Define the Freeport comparison before selecting prices
A Freeport home-price analysis should begin with the actual residence, parcel and rights being valued. A house near a commercial marina, a property interest associated with river facilities and a residence convenient to a public trail may compete for some of the same buyers, but they do not necessarily offer the same ownership. Treat the water relationship as a documented attribute, rather than a label that automatically earns a price premium.
This guide uses actual local public records to define a sale-screening method. Research was checked October 26, 2026. No permissioned, independently verified residential closing dataset was supplied, so the qualified numerical sample is zero. No current median, waterfront adjustment or valuation of a named property is calculated. The original exclusion ledger explains how public river and planning records can sharpen the comparison without being misrepresented as home sales.
A commercial marina authorization is not a residential closing
The June 2026 Lease 4157 report beside 8250 Freeport Boulevard concerns an existing commercial marina under a twenty-year authorization. It separates upland office, watchman-residence and canvas-shop buildings from the State lease area. The June voting record confirms approval of item 40. That is evidence of an agency action concerning particular river premises, not a verified residential sale price or a finding about a house’s present condition.
When a proposed comparable includes water facilities, establish what the buyer actually acquired and which separate agreements were involved. Obtain the sale documents and applicable rights at the closing date. A marina operator’s agreement should not be coded as a private dock appurtenant to a neighboring home. The presence of a building described as a residence in a public report also does not establish that a particular residential use was approved or included in the State agreement.
Keep business-related and residential transactions separate unless a qualified analysis can explain the relevant components and evidence. An overall price for an operating facility may reflect interests and obligations beyond the house being considered. Without reliable allocation evidence, dividing that amount by residential floor area produces a figure that cannot support a home-price conclusion. No such allocation is attempted for either Freeport marina example here.
A lease assignment can clarify rights without supplying a price
The February 2024 Lease 3915 report discusses assignment to 8150 Freeport LLC after an upland transfer reported in September 2022. The river facilities are a commercial side-tie dock, five pilings and gangway beside APN 119-0040-007. The 2024 vote confirms approval of item 50. The report does not supply an independently verified residential closing price for this analysis.
This distinction is useful when public records disclose a transfer date but leave the transaction terms unclear. Record the fact the source actually establishes, then identify the missing evidence. Do not treat a lease assignment as a new deed sale, assume the action date equals the closing date or invent a price from an operator’s rent. A documented transfer can be a research lead while remaining outside the numerical comparable set.
The remaining term also matters to the comparison of rights. An assignment within an existing agreement does not necessarily create a fresh term or a guaranteed renewal. For an actual sale, identify the applicable executed terms and their status at closing. If the candidate has a different arrangement, explain that difference before deciding whether the transaction remains informative. No dollar adjustment for term length is supported by the supplied records.
Distinguish a nearby amenity from transferable private access
The City’s Sacramento River Parkway project page describes public and private levee-top segments in the nearby Pocket area, including the distinction between flood-maintenance easements and public access. It also describes work toward a trail project. That information should guide a route inquiry rather than become a promise that a Freeport home has uninterrupted public passage or a private access right.
In a genuine sale file, describe the actual usable benefit. Is the residence conveniently located for a verified public route, or does it include a documented private connection? What restrictions or separate contracts applied at the sale date? Keep those answers tied to evidence. A useful public amenity and an exclusive private right can affect household preferences differently, but neither supplies a universal adjustment without relevant market support.
Check the land-side route as well as the water destination. Parking, loading, storage and movement of equipment may matter to a boating household. Compare actual arrangements and permissions instead of measuring a straight line from house to river. No firsthand route observations, travel times or private easements were obtained for this article. A route shown in a proposed project should remain labeled proposed until its actual status is established.
Exclude proposals from the completed-home sample
The County’s 8101 Freeport early workshop page describes discussion of thirty residential units in 2019. Its advisory-hearing dispositions and entitlement field are blank despite a Closed header. It does not establish approved or completed housing. A project unit count is therefore not a count of homes sold, and no closing observations can be derived from that record.
For a sale connected to a development, verify what existed and what remained outstanding when the buyer closed. A completed residence, a parcel awaiting construction and a proposal discussed at a workshop answer different pricing questions. If the analysis needs land transactions or future-development potential, define that separate task and obtain the appropriate evidence rather than blending it into a median for existing houses.
The Town of Freeport Neighborhood Preservation Area provides local planning context, but no candidate boundary determination was performed here. Confirm actual jurisdiction and applicable rules before attributing development potential to a parcel. Proximity to a city, a river-community mailing description or an old workshop cannot settle the rights that matter to a buyer’s proposed use.
Original Freeport comparable-evidence exclusion ledger
Checked October 26, 2026. Qualified independently verified residential closings: zero. Public anchors below are not sale observations.
| Evidence anchor | Useful distinction | Why excluded from numerical sample | Evidence needed |
|---|---|---|---|
| 8250 Freeport Boulevard | Commercial authorization; 2026 vote | No verified home closing or allocation of residential/business interests | Actual closing/terms, conveyed interests, sale-date condition and permitted use |
| APN119-0040-007 | Lease assignment; 2024 approval | Assignment and reported transfer do not supply verified residential sale price | Actual instruments, closing price/date/terms and rights at closing |
| 8101 Freeport Boulevard | 2019 residential workshop | Not approved or completed-home sale evidence | Actual identified residence, completion and qualified closing |
| Nearby public levee/trail setting | City access distinction | Public project is not a private home transaction or easement grant | Actual candidate route/rights and relevant verified market evidence |
| Price results | Zero transactions admitted | No median, premium or price-per-area result | Permissioned reliable dataset and appropriate professional analysis |
Method: establish identity, jurisdiction, closing and property rights before admitting a transaction. Retain exclusions and distinguish business interests, land, proposals and homes.
Build an auditable residential dataset
State the comparison boundaries before collecting prices: actual area, housing form, sale period, material rights and intended use. If a larger search becomes necessary, identify which boundary changed and why. Adding distant or differently structured transactions can broaden context while weakening the specific inference about a candidate. Explain that tradeoff rather than allowing the selection to drift silently.
For each admitted sale, retain the verified closing date, price, parcel identity, relevant terms and publication permission. Separate asking and pending prices from completed transactions. The County’s recorded-document index can identify instruments for further research but does not display their actual contents. Obtain the appropriate underlying documents and transaction evidence before reporting what transferred.
Reconcile the residence’s documented layout and condition at the sale date. The Assessor’s guidance distinguishes assessment characteristics from official permitting records, so a convenient area figure should not resolve a disputed addition by itself. Preserve discrepancies and investigate the component that matters. A precise calculation cannot repair uncertainty about the house or rights being measured.
Use property-specific condition and cost evidence carefully
For water-related improvements, describe their actual scope and inspection evidence rather than assigning the same condition adjustment to every dock or marina connection. Separate routine upkeep, documented work needed and a buyer’s voluntary improvement. A current repair quote can inform a purchase budget without proving the market would adjust the sale price by exactly that amount. No repair price or current defect is represented for these examples.
Likewise, retain actual dated flood and insurance evidence for the candidate and comparison properties where relevant. The County’s flood-information route is a starting point, not a shared conclusion for all Freeport homes. A buyer’s current quote, a seller’s historical policy and a public project announcement serve different roles. Explain the relationship before using them to support a pricing inference.
Keep a short exclusion log with the reason each rejected record did not fit. This allows another reviewer to assess the selection and identify missing evidence that could change it. Use the Freeport guide and Sacramento County guide for broader context and the buying process to coordinate verification. A credible comparison makes its limits as visible as its included transactions.
