A Brisbane ownership budget should separate the home’s recurring payments from acquisition cash and future work. Local utility billing adds another distinction: a bimonthly water amount is paid for a two-month service period, while some other charges use a different historical consumption basis. Multiplying every number by twelve can produce an inaccurate annual comparison before any private cost has been evaluated.
This guide develops the budget questions in the Brisbane guide through current City tariff inputs and an original meter-and-usage model checked October 26, 2026. The four water cases are hypothetical accounts, not four properties or quoted bills. No private tax statement, insurance offer, association account or contractor quote was supplied. The model is a selected water comparison and cannot establish a full annual ownership total.
Give every cost a scope and a payment period
For each finalist, identify the actual dwelling configuration, service accounts and owner-maintained components. Write the collecting party, billing period and evidence date beside each amount. Separate a payment that covers several services from an invoice for one service. A spreadsheet should reveal which costs remain missing rather than hide them inside a round maintenance allowance.
Begin with a complete available year of bills, then explain any adjustment for the buyer’s intended use. Record unusual vacancy, occupancy changes or equipment operation before treating the seller’s consumption as a forecast. Historical spending describes the seller’s circumstances; it does not establish the payment pattern of a different household.
Use the actual account’s meter, customer class and units when selecting a tariff. Do not infer meter size from the number of bathrooms or assume a condominium’s services are billed individually. If a charge is paid collectively, establish what the owner pays through that arrangement and avoid adding a separate assumed bill for the same service.
Isolate the effect of meter size and usage
The City’s residential water table effective June 15, 2026 distinguishes meter sizes and bimonthly usage. The model below uses only the published eight- and sixteen-ccf rows for two meter sizes. One ccf is one hundred cubic feet. These selected rows avoid assuming a particular household or changing the provider’s classification.
Each case repeats the same two-month amount six times. That is an annualization assumption, not an observation of seasonal use. It also holds the tariff constant for the modeled year. An actual forward budget should identify known effective-date changes and use actual billing periods rather than assume a rate will never change.
Original Brisbane annual water sensitivity and budget worksheet
Inputs: City residential bimonthly water table effective June 15, 2026, checked October 26. Hypothetical accounts; selected water service/usage only. No sewer or other charges included.
| Case | Meter | Usage each two months | Published selected water amount | Original annualization, six periods |
|---|---|---|---|---|
| A | 5/8 inch | 8 ccf | $97.08 | $582.48 |
| B | 5/8 inch | 16 ccf | $159.40 | $956.40 |
| C | 1 inch | 8 ccf | $107.99 | $647.94 |
| D | 1 inch | 16 ccf | $170.31 | $1,021.86 |
Original comparisons: B − A = $373.92/year for the usage change; C − A = $65.46/year for the meter-size difference at the same modeled usage; D − A = $439.38/year for both differences. These are arithmetic effects under fixed assumptions, not advice to change a meter or estimates of full bills.
| Budget category | Required private or parcel input | Treatment |
|---|---|---|
| Other utilities | Actual sewer basis, other City charges, energy and refuse bills. | Retain each billing period; count services included in shared payments once. |
| Tax and acquisition cash | Buyer-specific tax estimate, direct charges, applicable supplemental obligation. | Separate recurring annual budget from one-time timing. |
| Insurance and shared payments | Actual quote, current dues and approved assessment statement. | Record coverage, included services and remaining balance separately. |
| Maintenance and capital | Actual inspection scope, responsibility, quote and timing. | Separate routine care, immediate work and owner reserve planning. |
Private inputs above were not supplied. Full annual totals remain unresolved. Download or save this standalone HTML worksheet and replace assumptions with dated actual records.
The model separates two different reasons a water payment can differ. Using more water changes the modeled consumption amount, while meter size changes the selected service amount even with usage held constant. Combining both differences into one household figure would obscure which input needs confirmation at the candidate address.
Do not infer that a buyer can select a smaller meter solely to achieve the illustrated arithmetic difference. The actual service requirements and provider approval are separate matters. Confirm the existing account with the City and use the applicable tariff. The comparison is a way to check the spreadsheet’s inputs rather than prescribe a physical service change.
