A Foster City ownership budget needs four separate files: public tax levies, utility service, association obligations where applicable, and owner-funded insurance and repairs. A single monthly allowance cannot reliably combine them. A public charge may already sit inside the annual tax bill, a service may be paid through an association, and a proposed repair may require cash much sooner than a long-term reserve allowance suggests. Trace each obligation to its actual payer and due date before adding it.
This comparison uses two actual 2026–27 County annual bills and the current City/Estero Municipal Improvement District utility tables. The utility calculations are independent hypothetical accounts, not accounts assigned to the tax examples. No private HOA budget, insurance quotation or contractor proposal was obtained. The resulting worksheet provides documented local inputs and clearly marked gaps, rather than an invented complete household total.
Two actual annual bills, with their components preserved
The County’s current public bill for 1001 Monterey Avenue, account 094-561-010, lists $36,766.18 in ad valorem taxes and $536.02 in direct charges, totaling $37,302.20 for July 1, 2026 through June 30, 2027. The corresponding bill for 116 Flying Cloud Isle, account 094-020-160, lists $21,149.04 plus $536.02, totaling $21,685.06. Both annual bills were issued October 15, 2026 and read through the County’s official tax route.
The annual-total difference is $15,617.14. That is a comparison of the existing levies, not a prediction of a buyer’s future tax or evidence that one house has a particular market value. Assessment histories and applicable exemptions can differ. Obtain the actual new-owner estimate and supplemental-tax guidance for the proposed transaction. Also distinguish the annual levy from the current payment balance: a bill that has been paid still records an annual expense.
Each statement includes a City Of Foster City Bond line within the ad valorem subtotal: $884.53 at Monterey and $508.82 at Flying Cloud. Do not add the same amount again under a separate public-bond allowance. The displayed line does not by itself identify every underlying bond purpose. If a budget or marketing statement uses an older estimated levee-bond amount, reconcile it with the actual current levy rather than stacking the estimate on top of a bill that already includes City debt service.
The matching $536.02 direct totals contain five listed charges, including school measures, regional restoration, storm-related and mosquito items. That equality in two examples does not establish that every Foster City property has the same direct charges. Retain the actual charge list and fiscal year. An association’s regular dues or special assessment is a different obligation and should not be inferred from its absence on these public bills.
| Actual property | Ad valorem | Direct charges | Annual total |
|---|---|---|---|
| 1001 Monterey; account 094-561-010; bill 2026-388057 | $36,766.18 | $536.02 | $37,302.20 |
| 116 Flying Cloud; account 094-020-160; bill 2026-384058 | $21,149.04 | $536.02 | $21,685.06 |
| Selected service | Single-family classification | One-unit multifamily classification |
|---|---|---|
| Water per two-month cycle | 2 × $33.80 + 12 × $7.44 = $156.88 | 2 × $33.80 + 10 × $7.44 + 2 × $8.19 = $158.38 |
| Six identical cycles | $941.28 | $950.28 |
| Wastewater: 12 monthly flat charges | 12 × $136.16 = $1,633.92 | 12 × $114.37 = $1,372.44 |
| Selected annual water + wastewater only | $2,575.20 | $2,322.72 |
| Open line | Required evidence | Duplication/timing check |
|---|---|---|
| HOA regular and special charges | Current disclosure, responsibility list, reserve and project documents. | Identify included services and actual assessment due dates. |
| Owner insurance | Current property quote coordinated with any master policy. | Separate coverage, exclusions and deductible exposure. |
| Owner maintenance and immediate work | Qualified scope, condition findings, approvals and quotes. | Separate routine expense, near-term project and refundable deposit. |
| Buyer tax estimate, financing and other utilities | Actual transaction estimates and bills. | Do not combine existing levy and hypothetical accounts as actual household expense. |

Read the current water table after the wholesale adjustment
The City’s rates page confirms the adopted schedule and links a separate current water table with wholesale pass-through adjustments. For fiscal year ending June 2027, the small-meter fixed charge is $33.80 monthly. Current final single-family consumption rates are $7.44 per CCF for the first 20 CCF in a two-month cycle and $8.21 above that level. The multifamily table uses a different per-living-unit tier boundary.
