A Forestville purchase needs a parcel-to-service map, because one community name can lead to several different public and private responsibilities. Forestville Water District is not the only local water district, a water connection does not establish a sewer connection, and an operator’s office is not a municipal planning department. Connect the actual address, parcel and account before choosing the agency that should answer a question.
The Forestville guide provides local orientation. This article develops an original responsibility map using current district information and a dated County property-document example. No candidate title report, private account, inspected system or agency determination was supplied. Public office locations and service descriptions are starting points; they do not independently establish service eligibility or a parcel’s present condition.
Reconcile the parcel before interpreting its labels
Use Permit Sonoma’s parcel research to establish the relevant address and identifier, then locate the appropriate planning, building and system records. Ask about historical identifiers where records do not align. A place name typed into a search can locate a lead without proving that the record describes the improvement the buyer is considering.
A public February 3, 2022 document for 11405 Skyline Road, permit WSR21-0528, describes a site-and-soil evaluation for a proposed ADU system. It uses the phrase city water while separately discussing an existing onsite wastewater arrangement. That wording should not be converted into a conclusion that Forestville is an incorporated city, that a particular municipality supplies the water or that the proposed ADU was completed.
For a candidate file, ask which service account and operator the shorthand actually refers to. Reconcile that answer with the parcel and physical connection. A consultant’s historical description can be useful context while still requiring a current account record. Preserve the document’s date and purpose so that later advisers do not mistake a design-stage statement for a present service or construction finding.
Distinguish the two local water-district routes
Forestville Water District’s map page identifies Central Forestville and Mirabel Heights and directs people outside its boundaries to make a further service inquiry. The District lists its office at 6530 Mirabel Road. Use the map and staff confirmation for the actual candidate, rather than infer coverage solely from a Forestville mailing address.
Russian River County Water District identifies a different service area, including Rio Dell, Hollydale, Russian River Terrace, Summerhome Park, Hacienda and Rural Canyon. Its water-quality page identifies Russian River Utility as the District management office at 7131 Mirabel Road. The District and management operator should remain distinct entries in the research file.
Do not simplify that arrangement into a claim that every home outside Forestville Water District buys water from a single private retail company. Establish the actual public district or other system, operator and account. The owner’s obligations, records and billing rules depend on that arrangement. A familiar office name or common telephone contact does not erase the governing district’s identity.
Also distinguish an existing connection from permission for increased or changed use. Give the provider an accurate description of the buyer’s intended plan. An account serving the present residence does not by itself establish future connection capacity, the accepted configuration of another dwelling or the ownership of private distribution components.
Identify wastewater independently of the water bill
Forestville Water District publishes separate sewer-service information. Ask whether the actual parcel has that sewer service, another documented arrangement or an onsite system. The District’s presence in a water file is not enough to complete the wastewater row. Obtain the relevant account, connection and private-component records.
For a property in the applicable sewer-service context, the District’s private lateral guidance describes a sale/remodel inspection requirement and specialist inspection route. Confirm the actual parcel, current procedure and any existing documentation. A general home inspection should not be represented as completing a separate District process that it does not address.
For an onsite arrangement, use the County’s well-and-septic records guidance to request electronic and retained materials as appropriate. Match the installed system and intended use to qualified assessment. An old soil investigation or a recent maintenance receipt should not independently become a finding of current capacity or permission for expansion.

| Reference | What it identifies | Question for the actual parcel |
|---|---|---|
| 6530 Mirabel Road | Forestville Water District map/office route. | Actual water connection, separate sewer status and private components. |
| 7131 Mirabel Road | Russian River County Water District management office: Russian River Utility. | Actual governing system, operator and account; no blanket private-retailer assumption. |
| 6554 Mirabel Road | Sonoma County Fire District Station 7. | Appropriate parcel/project fire review; station proximity is not an access approval or response promise. |
| 11405 Skyline Road, WSR21-0528 | 2022 site-and-soil document. | Historical source language, actual current provider and existing-versus-proposed system evidence. |
| Mirabel public corridor | June 2026 project determination. | Actual route, current phase and private/public interfaces; approval is not construction completion. |

Keep County project review separate from district service
A district service response is not a County land-use or building approval. Define the existing improvements and the buyer’s proposed change, then ask which County files and decisions address each. Retain planning decisions, construction permits, revisions, inspection information and final-status evidence separately. Their dates can describe different stages of a project.
Where a question concerns additional demand or changes around an onsite system, the County’s clearance guidance connects water, wastewater and structures on an overall plan. Give each reviewer a common version. A water answer addressing one configuration and a septic answer addressing another can leave the buyer’s actual project unresolved.
Public search coverage also has limits. Record which categories and identifiers were checked, and request retained files where appropriate. An empty electronic result is not proof that no historical record exists. Conversely, a filename containing approved does not independently establish that all work was installed, inspected or remains in the same condition today.
Map the route and ask the right access question
The State’s June 8, 2026 Mirabel Road project posting records a County approval dated June 2 and describes corridor and trail work. Use it to identify the relevant public project and agency. Do not infer that a desired road, bike-path connection or private access improvement has already been constructed simply because an environmental determination was filed.
For the home’s route, separate public segments, private rights, maintenance and present physical condition. The County GIS gateway provides property and transportation research resources, but does not replace actual title instruments or qualified site review. Ask how maintenance equipment and emergency vehicles would reach the actual site without assuming that ordinary vehicle access resolves every project requirement.
The current Sonoma County Fire District station list identifies Station 7 at the Forestville address in the map. That is an agency-routing lead, not a certification for a particular driveway or a promised response time. Ask the appropriate reviewers which current access and fire questions apply to the actual parcel and proposal.
Finish with a reconciled responsibility register
Give the register a separate source-language column when a document uses shorthand. In the Skyline example, city water is a useful quotation to investigate, but the account and governing system still need their own identification. Apply the same approach to terms such as district, main or service line in a candidate file. Ask which entity and physical component the author meant, rather than letting an imprecise label become the basis for jurisdiction or maintenance conclusions.
Separate an office address from the location of the infrastructure it manages. A Forestville management office can handle a system whose service area follows a different geography, and a public facility near a home need not serve that parcel. Record the actual connection, boundary confirmation and component location where those facts matter. This prevents proximity from quietly replacing the account or agency evidence needed for a decision.
For each component, record the owner, governing agency, operator, physical evidence and next unanswered question. When documents disagree, compare their dates and scopes before treating the difference as a contradiction. A historical site description, current bill and proposed project response can all be accurate while addressing different conditions.
Use the buying process to coordinate the file and the Sonoma County guide for wider context. The Forestville purchase decision should rest on the actual parcel, service arrangements and qualified findings. The responsibility map helps the buyer locate those answers without substituting the community name for evidence.
