Pricing a Marshall Home: Views, Access, Condition and Comparable Sales

A Marshall pricing discussion should explain the property before assigning a value to its view. The dwelling’s documented use, waterfront-related rights, access, wastewater arrangement and condition can materially change what a buyer is comparing. Two houses may look toward the same bay while carrying different evidence and obligations. Start with those differences, then select transactions that can actually inform the subject property’s intended decision.

This article accompanies the Marshall overview. No permissioned closed-sale dataset was supplied, no empirical sample was assembled and no transaction prices or adjustment coefficients are presented. The original asset is a local comparable-evidence worksheet. Public documentary examples show how to investigate candidates; they are not sold comparables, inspected homes or a completed broker-authored valuation. A property-specific opinion requires the actual evidence and named qualified review.

Define the property interest and improvements

Begin with the current title description, parcel numbers and an improvement schedule. Identify which dwelling, accessory structures, land and represented water-related benefits are included. Keep private ownership distinct from any lease, easement or other authorization. A photograph can show a feature near a house without establishing the rights being transferred. The subject description needs to state what the buyer is actually acquiring before a sales search can be interpreted.

Use Marin County’s assessor-record route to align parcel identifiers, while retaining its warning that property characteristics serve assessment purposes and are not continuously updated. Compare those records with current plans, disclosures and authorized observations. If the sources disagree about accommodation or dimensions, request clarification rather than choosing whichever number produces a more attractive price per square foot.

The P4604 decision for 22485 State Route 1 concerns an accessory-structure and site project. A planning approval does not by itself establish completed living accommodation or a second dwelling. Its packet also contains an attachment parcel-number discrepancy requiring County clarification. For a real subject or candidate sale, resolve the supported use and relevant record identity before assigning value to the represented space.

Describe the view without inventing protection

Document the outlook from the actual rooms and outdoor spaces that the buyer can use. With permission, record the viewing position, direction, visible obstructions and observation date. Keep a marketing image from an elevated point distinct from the experience inside the house. A broad water-view label can conceal meaningful differences in how much of the outlook is available during ordinary use and which spaces offer it.

Separate the present view from a claim that the view is protected. Obtain the relevant recorded documents and approval conditions for appropriate review before assuming neighboring land will remain unchanged. An open area, agricultural use or absence of visible construction is not evidence of a permanent restriction. A comparison can describe an observed outlook while leaving any unsupported protection claim outside the factual subject description.

Do the same for water access and mooring representations. The 2026 State Lands-related notice adjacent to 22667 State Route 1 concerns sovereign land in Tomales Bay, a separate subject from the neighboring house’s County permits. A later pricing investigation would need the actual current authorization, relevant terms and evidence of what comes with the transaction. Do not automatically add a waterfront-rights premium from an address or photograph.

Keep residential and agricultural comparisons distinct

A historic Coastal Commission agenda locates 17990 Shoreline Highway on the inland side of Highway 1 and describes an agricultural development application. A 2025 applicant letter later requests an exclusion for non-habitable agricultural structures there. These records do not establish a completed home for a residential sales grid. Investigate what existed and transferred at the transaction date before deciding how that evidence belongs in the analysis.

Acreage and specialist improvements require a separate explanation of utility. Identify the buyer’s actual intended use and the documents supporting it. An equipment building, greenhouse or agricultural installation may be useful to one purpose without being equivalent to residential accommodation. Construction expense is not automatically an equal contribution to market value. Keep the physical component, its permitted use, condition and demonstrated relevance to buyers separate.

If few relevant closed sales are available, explain each expansion in geography, time or property type. An inland agricultural parcel and a completed bay-side cottage may provide different kinds of context rather than a single interchangeable sample. Retain those groups and explain their limitations. Increasing the row count by combining unlike transactions can make a numerical average look more stable while making the reasoning less relevant to the actual house.

Compare wastewater obligations with real evidence

The County’s Marshall system resource distinguishes zone membership from connected service. Confirm each actual property and obtain the applicable operating charges, remaining assessment and service responsibilities. A wastewater checkbox does not establish identical obligations. If an assessment was prepaid on one property and remains on another, explain the evidence before treating their apparent costs as directly comparable.

The owner-responsibility guidance also identifies private line and plumbing maintenance and owner-paid pumping. A shared system therefore is not evidence that a home has no private wastewater maintenance burden. For a separate onsite system, obtain the actual design, completion, condition and operating evidence through the County septic program. Compare supported differences instead of inventing one standard adjustment for every service type.

The 2026 community management audit supplies system-level operating context. Its reported flows do not establish an individual parcel’s entitlement to additional accommodation or a guaranteed expansion benefit. A buyer’s intended project requires its own agency response. Keep that unresolved question visible in the comparison rather than pricing a hypothetical expansion as if it had already been approved and completed.

Evidence gate Local documentary anchor Rule for a future permissioned analysis
Documented dwelling and accessory use P4604: project scope and identifier discrepancy. Resolve actual use, matched record and transaction-date completion before treating space as living accommodation.
View and water rights Permissioned observations plus separate State Lands record where relevant. Present view, protected-view claim and authorized water use are distinct attributes.
Property type Inland agricultural request. Do not import proposed non-habitable infrastructure into a completed-home comparison.
Wastewater and capacity Actual connection inquiry, owner tasks and system audit. Verify charges, assessment and intended-use response; average system flow is not private expansion entitlement.
Condition and access Actual inspection, relevant plans, recorded rights and maintenance documents. Explain supported differences; repair cost is not automatically market response.
Dataset disclosure Not supplied for this article. State permission, valuation date, period, boundary, verified sales, exclusions, terms and uncertainty before publishing results.

Use condition and access as supported comparisons

A 2020 County packet for 22667 State Route 1 includes slope-related and accessory-structure work. It is a dated documentary lead, not a current condition finding or completed repair certificate. For an actual sale comparison, establish the condition at the sale date using appropriate evidence. A current photograph or later project record may describe a different point in the property’s history.

For the subject, obtain inspection and specialist findings that identify what was examined and what remains uncertain. Distinguish a documented physical difference from a contractor’s repair estimate and from evidence of market response. They can inform one another, but they are not interchangeable. If the dataset cannot support a dollar adjustment for an issue, explain the uncertainty instead of inventing a coefficient to fill the worksheet.

Access should include recorded rights, maintenance obligations and the practical route for ordinary use and repairs. A map line or convenient showing visit does not establish all three. If a candidate has a materially different access arrangement, document it and explain its relevance to the intended buyer use. Keep a condition or rights question separate from current traffic information, which can change without altering the enduring property interest.

Make the eventual result reproducible

When suitable sales evidence becomes available, state its permission, valuation date, search period and geographic boundary. Verify closed transactions and available terms, and distinguish them from asking prices or uncompleted contracts. Keep an exclusion log for candidates with a different use, insufficient condition evidence or another material mismatch. The reader should be able to follow how the final set was selected and which uncertainties survived the research.

Use the selling-process guide for the wider listing decision and the Marin County guide for broader geography. The useful Marshall pricing file connects actual rights, improvements, services and condition with relevant verified transactions. Until those transactions and named qualified review are available, this method prepares the analysis without pretending that a public record search has already produced a supported market value.
