Castroville Homeownership Costs: Assessments,Taxes,Services and Private Obligations

A Castroville ownership budget needs to identify who owes each charge and which service it covers. A district assessment roll, a household water bill and a park agreement may concern different parties even when all refer to the same area. A current district document illustrates that distinction clearly: the fiscal-year 2026–2027 Tax Code 74701 report is labeled a preliminary assessment roll and contains two parcel entries, rather than a schedule of individual household charges.

This guide develops the cost questions introduced in the Castroville guide. It provides an original assessment-document audit and an unpriced two-profile annual worksheet. No complete household bills, actual insurance quotations or contractor estimates were available. Use the Monterey County guide for regional service context and the financing guide for the broader purchase budget. Missing evidence remains unpriced rather than becoming an assumed zero.

Read the district’s service categories before reading an amount

The Castroville Community Services District rate page distinguishes a Zone 1 streetlight and storm-drain report from a Moro Cojo Zone 2 report involving additional services. It separately identifies a Zone 2 sanitation report associated with Monte Del Lago and North Monterey County High School. A further report concerns Moss Landing. These are different service bundles and reporting categories. A mailing address or the word district cannot establish which bundle applies to an actual purchase.

Match the parcel number, fiscal year and service description with the actual property evidence. If a charge appears on a tax bill, identify its administering agency and determine whether it is already included in the annual total being modeled. If another entity receives the district charge, establish how the household’s governing documents allocate any related obligation. A district’s cost to a park parcel is not automatically the amount billed directly to each park resident.

The 74701 roll has two parcels, not two households

The readable 2026–2027 Tax Code 74701 report contains parcel 133-072-031-000, associated with Monte Del Lago at 13100 Monte Del Lago, and parcel 133-092-007-000, associated with the school district at 13990 Castroville Boulevard. It lists charges of $77,435.88 and $15,198.48, totaling $92,634.36. The two-entry count concerns APNs. It does not supply a count of households, park spaces or billable resident accounts.

The preliminary label is equally important. This document alone does not prove the final adopted levy, the amount ultimately placed on a particular tax bill or an individual resident’s contractual share. A buyer should obtain the applicable final assessment evidence and governing property documents. Dividing the park entry by an assumed number of spaces would introduce both an invented denominator and an unsupported allocation method. The correct household number remains unresolved until those questions are answered.

Own check:$77,435.88+$15,198.48=$92,634.36. Do not add a direct charge twice if it is already included in the modeled tax-bill total. No roll amount is assigned to either reference home or a park resident.

A recent study is not automatically an effective rate

The district’s rate page labels its linked water-usage and connection sheet as being from 2020. Its 2026 meeting index separately lists an October 20 final water-and-sewer rate study after earlier draft material. A document titled final study does not establish that every recommendation was adopted or when a charge became effective. The operative rate evidence requires the relevant action and schedule, not an assumption based on the study’s title.

Other annual-report PDFs were not readable in this research, so no unverified fee values were taken from them. That limitation does not mean the district has no current charges. It means the buyer’s worksheet needs the actual applicable statement or authoritative current schedule before an amount can be entered. Preserve the source date and charge category, then refresh the budget when a documented rate action or billing change occurs.

Compare actual service responsibilities

The public Oak Street listing reports public water and sewer, while the Bayview Road description reports a shared well and septic system in the Elkhorn-area setting. These are research leads rather than verified provider assignments. For the first profile, establish the actual account and included services. For the second, obtain the governing system agreement and records identifying ownership, access, cost allocation and maintenance responsibilities. The same monthly allowance cannot be assigned to both merely because they share a mailing locality.

A shared system can involve recurring operating expenses and less frequent capital work. Separate those categories before averaging them into a year. Identify who authorizes repairs, how the household participates and whether a proposed change in use needs additional review. The County well-program guidance and onsite-wastewater records provide different technical research routes. A current payment record cannot, by itself, establish source capacity, water quality or the condition of a disposal system.

Association and park charges need their own documents

A detached-house listing does not establish that no private obligation exists. Obtain relevant title and governing documents rather than treating an empty association field as a verified zero. For a park home, identify the actual interest, occupancy agreement, current charges and services paid through the park. Those documents determine the household obligation. The public 74701 park-parcel figure does not replace them, and it should not be added to a resident budget without evidence supporting that treatment.

Compare service functions before comparing the size of a charge. One arrangement might collect a service centrally while another requires the owner to arrange it separately. Record the included work and any exclusions, then avoid counting the same function twice. If a responsibility remains unclear, leave an open line in the budget. A smaller subtotal containing unresolved items is not evidence that one ownership structure is less expensive.

Keep taxes, work and insurance on distinct timelines

Preserve the report’s fiscal-year label when building the annual worksheet. Fiscal year 2026–2027 and a buyer’s first twelve months of ownership are different periods. Identify which bill or statement covers each part of the chosen budget year, then avoid duplicating a charge when two documents overlap. A preliminary roll can be retained as background while the actual applicable bill is obtained. Its publication label does not determine the buyer’s closing proration or which party ultimately pays a particular obligation.

The two entries on the 74701 page also demonstrate why report totals need their proper unit. One is associated with a park parcel and one with a school district parcel. Their sum is a check on that page’s arithmetic, not a meaningful estimate of a typical dwelling’s cost. A household comparison needs the actual billing or contractual unit for the interest being purchased. The number of APNs on the report cannot supply that unit, even though the document includes residentially related service.

For the Oak Street and Bayview profiles, keep an evidence-status column beside each annual amount eventually entered. Distinguish an actual bill, a currently applicable public rate, a signed agreement and a fresh quote. The source types answer different questions and may require different refresh dates. A statement about shared-well service should lead to the agreement and system evidence, while a public-service field should lead to the actual account. Neither alone completes the annual cost row or establishes the amount of a capital reserve.

The County Assessor’s supplemental-assessment guidance explains why an existing annual bill is not automatically the buyer’s future total. Keep the current parcel bill, relevant additional assessment inquiry and lender payment arrangements separate. Confirm which obligations the transaction or impound account handles. A proposed improvement can also create a different future assessment question, so avoid treating the seller’s current bill as a permanent property characteristic.

For maintenance, connect estimates with actual condition and a defined scope. Separate routine service, work needed soon and later reserves. An insurer’s quote should identify the actual address and coverage assumptions rather than follow a community-wide premium guess. Record exclusions and required follow-up beside the quote. The worksheet becomes a useful annual comparison when those missing inputs are supplied, while the original district-roll audit prevents a large parcel-level figure from becoming a fictional household charge.
