A Loma Mar mailing address can describe a residence, a park facility, a mutual-water contact location or a large property reached over land belonging to someone else. Those settings do not share one service package. Before a buyer evaluates a house or plans a change, the file needs to identify the actual parcel, the reviewing agencies and the infrastructure serving the particular building.
The Loma Mar home guide introduces usable ground and supporting systems as linked parts of the purchase. This article traces that relationship through actual local addresses and public records checked October 26, 2026. It is an agency research method, not a private title report, site inspection or certification that a candidate residence has any particular connection.
A postal label is a starting reference
Loma Mar is an unincorporated San Mateo County community. The County’s planning and building divisions review land-use and construction matters in unincorporated areas. That identifies a starting agency, but it does not settle the zoning, boundary or approval requirements of an individual parcel. A wooded site may require several distinct questions about the residence, access, water, wastewater and proposed work.
Create a reference sheet with the address, assessor parcel number and a description of the building or activity under review. If several parcels are involved, state which one contains the house, which one contains infrastructure and which one carries the approach. Keep a date and source beside every map. A road name or mailing label should not substitute for the parcel actually described in an agency response.
This becomes particularly useful when a long route connects a house to a public road. The property containing the destination and the property carrying the approach may be different. Ask each reviewer to use the same parcel and route references so that an answer about the entrance is not mistaken for an answer about the residence or the land behind it.
The County permit process has several decision points
The County’s permit guidance distinguishes planning permission from building permission and notes that other agencies may review a project. Approval of a planning permit does not itself authorize construction. Public Works questions can arise where work affects County roads, drainage or utilities. The appropriate sequence depends on the proposed scope.
For an existing home, ask for records that explain the present building and material improvements. For a future addition, deck, tank or access change, prepare a separate project description. Combining both questions into “Is the property permitted?” can produce an answer too broad to use. The agency needs to know which structure or activity the buyer is relying on.
Distinguish document retrieval from an agency interpretation. A permit-history entry helps locate a file. Approved drawings, later revisions and inspection records establish different stages of the work. A professional comparing the house with those documents should explain which questions the records answer and which require field investigation. An empty or incomplete search result should remain an identified limitation.
12429 Pescadero Creek Road shows why a project crosses boundaries
The 2023 initial study for the animal sanctuary at 12429 Pescadero Creek Road identifies County file PLN2021-00316, project parcels and separate off-site access parcels. It describes access and utility arrangements extending beyond the developed area. Although its address says Loma Mar, the study also places the site in the rural South Skyline setting. It should not be treated as a typical village-center residence.
The later notice of determination records County Planning Commission approval on May 24, 2023. That documents an approval stage for a specialized institutional project. It does not establish a current building final, occupancy or operating outcome, and it does not give another property equivalent development rights.
For a buyer’s own file, the useful lesson is to trace every supporting element. A house may depend on a road segment, water line or maintenance area outside its immediate yard. Ask the title, survey and relevant agency reviewers to identify those dependencies. Do not assume a project’s address limits the area that must be investigated.
Identify the mutual water system by name
The County’s partnered-agency directory names Loma Mar Mutual Water. A State-hosted 2024 Consumer Confidence Report, dated June 23, 2025, identifies Loma Mar Mutual Water & Improvement Company as public water system CA4100512 and lists a Pescadero Creek surface-water source. The report provides a system identity, not evidence of every local home’s connection.
Obtain confirmation for the actual residence and ask where the provider’s equipment and the owner’s equipment meet. Keep service documents, account information and any shared agreements together. A provider name is only one field in that packet. The connection location, present obligations and proposed demand need their own answers before the buyer selects a rate or assumes capacity for additional use.
A November 2022 RCD project memo describes new mainline and meter connections to property edges, with connections to residences handled separately by the community. It is a dated project scope, not an inspection of a current private line. It nevertheless demonstrates why following the service all the way to the building matters.
Memorial Park services are a different file
Memorial Park’s County page identifies 9500 Pescadero Creek Road with a Loma Mar address. The County’s August 2025 wastewater operating-agreement record distinguishes the park treatment plant from a septic system serving the Homestead Youth Campground, Loma Mar Fire Station and a ranger residence. This institutional system description is not a general community sewer-service map.
A nearby residence should therefore have its wastewater arrangement established independently. Ask for the actual connection or onsite-system records, rather than borrowing the park’s description. Drinking-water service and wastewater disposal are also separate questions. A confirmed water account does not identify the sanitary disposal arrangement serving the house.
Original address-to-agency research map
| Reference point | Documented role | Candidate-property question |
|---|---|---|
| 12429 Pescadero Creek Road | County sanctuary approval-stage record; study separates access and project parcels. | Which actual parcel, route and later approvals support the buyer’s use? |
| 9500 Pescadero Creek Road | Memorial Park; park-specific wastewater arrangements. | Do not infer a neighboring home’s sewer or water service. |
| Loma Mar Mutual, PWS CA4100512 | Dated system report; County directory. | Actual residence connection, current provider response and owner-side equipment. |
| Wurr / Pescadero Creek road project | County project update; road-segment maintenance map. | Actual route, current work effects and private entrance responsibilities. |
Attach the actual parcel map and written agency response to each completed question. These public reference points are not inspected candidate homes.
Road maintenance and emergency review remain separate
The County-maintained roads gateway allows users to investigate individual street segments. A County project page for the Wurr/Pescadero Creek/Cloverdale culvert work reports construction in its September 2026 update. Check the current route and notice before relying on an approach; that dated update does not establish completion or a particular day’s closure.
Then locate the transition to private or shared access and request the governing documents. A publicly maintained approach does not establish a private entrance’s rights or condition. If a maintenance contractor needs to reach a tank, septic component or outbuilding, include that route in the practical inspection. The last part of the trip can be the part most relevant to ownership.
San Mateo County Fire includes Loma Mar in its service context. Present the actual property and proposed work to the appropriate fire reviewer for project-specific questions. Department coverage, a station location and an access approval are different facts; none supplies a guaranteed response time or a property-specific insurance conclusion.
Finish with records that the next reviewer can use
Describe the planned change with enough detail to avoid an incomplete referral. For example, a detached workspace with plumbing, a replacement water tank and a widened approach involve different features even if the owner views them as one improvement. Include a site sketch and identify the existing residence and service lines. Ask the lead reviewer which separate approvals or provider responses the investigation must obtain.
The County’s records guidance distinguishes public-record requests from analytical research and explains the permission process for copying official plans. Start early enough to identify unavailable documents and arrange the appropriate review. Keep the original question with each response so that later readers can understand its scope.
For a purchase, group the unresolved items by the decision they affect: existing occupancy, material maintenance or an essential future project. The buying-process guide provides transaction context, and the San Mateo County hub helps compare other settings. A useful Loma Mar service file identifies the responsible party for each feature rather than treating the mailing address as the answer.