The worksheet holds meter size and two-month consumption constant to demonstrate classification. At 12 CCF, the hypothetical single-family water calculation is $156.88 per cycle, or $941.28 for six identical cycles. The one-unit multifamily illustration crosses its 10-CCF first-tier boundary and produces $158.38, or $950.28 annually. Neither is a bill for Monterey or Flying Cloud. Actual account classification, served units, meter configuration and usage must come from the service documents.
Do not use the old proposed base-rate figure of $7.02 as the current final first-tier price. The current table adds the wholesale adjustment. Conversely, future base schedules are not complete forecasts where future pass-through entries remain to be determined. Keep the calculation’s period explicit. A twelve-month equivalent at today’s tariff tests an assumption; it does not predict each bill in a future year spanning another annual adjustment.
Keep wastewater classification and jurisdiction correct
The current wastewater table lists flat monthly residential charges of $136.16 for single-family and $114.37 for the listed townhouse/duplex and apartment/condominium categories. Twelve payments produce the worksheet’s annual amounts. These are separate from water consumption charges. For a common account or association-funded service, establish how the expense is allocated before treating the published class rate as a direct unit-owner bill.
Check the actual service jurisdiction as well. The City’s rate material distinguishes EMID water customers in San Mateo whose wastewater service is provided through San Mateo instead. That prevents carrying Foster City’s wastewater category into a different city merely because a water provider matches. For a Foster City comparison, identify the actual bill and avoid adding a second city’s treatment charge for the same service.
Use association documents to identify the owner-retained costs
A detached-looking home can still have an association arrangement. Whalers Island’s public historical yard rule describes different maintenance allocations for specific yard categories. Obtain the current governing provisions and any written property-specific changes before budgeting grounds work. The document illustrates a responsibility question; it does not establish the current dues or project finances for any selected home.
For attached ownership, connect each shared component to the current budget, reserve study and planned work. Separate regular charges from an adopted assessment and a proposal still being discussed. Identify the actual due date and transaction allocation of any known assessment. If insurance, water or exterior work is already funded through regular contributions, do not add the same obligation again as an independent owner expense. Owner-retained components still need their own plan.
Use different funding categories for different decisions
The two actual tax statements make one distinction particularly clear: school-related costs can appear both in the ad valorem debt-service section and as separate direct charges. Reading only the direct-charge subtotal would omit part of the annual levy, while adding every named line to the already reported total would count it twice. Preserve the published subtotals and use individual lines to explain what is included. Do not recalculate a new composite tax from the rounded displayed rate when the issued bill supplies the actual levy.
Then keep private work outside that tax subtotal. A household evaluating a planned HVAC installation in Whalers Island needs an actual scope that includes its proposed location and any required supporting or screening work. The dated public prototype demonstrates those categories; it does not provide their price. Obtain the relevant current approval route and contractor proposal. An equipment-only allowance cannot safely represent an unpriced installation, and a projected reduction in energy use should not be inserted as certain savings without suitable evidence.
Finally, attach a refresh trigger to each open input. Recheck the utility tariff when a new fiscal-year adjustment applies, the insurance quote when the described work or closing timing changes, and association obligations when new project documents arrive. The actual annual tax bills should retain their original fiscal-year label rather than being silently carried into a different period. A budget is easier to maintain when the document that must change is identified alongside the amount.
Finish the private quote and cash-timing file
Obtain property-specific insurance terms, using the California Department of Insurance guide as background for owner and master-policy questions. Public levee construction information does not supply a premium or settle a lender’s requirement. Keep the actual coverage, exclusions and deductible terms beside the quotation. For near-term repairs, obtain a qualified scope and approvals before relying on a price.
Make separate totals for recurring expense, known near-term cash and a maintenance planning allowance. Bring the completed evidence into the financing discussion. The Foster City hub and San Mateo County guide connect the search. The useful comparison is the documented obligation each household would assume, with its source, period and uncertainty visible.
