Novato Condos and Townhomes: Reserves, Insurance and Major Repairs

A Novato condo or townhome can reduce some direct maintenance work while placing the owner inside a shared repair and insurance arrangement. The useful purchase question is not simply whether dues look high or low. It is whether the association’s documents describe the components the buyer depends on, explain how future work is funded and agree with the coverage and maintenance responsibilities attached to the actual unit.

This article follows locally relevant records through an original component-review worksheet. No private association package or inspected building is represented as a case study. For general definitions and financing background, use the existing Marin County condo and townhome guide. The local contribution here is how Novato-area sewer, water, permit and tract records can reveal questions that a dues figure alone leaves unanswered.

Identify the actual association and property boundary

Start with the ownership documents and exact association name, including any subassociation or master association. Confirm the parcel’s jurisdiction. A Novato mailing address can describe an unincorporated location such as Bel Marin Keys. The agency responsible for a building permit may therefore differ even when two properties appear in the same search area. Ask the title and transaction professionals to resolve the identity before ordering or comparing documents.

Do not classify the interest from the building’s appearance. “Townhome” can describe a physical form without establishing whether the buyer acquires a condominium interest or an individual lot. Ask which spaces are separately owned, common or subject to exclusive-use rights. Locate roofs, walls, patios, access surfaces and utility lines on that responsibility map so the budget review follows the actual ownership structure.

Bel Marin Keys offers a concrete local example. Its Community Services District CC&R page lists separate tract documents and named associations, including the Gardens and Bermuda Harbor, and says the district does not enforce the CC&Rs. The district’s public role does not make it the homeowners association. For a candidate there, obtain the applicable private documents alongside district information rather than substituting one for the other.

Make the reserve review follow the physical system

Request the current reserve information, operating budget, assessment disclosures and planned repair documents. Then compare the component list with the responsibility map. If the association maintains a roof, driveway, shared pipe or waterfront structure, ask where that obligation appears in the financial plan. A favorable-looking overall reserve percentage does not answer whether a particular major component was omitted, recently reclassified or funded under a separate arrangement.

Read the study’s date, inspection scope, estimated remaining life and funding assumptions. Identify work completed since the study and ask for the associated evidence. A replacement can change the remaining-life assumption; an unresolved investigation can make the price uncertain. Request an explanation of material changes rather than treating the study as a permanently current inventory of building condition.

The Department of Real Estate’s August 2026 guidance identifies important governing and financial disclosures, including assessment information and approved changes. Use those documents together. An approved payment increase, a repair proposal under discussion and a final contract are different stages. Record each item’s status and expected timing instead of adding every mentioned project as though it were already an enforceable bill.

Shared side sewers deserve an explicit line of inquiry

Novato Sanitary District’s Ordinance 70, Section 510 addresses maintenance of a side sewer serving multiple units with common facilities and places that obligation with the association or responsible common-property entity in the described circumstances. Confirm the actual service area, connection and ownership arrangement before applying it. The pipe’s location beyond a fence or beneath a street does not by itself settle the buyer’s maintenance exposure.

Ask for the shared sewer layout, available condition reports, prior repair records and the association’s allocation of responsibility. Then ask whether the reserve study or another funding plan accounts for the component. A shared pipe that is invisible during an interior tour can still create a material future obligation. Its condition cannot be inferred from a clean kitchen or a recently remodeled bathroom.

For a hypothetical review situation, suppose the governing documents assign shared sewer maintenance to the association but the reserve inventory does not clearly list it. That discrepancy calls for clarification, not a made-up repair allowance. Ask the manager and reserve professional whether it is included under another component, funded separately or still requires investigation. Retain the answer in the purchase file.

Reconcile shared utilities and individual bills

North Marin Water District’s Novato rates page distinguishes meter charges, residential usage charges and elevation zones. The appropriate budget input depends on the actual account arrangement. Ask whether the unit has an individual meter, a shared bill allocated by the association or an included charge within dues. A detached-house bill is not automatically an appropriate substitute for an attached-home account.

Review the allocation method as well as the current payment. If charges are shared, ask what causes the household’s allocation to change and how leaks or common irrigation are handled. Avoid counting an included service again in the personal budget. Conversely, do not remove it entirely if the association passes it through separately. A clear reconciliation should show the payer, service and billing basis.

Connect repair records with current permitting evidence

For property within the City, Novato’s records-search guidance directs available post-2000 permit research to its online portal and older records to a Permit Center kiosk appointment. That distinction matters when investigating an older complex’s roof, structural repairs or alterations. Ask for the correct building and scope; a permit for one structure should not establish completion for the whole association.

For an unincorporated parcel, use the County’s agency route instead. Obtain any inspection or repair reports that the association is required to provide and ask qualified professionals about their meaning. Keep the statewide balcony-inspection background on the existing county condo guide, while the purchase file identifies the actual buildings, reports, findings and funded corrective work relevant to this interest.

Compare insurance through the maintenance boundary

For a shared sewer repair, ask how required street access or excavation would be coordinated. NSD’s permit guidance distinguishes work in streets and easements from homeowner work on the house-sewer portion, making access and authorization useful budget questions.

Give the insurance professional the master policy documents and actual ownership information, then ask what the individual policy must cover. Compare limits, deductibles, exclusions and any conditions tied to repairs. A certificate alone may not explain coverage for all components or an owner’s potential assessment exposure. Ask the lender which documents it needs and whether outstanding repairs or coverage questions affect project approval.

The California Department of Insurance provides consumer resources, but no public guide can quote coverage for this unit. Obtain written terms for the actual occupancy and property. Update the inquiry if later reports materially change the roof, building condition or other facts supplied to the insurer. An early estimate should not survive unchanged after its underlying description becomes inaccurate.

Make the decision about obligations the buyer understands

Complete a short schedule showing current dues, approved future obligations, major work under investigation and the components the owner maintains individually. Keep unanswered questions visible. A missing private report or unexplained responsibility boundary should remain unresolved rather than be filled with an invented reserve contribution or assumed special assessment. Ask the appropriate legal, financial, engineering or insurance adviser for help where the documents require it.

Use the Novato hub, Marin County guide and buying-process guide to place the review in context. For the lagoon communities, the Bel Marin Keys guide supplies the detailed setting. A sound attached-home comparison explains the shared systems, the funding and the coverage well enough for the buyer to plan ownership beyond the first dues payment.
