supported by the completed inputs: recurring ownership spending and separate cash needed for identified near-term work. Keep unresolved material items visible beside those totals. Refresh the tariff, levy, insurance and contractor information when their terms change, and confirm the actual property and period each describes. The result can then support a purchase decision without allowing a partial water calculation or an incomplete historical tax bill to impersonate a complete household budget.
