Build a Freeport budget around the actual ownership arrangement
A Freeport-area household can encounter several financial arrangements near the river: ordinary residence expenses, a separately contracted berth, maintenance of private improvements or obligations belonging to a commercial operator. These should enter different parts of a budget. The first question is who owes each amount and under which document. A public marina lease can reveal useful categories without supplying the price a homeowner would pay to keep a boat there.
This article uses actual Freeport lease and service records checked October 26, 2026. No private residence bills, current berth contracts, insurance quotes, title package or contractor estimates were supplied. It therefore provides an original operating-and-capital worksheet with unpriced household columns, plus a documented classification of operator obligations. It does not claim complete actual annual costs for two homes or infer a household charge from a State agreement.
Keep operator rent, compensation, security and insurance distinct
The June 2026 Lease 4157 report beside 8250 Freeport Boulevard specifies $11,305 annual starting rent with adjustment provisions, $16,662 compensation for prior occupancy, a $30,000 bond or other security and at least $3 million liability insurance per occurrence. The June voting record confirms approval of item 40. These are different financial categories within an operator authorization, not four annual household expenses.
Annual rent describes a recurring obligation under stated terms. Prior-occupancy compensation addresses a particular earlier period. Security supports performance and is not automatically an amount spent every year. A liability limit describes a coverage requirement, not an insurance premium. Adding all four figures into a supposed “annual ownership cost” would create a number without a coherent meaning.
For a homeowner considering a berth, the relevant amount is in the actual customer agreement and related charges, if an agreement is available. Ask what is included, what is separately billed and which conditions govern renewal or termination. The public authorization does not reserve a berth or establish a current resident fee. Keep a separate operator obligation out of the household column unless the actual contract creates a specific applicable payment.
A different lease record is not a competing household quote
The February 2024 Lease 3915 report for another Freeport commercial marina reports $1,501 annual rent, subject to periodic review, and a twenty-year term beginning January 1, 2007. The 2024 voting record confirms the assignment action. That reported rent is neither a verified 2026 invoice nor the price of an individual berth. The assignment also did not restart the term for twenty years.
Do not subtract the two operator rents and call the result a saving available to a buyer. The premises, dates, terms and facilities differ, and neither amount supplies the private household contract. Use the records to identify which documents to request and which costs may arise from a water arrangement. The actual two-property comparison requires current applicable bills and agreements for each candidate.
Term length and uncertainty also affect planning without becoming an invented annual price. Ask whether the household’s intended boat arrangement depends on a contract ending during its expected ownership. Investigate a practical alternative if continuity is essential, using real offers rather than an arbitrary allowance. Label a possible future expense as a scenario until the relevant terms and amounts are known.
Separate residence operations from river-related responsibilities
Prepare a residence section covering financing, taxes, insurance, services, grounds and documented routine maintenance. Tie each input to a source and period. Record whether a payment includes another line item and whether it belongs to the current owner or would apply to the buyer. The Freeport guide supplies the location context; the budget should describe the particular property and use.
Prepare a second section for access and water-related components. Identify the approach, parking, bank, dock, gangway, utilities and any shared facility relevant to the actual arrangement. Beside each component, identify the responsible party and governing instrument. A feature visible from the house does not necessarily belong to the household, and an adjacent operator’s obligation should not become a private maintenance assumption.
Where responsibilities are shared, obtain the allocation and process for approving work. Ask who can contract, how payment is collected and how urgent work is handled. Do not divide a projected total by the number of households merely because that seems convenient. An agreement may use a different allocation, and the supporting cost base itself may be unresolved.
Confirm services instead of borrowing nearby rates
The State’s Freeport Marina profile identifies a community groundwater system at 8250 Freeport Boulevard. That identity does not establish service to a neighboring home, current water quality, capacity or a residential tariff. No current private account or utility bill was obtained for the candidate columns here. A regional intake near Freeport likewise should not be treated as proof of an individual retail connection.
For each candidate, obtain actual water and wastewater arrangements, relevant bills and any shared-system documents. Ask the operator which charges apply to the account and whether the intended use changes the classification or required service. Keep one-time connection work separate from recurring usage. Public prices from another state named Freeport or from a nearby city are not a substitute for this address-specific evidence.
For electricity and other services, preserve the provider, rate or plan, billing period and use basis behind each amount. A low bill may reflect a different household’s occupancy rather than a cheaper property. Where multiple residences or facilities share an account, identify the allocation before entering a portion in the candidate budget. Treat absent information as unknown instead of a zero.
Original operating, security and capital worksheet
Checked October 26, 2026. Public operator amounts illustrate categories; they are not private household prices.
| 2026 report item | Amount | Budget treatment |
|---|---|---|
| Annual starting operator rent | $11,305 | Recurring under actual adjustment terms; not customer berth fee |
| Prior-occupancy compensation | $16,662 | Specified earlier period; not recurring annual rent |
| Bond or other security | $30,000 | Security category; actual instrument/cash treatment needed |
| Minimum liability limit | $3,000,000 per occurrence | Coverage limit; premium not supplied |
| Component | CandidateA: residence with represented water arrangement | CandidateB: residence using separate recreation arrangement | Required evidence |
|---|---|---|---|
| Residence annual operations | Unknown | Unknown | Actual bills, tax/levy file, quotes and scope |
| Berth, lease or access payment | Current applicable amount unknown | Current private contract unknown | Executed agreement and current invoice |
| Services | Connection/class unconfirmed | Connection/class unconfirmed | State system identity is a lead; actual account needed |

Method: classify actual public obligations, then reserve household amounts for applicable private evidence. No unsupported annual total, inflation series, repair quote or premium is generated.
Trace taxes and public levies independently
The County’s tax FAQs provide a parcel-based route to bills and distinguish direct levies from value-based taxes. Obtain the actual candidate bill, identify its fiscal period and retain each applicable charge’s name. No private bill was queried here. A public project near a home does not by itself establish a household assessment or an allocation of the project’s cost.
Reconcile payments already included in the tax bill before adding separate assessment lines. Ask the levying entity about a charge whose basis is unclear, and obtain appropriate advice about estimates affected by the purchase. A prior owner’s total should remain labeled as that historical bill rather than a guaranteed amount for the next owner.
Plan the cash timing of physical work
Inspect the land-side movement involved in the proposed work as well as the component itself. If an estimate depends on using another parcel, closing part of an approach or handling equipment from the water, ask who can authorize that access and whether the quoted scope includes it. This is especially relevant where the household’s residence and boating arrangement are separate. A repair estimate can be incomplete even when its material quantities are clear.
Keep a fallback plan for essential recreation use. If a berth agreement or repair schedule changes, determine whether the household would incur a temporary storage or transport expense and obtain a real offer if that scenario affects affordability. Do not enter an arbitrary annual contingency for a hypothetical problem. The purpose is to expose a dependency and its evidence requirements, then decide how much uncertainty the household is prepared to accept.
Separate routine annual tasks from component replacement and voluntary improvements. Obtain a qualified scope for work that materially affects the purchase decision, identifying access equipment, design, permits and other inclusions. No dock repair need or replacement price is asserted at either public example. A reserve contribution describes saving; it is different from a contractor payment due at a particular date.
Keep a calendar for renewals, payments and planned work, with an uncertainty column for estimates and missing evidence. If a shared reimbursement or security release matters, document its actual conditions rather than assuming cash arrives when needed. Use the Sacramento County guide for broader context and the financing guide to connect the completed address-level budget to the purchase plan.
