Marina Ownership Budget: Compare Service Areas and Actual Property Duties

A Marina ownership budget should identify the actual utility account, building responsibilities and private costs before producing a total. The City name does not select one water schedule, and a local sewer collection charge does not include the regional treatment service. Association payments and condition-related work need another set of documents. Separating these inputs makes the budget more useful than applying a single coastal-home allowance to every property.

This guide develops the Marina property guide within Monterey County. It uses primary schedules checked October 26, 2026, for a transparent two-profile calculation. Both profiles are hypothetical single-family accounts, without an assigned property. No actual bill, private association packet, insurance offer, tax account or contractor estimate was supplied. The selected service totals below are not complete annual ownership budgets or future-rate forecasts.

Choose the actual Marina or Ord service schedule

Marina Coast Water District’s current financial page links separate Marina and Ord rate sheets effective July 1, 2026. Both describe monthly billing. The correct classification should be confirmed from the actual account and District information. A former Fort Ord development label or Marina postal address cannot independently establish which schedule applies to the residence being purchased.

The model fixes the same narrow assumptions for both profiles: a five-eighths- or three-quarter-inch meter, single-family water classification, six HCF of water consumption, five HCF of billed sewer flow and one local sewer EDU. Sewer flow is an explicit hypothetical billing input here, rather than an assertion that every property’s current water consumption produces that exact chargeable amount. Actual classifications, meter sizes and flow calculations must be obtained for the property.

For the Marina profile, the scheduled fixed water component is $60.90 and first-tier water is $6.28 per HCF. Six HCF therefore adds $37.68. The selected local sewer components are $12.50 fixed plus five HCF at $2.45, or $12.25. Adding those four components produces $123.33 for one modeled month. This calculation matches the same quantity assumptions used in the Marina sheet’s typical-bill illustration.

For the Ord profile, the scheduled fixed water component is $63.33 and first-tier water is $8.22 per HCF. Six HCF adds $49.32. The selected local sewer components are $22.22 fixed plus five HCF at $4.35, or $21.75. Their sum is $156.62 for the modeled month. Both water quantities remain within the sheets’ stated first ten-HCF monthly tier; the model does not apply the first-tier rate to unlimited use.

Add regional treatment as a different component

Monterey One Water’s current residential page lists a $57.27 monthly residential rate per unit effective July 1, 2026. The model separately assumes one such billable unit for each profile. This is independent of the assumed local sewer EDU and must be confirmed against the actual account. Regional conveyance and treatment performs a different function from MCWD’s local collection service.

Adding the selected regional component produces $180.60 for the hypothetical Marina month and $213.89 for the hypothetical Ord month. Twelve identical modeled months produce $2,167.20 and $2,566.68 respectively, a $399.48 selected-component difference. The comparison holds use, classifications and July 2026 rates constant to show the service-area distinction. It does not predict actual charges across future rate changes or establish the bills for two real homes.

Original Marina-area selected-service model: two hypothetical one-unit single-family profiles, July 1, 2026 schedules checked October 26. No actual account or complete ownership budget.

Reconcile the source and the actual bill

MCWD’s two-sewer-bills explanation describes monthly local collection on its water bill and separate regional treatment billing. Its illustrative figures differ from the explicit dated rate sheets and current M1W page read for this comparison. The calculations above use those identified schedules and preserve that source conflict for confirmation. They do not silently mix the explanatory page’s amounts with the July 2026 schedules.

Obtain the complete actual bills and ask the agencies to resolve any material difference in classification or charge. Identify where a regional charge is collected, including whether a tax-roll arrangement applies, before adding it to an annual total. Showing a component for explanation is useful; counting it twice is not. The same principle applies if a shared account or association payment includes a service that would otherwise appear as an individual budget line.

Other schedule entries are not automatically ordinary household charges. A capacity charge, temporary water-service item or specialized meter fee has its own trigger and classification. This model does not assign those amounts to either existing-home profile. A buyer planning additional accommodation should obtain the actual project and service requirements before pricing connection or capacity costs. A current recurring bill does not establish that the changed use is authorized or fully funded.

A small sensitivity check helps explain the model’s boundary. Holding every other assumption fixed, one additional HCF of water within the first tier adds $6.28 to the Marina profile or $8.22 to the Ord profile. That is a water-only change. It does not predict the actual sewer-flow adjustment, since the billed sewer input must be determined under the account’s applicable method. Crossing the first-tier limit would require the next-tier rate rather than extending this calculation unchanged.

Fixed and regional components need a different sensitivity question. Reducing modeled water use does not remove the assumed meter service component or automatically change the one-unit regional charge. A different meter, actual unit classification or shared billing arrangement could change the appropriate inputs, but this comparison does not select them for a property. Obtain the actual account evidence before interpreting lower household usage as an equal percentage reduction in the entire utility budget.

Add the duties and work that the residence actually carries

For an association property, obtain the governing and current financial records to identify dues, services, reserves and any assessments. Compare those with maintenance retained by the owner. A development name or an attractive shared landscape does not establish a fee or what it covers. For a property without supplied association records, leave the question open until title and the actual documents establish the arrangement; a blank listing field does not mean zero obligations.

Condition-related expenses should come from the actual building and installed components. Ask an appropriate inspector to identify matters warranting investigation, then obtain scoped estimates for material work. Separate immediate repairs from optional upgrades and longer-term reserves. No standard salt-air, roof or foundation allowance is invented here. A broad coastal setting cannot establish the condition of one window assembly, roof covering, drainage system or exterior finish.

Insurance needs the actual residence, structures, occupancy and intended use, described accurately to a licensed professional. Compare the dated offer’s limits, deductibles, exclusions and conditions with the household’s needs and lender requirements. No premium is assigned in this worksheet. An online payment estimate or another owner’s policy does not establish current availability, replacement-cost adequacy or the buyer’s accepted coverage terms.

Complete the ownership and cash-flow comparison

Use the County secured-tax route for actual parcel billing, with a separate property-specific assessment inquiry where needed. A seller’s bill is historical evidence, not a certified forecast after the purchase. Identify direct charges and their collection method so that public assessments or regional utility components already included in a total are not added again as unrelated extra payments.

Bring the completed evidence worksheet into the financing process. Distinguish closing cash, first-year necessary work, recurring obligations and future reserves, with a source date and scope for each input. The $399.48 modeled service difference is useful because its assumptions can be checked and changed. The wider affordability comparison remains incomplete until actual property bills, private obligations, current condition and coverage evidence fill the unpriced lines.
