Coyote Site Access: Public Roads, Private Rights and the Last Driveway Segment

A Coyote property’s access should be traced from the public road all the way to the house and the facilities the owner needs to maintain. Along that route, four questions remain distinct: the legal right to travel, the organization maintaining each segment, the observed physical condition, and the requirements for the intended use or emergency access. A paved approach can leave the first two unresolved. A recorded right can leave significant practical work to investigate.

The Coyote guide introduces the area’s residence-and-land decisions. This article uses actual local road records, public project notices, and a plan-check example to organize the access file. No private agreement was interpreted as a legal opinion, no private site was inspected, and no permissioned photographs were supplied. The resulting worksheet shows how to investigate an actual purchase without inventing a private-road case or implying that public recreation creates access rights for neighboring property.

Match the road segment, not just its name

The County’s current maintained-road page links its 2026 Road Book, published in May with a system inventory as of January 1. A road entry has defined limits and section identifiers. Those details matter when a route crosses jurisdictions or changes responsibility. Save the exact entry used and ask the road agency to confirm how its limits relate to the candidate’s approach, rather than assuming that an unincorporated address makes the entire route County-maintained.

Richmond Avenue supplies a concrete example. The 2026 book includes separate South County sections around Santa Teresa Boulevard and a different Richmond Avenue entry near San Carlos and Scott. A search for the street name alone can therefore select the wrong location. Identify the local cross streets and road number before using an entry. The same care is needed when a directional or historical prefix appears: an Old Monterey Road entry is not a description of every segment called Monterey Road.

Historical applicant plans can help frame the question, but they are not the current road inventory. The January 2021 preliminary file for 8470 Monterey Road labels its adjacent Monterey segment as not County-maintained. Use that as a reason to verify the present custodian and relevant limits. Do not turn an old plan note into a present agency determination. The file’s historical planning purpose also does not establish a current defect or unresolved enforcement condition at the property.

Trace the private portion through title and the ground

Once the public segment is identified, trace the rest of the approach through the title report and underlying recorded documents. Ask the appropriate legal and title reviewers which rights serve the parcel, where those rights lie, and what uses they support. A route visible on an aerial image may differ from the described easement. A seller’s long use of a track is useful history to discuss, but it should not replace the documents needed to evaluate the buyer’s intended access.

Compare the legal route with the practical route using a qualified survey where necessary. Identify gates, crossings, shoulders, drainage structures, and portions passing over another parcel. Mark any difference rather than moving a line informally on a map. If the buyer needs access for equipment, deliveries, agricultural operations, or additional occupants, describe that need explicitly to the reviewer. A general statement that the house has access can conceal a more specific question that has not yet been evaluated.

Maintenance responsibility should follow the same route. Obtain any recorded agreement, amendment, administrator information, recent repair history, and account evidence available with permission. Ask who can authorize work, how costs are shared, how disputes are handled, and how urgent repairs are arranged. Do not invent equal cost sharing from the number of houses seen along the road. The actual documents and participating properties should explain the obligation before a buyer carries a road allowance into the ownership budget.

Evidence anchor Useful finding Buyer file entry Do not infer
2026 County Road Book Richmond has separate location/section entries; Palm has defined segments Exact road number, cross streets, maintained limits and agency confirmation All same-name streets or all private approaches are County maintained
Richmond Avenue plan-check file Public frontage, proposed driveway, gate and emergency circulation are separate features Candidate’s current plans, actual route, title rights and relevant fire review Old proposed geometry is built or a universal current standard
550 Palm Avenue preserve notice October 26–27 construction closure and temporary trailer restrictions Check current visitor access before planning the trip Public visitor access grants a private connection or permanent availability
September 2026 wildlife-crossing geotechnical filing Specific investigation within a proposed larger project Separate current project stage and possible route questions Completed crossing or new private vehicle-access right
Actual private agreement and condition file To be obtained for the candidate Rights, maintenance allocation, drainage, crossings, work scope and cost evidence Neighbor practice alone establishes the buyer’s legal duties

Inspect the functions the approach must perform

Walk the accessible route with permission and record the conditions the appropriate professional can evaluate. Include surface changes, evidence of drainage concentration, visible culverts, vegetation, gate operation, and places where vehicles need to pass or turn. Avoid diagnosing structural capacity from an ordinary visit. If a bridge, retaining structure, or concealed drainage feature is important to access, ask what specialist investigation would be needed and what documents would make that investigation useful.

Separate ordinary passenger travel from equipment and maintenance access. A route convenient for a car may need different evaluation for a septic-service vehicle, well equipment, a moving truck, or agricultural machinery. Ask service contractors what they require to reach their work area and preserve the limits of their answer. A verbal assurance that trucks have been there before does not establish that the present configuration meets the requirements for the buyer’s specific equipment or proposed activity.

The broader Coyote Valley Richmond Avenue plan-check example illustrates that site access can include frontage work, a driveway, gates, turning areas, and water facilities in one coordinated design. Its 2022 proposed features are reasons to investigate these relationships, not current requirements for every Coyote parcel. Provide the actual site and intended use to the responsible fire-review authority. Keep emergency-response arrangements separate from a project’s plan-review approval and from the physical observations made during a tour.

Public frontage work has its own route

The County’s current encroachment guidance addresses work in County road right-of-way and provides routes to engineering records and drawings. A driveway repair may therefore raise questions outside the private surface itself. Describe where the proposed work begins and ends, including drainage and utility effects, and ask the correct road agency about its review. Private ownership of the residence does not establish authority to alter adjacent public facilities.

For drainage-related work, supply the available site plans and ask the appropriate designer to describe how water moves through the approach and where it discharges. A surface repair that leaves an underlying drainage problem unresolved may not answer the maintenance need. Quotes should identify investigation, design, permitted construction, restoration, and exclusions separately. The budget should not treat a contractor’s surface-only estimate as proof of the full scope needed for a different or larger access problem.

Use current notices without expanding their meaning

The Open Space Authority’s current Coyote Valley Preserve page provides a timely public-access example at 550 Palm Avenue. As checked October 26, 2026, its alert announces an October 26–27 construction closure and temporary horse-trailer limitations. A lower general FAQ still discusses trailer reservations, so the current alert matters. This is a visitor-access notice, not a private road right, and it should be refreshed before any trip rather than treated as a permanent closure.

VTA’s US101 and Monterey Road wildlife-crossing project is another different access subject. The September 2026 filing concerns geotechnical testing near the proposed crossing area. It does not establish completion of the larger wildlife project or a new private driveway connection. When a public project is relevant to a candidate property, identify its actual stage and obtain parcel-specific information from the responsible agency before predicting effects on access, fencing, or circulation.

Check the exact travel route across all responsible agencies before an important visit or equipment delivery. The County closure page explicitly excludes roads maintained by other municipalities, and some entries have estimated dates that require refreshing. Absence from one list is not proof that every segment is open. Household emergency planning should also use current official warnings and directions rather than relying on an ordinary-day route test or a project’s published planning schedule.

Complete the access file with separate conclusions for rights, maintenance, observed condition, project feasibility, and emergency preparation. Assign unresolved items to the appropriate title, legal, surveying, engineering, agency, or service-provider reviewer. The Santa Clara County guide adds regional context, and the buying-process guide helps organize the transaction. This keeps a promising route from becoming an unsupported promise about the entire property.