It is equally important to keep units and periods consistent. A ccf entry is not a gallon entry, and a two-month use figure is not monthly consumption. Retain the bill’s original units in the supporting notes before converting a number for comparison. Check the resulting annual total against the actual source periods.
Add sewer and other charges using their own basis
The City’s rate gateway explains that residential sewer billing uses winter water consumption from mid-October to mid-February. A summer water amount therefore should not automatically be copied into the sewer calculation. Obtain the actual account basis and current applicable sewer schedule before adding a numerical amount.
An August 26, 2026 City notice confirms the year’s adopted rate changes and explains that the Capital Projects charge is reevaluated annually using spring water usage and can increase or decrease. This is another reason the selected water model is not a complete utility invoice. Review the actual additional charge rather than borrowing another household’s amount.
For an association or shared account, obtain the allocation and payment documents. Ask whether a service is inside the regular due, billed separately or handled through another arrangement. Keep a provider charge and the owner’s allocation distinct so that neither an omission nor double counting changes the apparent comparison.
For energy and other services, identify the actual equipment, agreements and occupancy pattern represented in the history. A proposed installation belongs in a separate scenario with its own evidence. Do not assume a new system’s operating cost, ownership arrangement or financing payment from its appearance in a listing photograph.
Replace the seller’s tax history with a buyer-specific estimate
San Mateo County’s supplemental tax guidance explains that a qualifying ownership change or new construction can produce an additional assessment tied to the difference in values and the remaining fiscal period. A buyer should obtain a specific estimate rather than extrapolate the seller’s existing tax payment unchanged.
The County also explains that supplemental or escape bills can arrive after escrow and are separate from the regular secured bill. Keep that potential timing requirement in the acquisition-cash section. Ask the lender and transaction professionals which amounts their estimates include and which payments require separate attention.
Transcribe actual parcel charges individually before assembling an annual tax total. Retain the agency, purpose, fiscal year and source beside each line. If a figure is already included in a lender’s overall estimate, mark it clearly. The budget should reconcile to the actual evidence rather than add the same obligation in several different sections.
Price maintenance around the real building and site
Brisbane’s March 2026 permit report supplies concrete component examples: stairs and retaining-wall work at 158 Santa Clara Street and a parking pad on piers at 420 Humboldt Road. These are scope leads, not available repair quotations or current condition findings. They show why a site-related component may require its own investigation and budget line.
Obtain the inspector’s actual findings and limitations before asking a contractor to price work. Define the component, access, permissions and restoration included. An estimate for surface maintenance cannot be compared directly with a broader structural project. Keep further investigation separate from confirmed work so uncertainty does not become an invented replacement cost.
For a shared component, establish the actual maintenance and funding duty before assigning the whole project to one homeowner. For an owner-maintained component, distinguish routine servicing, immediate work and capital planning. Use a documented scope and time assumption when setting aside funds rather than applying a universal maintenance percentage to every Brisbane property.
For work affecting the arrival route, ask whether the price includes temporary access and restoring the area after the project. Identify how the household would reach the dwelling or use parking while the work occurs. That practical scope should be visible in the quotation rather than discovered after accepting a number that covers only the installed component.
Record each quotation’s date, exclusions and unresolved scope items. If a specialist needs further investigation before pricing concealed work, preserve that condition in the budget. A provisional figure should remain provisional until the actual investigation and revised scope support it.
Obtain insurance evidence and reconcile the complete file
The California Department of Insurance’s January 2026 residential guide distinguishes rebuilding cost from purchase price and emphasizes policy terms. Obtain the actual address-specific proposal, limits, deductibles, exclusions and conditions. A public premium example or a seller’s former policy does not establish the buyer’s offer or coverage.
Keep recurring verified expenses, acquisition cash, owner capital planning and unresolved inputs visible in the final comparison. Date each supporting document and replace assumptions when actual bills or quotes arrive. The financing guide and San Mateo County guide provide the wider framework for reviewing the resulting property-level budget.
