A Tiburon ownership budget should explain which expenses belong directly to the owner, which are shared and which depend on a proposed change. A detached home with private walls and drainage has a different payment structure from a condominium whose association maintains major building components. Neither can be understood from the mortgage payment or a quoted assessment alone.
This guide compares those two illustrative arrangements using current local billing, records and project routes. It does not invent a private household’s bills or insurance quotes. Use the original worksheet to assemble actual inputs, with dates and clear assumptions, alongside our Tiburon overview and financing guide. A documented partial model is preferable to a precise total built on unsupported prices.
Start by allocating responsibilities
For a detached-home example, identify the residence, roof, exterior, decks, retaining structures, driveway, drainage, grounds and service connections actually present. For an association-home example, use the governing documents to determine which of those components the owner maintains directly and which are shared. These are comparison configurations, not descriptions of inspected homes.
List ownership, maintenance, repair and insurance separately where the documents distinguish them. Exclusive use of a patio or deck does not by itself identify who repairs its structure or waterproofing. Ask the appropriate advisers to resolve uncertainties before removing a component from the owner’s budget. A shared obligation can still appear through regular assessments, a special assessment or another documented payment mechanism.
For both examples, use the same intended occupancy and maintenance standard. If one household plans substantial irrigation or expensive landscape changes, show those choices separately. Otherwise the comparison can attribute a lifestyle decision to the property type. Record what the seller’s actual usage represents and where the buyer’s plan differs.
Use current water information and the correct billing period
Marin Water’s billing explanation states that its July 1, 2026 rate change first appears on September and October bills and describes bimonthly billing. Its current estimator uses that schedule. Match the property’s actual account, meter, applicable charges and consumption to current information rather than copying an older annual total.
Keep consumption units and billing periods with the calculation. If a fixed charge is bimonthly, applying it twelve times would overstate that component. If the property’s arrangement uses a master meter or shared allocation, obtain the actual method and identify where payment already appears in association expenses. Adding a full individual bill on top could count the same obligation twice.
Use billing history to understand seasonality, vacancy and irrigation. A seller’s low-use year can be evidence of that year’s operation without being a forecast for the buyer. Model a second consumption case where the intended pattern changes materially, using the provider’s current applicable schedule. Do not insert a citywide water allowance that ignores the actual account.
Confirm the sewer district before entering a rate or repair
Tiburon has more than one sewer service agency. The town’s Public Works information identifies Sanitary District No. 5 and Richardson Bay service areas, and Sanitary District No. 2 serves limited areas of Tiburon as well. Confirm the actual address and district. A rate or lateral rule from one agency should not be applied to every Tiburon home.
Obtain the current applicable service charge and the actual property tax statement or bill showing how it is collected. Identify an amount already paid through a shared arrangement or tax roll before adding another line. Keep ongoing sewer service separate from private lateral inspection, maintenance and repair. A paid public service charge does not establish that a private pipe needs no work.
Use the actual district’s current permit and lateral information for transaction or proposed-project questions. District No. 5 and Richardson Bay publish their own routes. This article does not supply numerical charges from an old schedule or assume a certificate process across district boundaries. Obtain the applicable current amount and scope before completing the model.
Original Tiburon two-arrangement annual budget
Source routes checked October 25, 2026. A and B are illustrative ownership arrangements, not private inspected properties. Pending amounts remain unknown, not zero.
| Input | A: detached home | B: association home | Evidence and handling |
|---|---|---|---|
| Water | Actual applicable account charges and usage | Individual bill or documented shared allocation | July2026billing framework; preserve bimonthly period and avoid duplicate allocation |
| Sewer | Actual district charge plus private obligations | Actual district/shared arrangement | Confirm service agency and tax-roll treatment; do not use another district’s rate |
| Building and site upkeep | Defined owner component list and current quotes | Owner component list plus actual assessment | Match scope with governing documents, inspections and proposed work |
| Insurance | Current property-specific quote | Personal quote coordinated with current master policy | Coverage periods, deductibles, exclusions and flood inquiry separately |
| Immediate work | Known repairs, required corrections and access scope | Unit work and documented shared obligations | Actual records; first-year cash rather than future savings |
| Tax and assessments | Buyer-specific tax research and parcel charges | Same tax method plus actual current unit assessments | Marin supplemental assessment guidance |
| Capital savings | Chosen funding for condition-based future work | Owner funding plus understanding of association plan | Separate present cash, approved contributions and forecasts |
Price capital work from a complete scope
Use inspections and specialist reports to identify the actual work. A retaining wall, drainage line or elevated deck needs a scope matching its function and condition. Ask estimates to state whether engineering, permits, access, disposal and restoration are included. A repair figure that omits an unresolved approval or neighboring-owner permission is not a complete executable project budget.
Tiburon’s encroachment guidance identifies work and activities affecting public streets or rights-of-way, including equipment and delivery situations. If a repair needs a crane, debris box or other use of public space, have the contractor identify that assumption and the responsible approval. Difficult access can influence the project even when the repaired component lies entirely on private land.
Separate immediate defects from future replacement planning. If a report identifies work due now, show the expected cash timing and the next step needed to establish a reliable estimate. Saving gradually toward an eventual replacement is a different household decision. A planning allowance does not postpone a failed component or guarantee that a replacement will occur at the chosen time.
Read shared funding without assuming costs disappear
For an association property, review current assessments, approved changes, the reserve component list, funding assumptions and recent project information. Compare the responsibilities with the owner’s direct budget. A component may be handled by the association but financed through shared payments; another may remain the unit owner’s responsibility. The documents should explain which is which.
Keep actual reserve cash, future contributions and forecast expenditures distinct. Ask how current inspection findings or bids affect the plan. An annual budget can be useful while containing projections and older supporting material. Record preparation dates and periods covered so an apparently current packet is not treated as proof that every enclosed policy, balance or estimate remains current.
Request the current applicable unit assessment rather than applying an average from a public example. A community’s total project cost and the subject owner’s allocation are different inputs. Do not divide the total by the visible number of units unless the governing documents and current calculation support that method.
Obtain coverage and tax evidence for the buyer
Ask the insurance professional to describe the actual residence, improvements and occupancy, then compare coverage and deductibles alongside premium. For an association home, coordinate the personal policy with current master coverage and responsibility boundaries. The California insurance guide supplies background, but an address-specific quote and policy review are needed for the purchase.
Investigate flood coverage as a separate question where relevant; NFIP information explains its distinction from standard homeowners coverage. Tiburon’s adaptation planning also considers transportation and infrastructure, so the investigation should not stop with the elevation of the living room. Regional projections should remain planning context, not an invented claim about a particular property’s future loss.
Marin County explains supplemental billing associated with relevant ownership or construction changes. Obtain buyer-specific tax guidance and actual parcel charges. A seller’s payment should not automatically become the next owner’s forecast, and a tax-roll service charge should not be counted again elsewhere.
Make the assumptions reviewable
Label each amount documented, quoted or assumed, with its date and scope. Show annual operating expenses, first-year cash work and future savings separately. Run an alternative for changed consumption or a major project arriving earlier than hoped. Leave unresolved material inputs visible rather than using invented values to finish a total.
If the budget includes vegetation or exterior changes intended to preserve a view, investigate the actual permissions and responsibilities first. Our Marin view-home guide explains the broader questions. Use our Marin County overview for regional context, then base the ownership decision on current property evidence and the costs the household would actually undertake.
