In Loma Mar, an access investigation should reach beyond the driveway visible from the house. The route may include a County-maintained road, a crossing, a segment over another parcel and a separate approach to water or wastewater equipment. A pleasant drive during a showing answers only part of the ownership question. The buyer also needs the rights, maintenance process and practical ability to reach the property’s important working areas.
The Loma Mar property guide introduces that site-based investigation. Here, a documented local access proposal and current County culvert updates show how to organize it. The evidence was checked October 26, 2026. No private road agreement, permissioned photographs or independent site visit was supplied, so the worksheet identifies what a buyer’s own reviewers must still establish.
Follow the route across parcel lines
The 2023 sanctuary initial study for 12429 Pescadero Creek Road describes Burns Chalk Fire Road as the approach to the project. It distinguishes project parcels from off-site access parcels and says the first portion crosses separately owned land. It also describes a recorded access and utility easement. This is a public study’s description; the underlying instrument has not been independently reviewed for this article.
The same study proposes widening approximately 2,200 feet of approach from an existing roughly 13-foot road to 20 feet for that project’s emergency access. It describes separate well access and leaving the road beyond the project area unchanged. Those are project-specific proposed dimensions and scopes, not universal Loma Mar driveway standards or findings that the work is complete.
A buyer can apply the distinction without borrowing the project’s engineering. Draw the actual route from the public-road connection to the residence, then to the systems and outbuildings that require service. Mark each parcel crossing and route transition. Have the title and survey reviewers identify the supporting documents and location rather than assuming the route remains within the parcel being purchased.
A planning approval does not inspect today’s driveway
The sanctuary’s notice of determination records County Planning Commission approval on May 24, 2023. That establishes a later planning stage than the initial proposal. It does not demonstrate the current road surface, completed retaining work, building finals or the present scope of access rights. Retain both the study and approval history while investigating any later construction evidence separately.
For a candidate residence, compare three descriptions: the recorded route, the approved project route where relevant, and the route found during a qualified site evaluation. Differences should be explained, not averaged away. A road can be physically usable while a right remains unclear, and a documented right can exist along a route that needs significant work.
Include the buyer’s actual vehicles and maintenance needs in the evaluation. A delivery car, service truck or equipment trailer may raise different practical questions about turning, passing, grade and crossing capacity. Ask the appropriate professional to define the scope; this article assumes no particular dimensions or engineering capacity for an uninspected private road.
Locate the County maintenance boundary
The County-maintained roads map gateway allows users to select individual street segments and view jurisdiction context. Use it to investigate the actual public approach, retain the date and seek clarification where the transition is uncertain. The existence of a road name on a map is not enough to assign its maintenance.
Then examine the final entrance independently. Identify drainage crossings, gates, shoulders and any supporting structures. Ask which party maintains each feature and what permissions are needed for work. A publicly maintained road does not automatically make a private driveway or its associated retaining and drainage features a County expense.
Keep access rights and maintenance rights together. If repair work requires entering another parcel, ask the legal and title reviewers whether the documents cover that access. A payment provision alone may not explain how work can be carried out. Conversely, a right to travel a road does not by itself provide a practical repair plan or identify available funds.
Wurr Road updates demonstrate why project dates matter
The County’s Wurr/Pescadero Creek/Cloverdale culvert project page reports construction in its September 2026 update. Its earlier chronology describes right-of-way survey and temporary private-easement work, followed by design, bidding and construction stages. The sequence shows that a nearby public project can involve land rights and several distinct implementation steps.
The chronology also separates site groups: one managed through the Resource Conservation District and another put through a County bidding and award process. Do not apply the stage of one group to every culvert in the broader project title. None of these dated notices establishes a candidate property’s drainage condition or a specific day’s road closure.
For a purchase or planned move, check current notices for the actual route shortly before the relevant date. Keep an expected completion date labeled as an expectation until a current completion record supports it. A buyer relying on substantial maintenance access should also ask the contractor how a changed approach or work zone would affect the proposed service visit.
Original Loma Mar route-review worksheet
| Route question | Local evidence lead | Actual-file requirement |
|---|---|---|
| Public-road approach | County street-segment maintenance map. | Dated actual segment result and clarified transition to private access. |
| Crossing another parcel | Sanctuary study’s off-site route and described easement. | Complete relevant instrument, amendments, title and survey review; no private document supplied here. |
| Project-specific improvement | May 2023 planning approval stage. | Later approved drawings, construction inspections and current field condition. |
| Current public work | Separate culvert site groups and dated stages. | Actual route, current notice and schedule; no finished-work assumption. |
| Infrastructure maintenance access | Mutual pipeline project scope to property edges. | Current private connection route and access needed to inspect or repair owner equipment. |
Add the route drawing, document references, responsible party and unresolved question to each row. No photograph, survey measurement or current site inspection is represented by this table.
Read the maintenance process before pricing the obligation
For a shared or private route, obtain the complete agreement and any amendments. Have the appropriate legal reviewer explain the permitted users and uses, repair decisions, payment allocation, collection process and treatment of extraordinary work. Ask how the arrangement would address damage associated with heavy equipment or a major system replacement. These are questions for actual documents, not an interpretation of an unseen agreement.
Compare the written process with the practical history available from the seller. Recent invoices, maintenance records and any reserve information can help explain operations. Identify where the current custom differs from the documented process. A quiet period without a major repair is not evidence that no significant obligation exists.
Make contractor quotes follow the relevant segments. Separate entrance work, shared surfacing, drainage work and supporting structures, and identify access assumptions and exclusions. A single estimate labeled “road repair” is hard to compare if it includes a different length or scope from another quote. Ask who can authorize the work before treating an estimate as an executable plan.
Infrastructure access can differ from ordinary residential access
The RCD’s 2022 Loma Mar pipeline record describes mainline and meter connections to property edges separately from connections to residences. That dated scope does not establish today’s private maintenance allocation. It does illustrate why the final service route deserves attention: repairing a line between a meter and a house may require access beyond the route used for parking.
Locate the practical approaches to well equipment, storage, treatment components and wastewater service points where present. Have the relevant service professional explain how necessary equipment reaches them. Include any crossing, gate or permission dependency in the file. The useful inspection question is whether the property can be maintained as documented, not merely whether a person can walk to each component.
Keep emergency review distinct
Retain the reviewer’s response with the exact route drawing and proposed-use description. A later change to either can make an earlier answer incomplete.
San Mateo County Fire includes Loma Mar within its service context. Seek the appropriate project-specific review for emergency access and proposed changes. Neither a nearby station nor an ordinary vehicle’s successful trip establishes emergency-access approval. Do not use the sanctuary proposal’s dimensions as a substitute for the requirements applicable to a different property.
Bring the final route file into the purchase investigation: rights, maintenance process, condition findings, current public-work notices and remaining approvals. Compare the obligations with alternatives through the San Mateo County property hub. Reliable access is a documented relationship between the route, its users and the work needed to keep the residence serviceable.
