Define the property question before collecting nearby sales
A Redwood City pricing analysis should begin with the specific property and intended valuation date. The city includes older houses, attached projects and bay-side Redwood Shores, where different physical arrangements and ownership obligations can affect a comparison. A citywide label or short map distance cannot establish that two properties provide the same accommodation, outdoor utility, access or maintenance responsibility.
This article develops a local comparable-selection method using actual public housing, project and property records. No permissioned closed-sale dataset or broker-authored adjustment study was supplied. There is therefore no verified sale sample, empirical market trend or numerical value opinion here. The framework shows which evidence to obtain, which local differences to preserve and when a proposed comparison should remain outside the primary group.
Build the subject file around facts you can verify
Start with parcel identity, actual jurisdiction, ownership form and present accommodation. Then describe the useful outside areas, access, shared facilities and material improvements. For each item, record the evidence and its date. A marketed floor plan, an assessor entry, an approved drawing and an inspection may describe different things; their apparent agreement should not be assumed before they are compared.
The Redwood City guide introduces the city’s distinct settings and nearby jurisdiction questions. Use the County’s property-information resources to trace the actual parcel before requesting the relevant City or County records. A Redwood City mailing address can be insufficient to determine the reviewing authority. Keep a nearby unincorporated property visible as a different jurisdiction rather than absorbing it into a municipal sample by postal name.
Keep the older-house evidence internally consistent
The February 2024 City historic packet for 445 Iris Street illustrates why a subject description needs source checking. Its staff memo and site description say 1930, while the history section says 1922. The file also discusses proposed additions and states that no archived building documents were supplied for that evaluation. Those facts identify unresolved questions, not a settled construction age, current violation or complete permit history. Actual City packet, PDF pages 30–35 and 54.
For a house with comparable documentation, do not classify it by selecting whichever age or improvement description produces the closest-looking match. Resolve the discrepancy where it matters to the analysis, or state the uncertainty. A historic-resource opinion also answers a different question from building approval or present condition. The subject’s current configuration should not inherit the status of a proposed addition merely because both appear in the same packet.
Translate improvement claims into specific components. Changed windows, a rear addition and a detached garage can each affect accommodation, maintenance or use, but they require their own evidence. A house with a documented limited project should not automatically share the condition classification of a comprehensively documented renovation. Conversely, an incomplete online file does not establish that improvements were unpermitted.
Distinguish attached form from legal ownership and project stage
The 955 Woodside Road hearing notice describes eight three-story for-sale townhomes under separate architectural, condominium and tentative-map applications. The March 2023 issued-permit report later lists two building records whose descriptions identify four new condominium units each. These are useful local anchors for separating building form, subdivision and construction stages. Neither record is a closed-sale dataset or evidence of an individual unit’s current completion. Hearing notice; dated issued report.
For an attached-home subject, establish the recorded unit, association responsibilities and actual access configuration before selecting sales. Compare vertical arrangement, private versus shared outside space, parking rights and relevant building interfaces. A townhome marketing label alone does not establish fee ownership of the underlying land or responsibility for the full exterior. Project names likewise cannot identify which association or phase carries a particular obligation.
Keep builder offerings, pending transactions and recorded closed sales separate. If a completed new-home sale is admitted, verify the actual date, price and relevant transaction terms from an authorized source. A floor-plan price or development rendering cannot enter the sale table as a completed transaction. Any restriction or incentive material to the comparison needs its own evidence, rather than an assumed adjustment.
