A Half Moon Bay purchase file should connect the legal parcel, the house that exists and the approvals for its improvements. Coastal identity alone does not identify the reviewing authority or establish that a room, wall or new unit was completed with the necessary records. The Half Moon Bay guide introduces the city. This walkthrough uses actual city and Coastal Commission documents to build a more specific evidence trail, while retaining their proposal and completion limits.
Begin by distinguishing an incorporated city parcel from nearby unincorporated Coastside land. Mailing addresses and community names are insufficient for that decision. The San Mateo County overview provides context; the actual parcel map and agency confirmation determine where to research. Once jurisdiction is established, ask which planning, building, coastal and utility records correspond to the improvement under review rather than assuming one approval resolves every part of the property.
Build the file around an actual parcel identifier
The city’s Planning Division links its mapping resources and current planning process. Its Building Division identifies Cloudpermit for building permits and inspections and a public-records route for property history. Use the current city links rather than a neighboring county portal. Record the address, assessor number, legal description and any merger or subdivision reference so the records can be matched even when an address or parcel configuration changed.
A useful example is 614 Myrtle Street, PDP-25-026, APN064-132-390. The city-hosted October2025 resolution-and-conditions attachment describes a proposed house and detached ADU. Its resolution number remains a placeholder and the approval signature is blank, so treat it as the posted draft attachment rather than a certified executed decision. Ask for the final action and operative conditions before relying on the approval wording.
That attachment requires a lot merger to be recorded before building permits, illustrating a question the proposed floor plan cannot answer. Which land comprises the final legal building site? Obtain the recorded instrument and agency confirmation of compliance, rather than assume an assessor map or combined marketing area proves the merger occurred. A title professional and surveyor may be needed to explain how the recorded configuration relates to the boundaries and improvements being purchased.
Separate planning conditions from construction evidence
The Myrtle attachment also distinguishes a water connection described as uninstalled from an operating household service. That is a reason to obtain current provider information, not a conclusion that the property lacks water today. For a purchase, ask whether the connection has been installed, which meter and account apply, and whether any proposed additional service remains conditional. A planning finding about available infrastructure does not itself supply an active account or a completed connection inspection.
Read the approved-plan reference and conditions together. A site drawing may show proposed drainage, frontage work or a second unit while the decision requires further action before building issuance. Keep each dependency in a dated ledger and request the later evidence that closes it. This is more reliable than an undifferentiated folder called permits, where a submitted drawing, draft condition and final inspection can easily be mistaken for equivalent documents.
For an existing house, add a separate column describing the current layout and visible improvements. A proposed ADU should not be counted as an existing residence, and a planned garage should not replace today’s parking arrangement in the file. Ask a qualified inspector to document the physical questions while the agency confirms what its records establish. Neither the planning attachment nor this article certifies the present condition or completed use of the Myrtle site.
Watercourses create another set of questions
The January8,2026 advisory memorandum for 2781 Pullman Avenue, PDP-25-054, describes a proposed house and attached ADU beside the Pullman watercourse, with Highway1 behind the site. It is an early design-review document. Later descriptions can reflect revisions, so obtain the subsequent planning action and current approved set rather than treating the memorandum’s initial dimensions as the completed house.
For another parcel beside a watercourse, identify the surveyed feature, relevant environmental documents, drainage design and maintenance rights. A ditch-like appearance does not establish that a channel is freely alterable, nor does landscaping prove a drainage function is obsolete. Ask the city and appropriate specialists which documents govern the actual scope. The point of the Pullman example is to direct a specific investigation, not to transplant its buffer or design conditions to every property.
The city’s environmental document page provides additional address-based examples and dated updates. It includes materials for a remodel at 117 Alameda Avenue and a proposed home at 2806 Alameda Avenue. Read the underlying report and current project status, not just the page’s heading. Some listed comment deadlines are historical or internally inconsistent; a document still being publicly available does not mean comments are currently open or construction is approved.
Identify the coastal approval’s exact scope
A different record shows why emergency authorization must be read narrowly. The Coastal Commission’s G-2-25-0031, issued October16,2025, addresses exposed remnant foundation elements on the bluff fronting 1 Miramontes Point Road. It authorizes defined emergency removal and associated temporary beach-area restrictions. This is a public hotel-frontage example, not a residential comparable or an inspection of the hotel building.
The permit contains conditions and follow-up requirements; its existence does not establish unrestricted permanent shoreline work or completion of every obligation. For a home with emergency, repair or shoreline records, obtain the actual permit, later regular authorization where applicable, implementation reports and agency status. Do not equate the presence of concrete or a prior repair invoice with a current right to retain, enlarge or replace a protective structure.
Connect the question to the next record
| Actual local source | Question it reveals | Evidence needed before a purchase claim |
|---|---|---|
| 614 Myrtle Street PDP-25-026 posted draft attachment | Lot merger, water status and conditions separate from house/ADU proposal | Executed action, recorded merger, current approved plans, building issuance and final records |
| 2781 Pullman Avenue PDP-25-054, January2026 AAC memo | Watercourse, access, highway relationship and later design revisions | Current project action/set, actual environmental and drainage scope; no initial dimensions treated as completed area |
| 1 Miramontes Point Road G-2-25-0031 | Emergency removal scope differs from permanent approval or complete property clearance | Actual implementation/follow-up records and current agency status; unrelated home’s rights not inferred |
| City Building/Cloudpermit and public records | Planning approval and built condition require different evidence | Permit scope, issued revisions, inspections, final status and physical comparison |
| Current water and sewer agencies | Availability, connection and ongoing service differ | Actual account, connection/inspection records and parcel service confirmation |

Close the research gaps without inventing conclusions
Keep the sequence of each record explicit: application, recommendation, executed action, permitted construction, inspection and any later correction. For the emergency example, the permit calls for documentation comparing pre-emergency, emergency and post-work conditions. Requesting that follow-up is different from claiming it has been received or accepted. A buyer’s question log should therefore identify both the required document and the evidence of agency review, leaving the result open until the actual file establishes it.
For proposed new dwellings, also ask the city about the applicable allocation record and any linked commitments. The MeasureD page describes that program and proposed changes, but includes mixed-age notices. Obtain the current project-specific answer instead of assuming a general page settles every ADU or subdivision situation. As of this article’s October26,2026 research date, a future election or an upcoming meeting cannot be represented as an adopted outcome.
Check service boundaries independently. The city sewer page distinguishes city collection from Granada service in the northern city area. A coastal permit does not identify the household’s complete utility account, and shared treatment infrastructure does not make every collector or bill identical. Match the actual parcel to the agency, then request the connection and lateral records relevant to the intended work.
The city records page links legislative archives and the public requests portal. Search existing posted responses before preparing a narrowly described request, and distinguish viewing plans from permission to reproduce them. No request was submitted for this article. If something remains unavailable, record the gap and ask staff what additional search, owner authorization or file identifier would help; silence in one search does not establish unlawful construction.
Finish with a short property memo stating the existing feature, supporting record, unresolved question and next professional or agency. Coordinate its timing through the buying process guide. A practical purchase decision can then distinguish what is verified today from an attractive future proposal, a conditional connection or a coastal obligation that still needs documentary follow-up.