| Local anchor | Evidence needed before primary admission | Reason to hold or separate |
|---|---|---|
| 445 Iris older-house packet. | Current approved accommodation, relevant condition evidence, resolved material source conflicts. | Contradictory age or a proposed addition is being treated as established current fact. |
| 955 Woodside townhome/condominium applications and issued entries. | Actual recorded unit, completion stage, ownership obligations and verified closing terms. | A project offering, hearing notice or issued permit is being substituted for a sale. |
| Redwood Shores lagoon setting. | Specific parcel rights, water relationship, improvement approvals and actual maintenance obligations. | A generic waterfront label is concealing different rights or responsibilities. |
| Current County tax bill. | Independent verified transaction evidence for any claimed sale price. | Assessed value, annual taxes or service charges are being used as market value. |
Sale record fields: authorized source and publication limits; closed status; date; price/terms; parcel/unit; legal form; area definition; accommodation; immediate setting; condition at sale; responsibility differences; inclusion/exclusion reason; reviewer and refresh date. Start with zero verified sales until actual closing evidence is supplied. Do not invent coefficients to populate the adjustment column.

Investigate the actual waterfront relationship
The City describes the Redwood Shores lagoon as a stormwater-retention and recreational waterway under municipal operation. That public role does not establish ownership of every adjoining bank or improvement. For a water-adjacent subject and any proposed comparable, identify the actual view, legal access, approved features and maintenance duties separately. A dock, patio or bank treatment cannot be assigned the same significance merely because it appears near water. City lagoon information.
An official bank-policy file is indexed as revised January 2026. Full revised text could not be retrieved for this research, so older engineering dimensions and approval exemptions are not applied here. Obtain current City and qualified technical review where a material improvement question affects the comparison. The Redwood Shores guide supplies broader context, while the property file must establish the rights being compared. Indexed revised policy.
Choose the comparison boundaries before seeing the desired answer
Write initial admission rules for housing form, accommodation, immediate setting and sale period. State which differences would move a candidate to a secondary group and which would exclude it entirely. The boundaries should reflect the subject’s actual use and ownership question. If too few verified sales meet them, explain the shortage and any carefully justified expansion rather than silently broadening the sample.
Preserve an exclusion log. A nearby transaction may be unsuitable because its title, legal accommodation, condition or waterfront rights differ materially. Another may remain unverified or unavailable for publication. Recording these reasons helps prevent selection based on a preferred price conclusion. It also makes an update more transparent when a later closing provides better evidence.
Compare condition at the sale date
Use evidence relevant to each transaction’s timing. An old historic photograph does not establish condition at a later sale, and a permit issued after closing cannot automatically explain the earlier price. Separate what was approved, what was completed, what was observed and what was disclosed. Where evidence is unavailable, retain a material-uncertainty note rather than assigning a confident condition score.
The same discipline applies to square footage. Identify whether a figure describes living area, a proposed addition, a garage, another accessory space or a gross project measure. Reconcile the definition before using price per square foot. A denominator that mixes approved living accommodation with storage or proposed space can create an apparent pricing difference that is simply a measurement mismatch.
Keep assessed value outside the verified-sale column
The actual corrected 2026–27 County bill for 445 Iris identifies assessed values, exemptions and service charges. It does not establish a closed-sale price or a current value opinion. A tax statement can help identify a parcel and the assessment context, while remaining separate from the market dataset. Likewise, a sewer classification or charge cannot independently prove legal dwelling count. Actual public bill.
Once authorized transaction data is available, disclose the source, search period, sample size and material limitations. Explain any supported numerical adjustments and retain qualitative comparisons where evidence cannot establish a coefficient. Do not invent a premium for a lagoon relationship, an addition or a recently finished room just to make a grid look complete. The adjustment should follow verified reasoning about the relevant market, not precede it.
Use the findings to guide preparation and review
A seller can improve the evidence file before a final pricing opinion by resolving layout questions, gathering completion records and clarifying outside rights. That work may help buyers understand the property even when no dollar effect is yet established. Focus on material features and uncertainties rather than claiming that every document produces a measurable price increase.
The selling-process guide connects preparation with the transaction schedule, and the San Mateo County overview provides regional context. A defensible Redwood City analysis should make clear why each sale belongs, what differs and which conclusions still require verified data and professional judgment.
