Define the Pinole property before selecting comparable sales
A useful Pinole pricing analysis begins with the property being valued. Establish its housing form, approved accommodation, current condition, usable site and ownership obligations before collecting nearby sales. Otherwise a short distance between addresses can conceal the difference between an established house, a house with another dwelling and an attached unit with shared facilities. Those differences can change both the relevant buyers and the evidence needed to interpret a price.
This article develops a local comparable-selection method using actual City housing and permit records. No permissioned closed-sale dataset, verified transaction sample or broker-authored adjustment study was supplied. It therefore does not report a market median, an empirical price trend or a value conclusion. The result is a complete evidence framework for preparing a defensible analysis once authorized sale information and professional review are available.
Keep three local forms in separate starting groups
Appian Village illustrates why a housing label needs refinement. The City’s current housing description identifies stacked flats and row townhomes. The April 22, 2022 administrative report describes the condominium entitlement at 2151 Appian Way, including multiple buildings and planned access, landscape and utility infrastructure. A stacked flat should not automatically be pooled with a row townhome simply because both are marketed within the same project. Entry configuration, building interfaces and actual ownership responsibilities need comparison. City project account, pages 4–5.
The house-and-ADU configuration requires another starting group. The City’s April 2022 report lists BP21-0061 at 472 Limerick Road for a new two-story house with an attached ADU, issued April 13. That is evidence of the recorded scope and issuance at the time, not proof of present completion, occupancy or an income-producing arrangement. Before using any similar property as a comparison, establish the actual approved accommodation and services. Do not convert an additional room or advertised suite into a legal second dwelling by assumption. Actual permit report, page 5.
An established house with a limited remodel forms a third comparison. At 1238 McDonald Drive, BP21-0171 covers two bathroom remodels and shows finaled in the July 2021 report printed that October. This supports a defined improvement-history question. It does not support classifying the entire house as newly renovated. A sale with attractive bathroom finishes might still require separate evidence for its roof, electrical supply and remaining systems. City report, page 2.
Write sale-admission rules before interpreting prices
For the actual subject, state the intended valuation date and initial search period. Document the ownership type, accommodation and physical setting that a sale must match to enter the primary group. Allow a secondary group only when there is a clear reason to consider a different form or area. Keep the groups visible so a small dataset does not quietly become a blended sample of materially different properties.
Verify that each candidate actually closed, the relevant date and the price information you are authorized to use and publish. Record the source and any restrictions. A listing, asking price, pending status or project offering is not a completed sale. If the data cannot establish terms that matter to the comparison, preserve that uncertainty. No amount of calculation can make an unverified transaction a reliable anchor.
Record exclusions as carefully as admissions. A sale may be nearby yet unsuitable because of different tenure, unverified additional accommodation, restricted resale terms, materially different condition or a site function that the subject cannot provide. An exclusion log prevents later selection from being driven by a desired answer. It also makes the final work easier to update when another verified sale becomes available.
| Local evidence anchor | Question before admitting a sale | Hold outside the primary group when |
|---|---|---|
| Appian Village stacked-flat and row-townhome forms. | Does the sale match the subject’s actual unit form, title boundaries, access and shared obligations? | Only a project name or townhome marketing label is known. |
| 472 Limerick Road, BP21-0061 issued in April 2022. | Are present dwelling configuration, finals and services independently established? | An issued house/ADU description is being treated as proof of present legal occupancy. |
| 1238 McDonald Drive, BP21-0171 bathroom scope. | Which improvements and systems were actually documented at the sale date? | Two remodeled bathrooms are the only basis for a whole-house renovated classification. |
| 2661 Doidge and 728 Crestview reroof report entries. | What are the dated scope, later final evidence and current roof observations? | An old issued/finaled label alone is being used as a current condition rating. |
| Actual County 2026 assessment bills. | Is the figure a tax-roll assessed value or an independently verified transaction? | Assessed value or a bill’s service classification is being substituted for sale price or approved unit count. |
Admission log fields: source permission; closed status; date; price/terms; APN; legal form; approved accommodation; area definition; site utility; condition evidence; material uncertainty; primary/secondary/excluded decision. Public anchors: City housing description, July 2021 permits, April 2022 permits, Assessor’s dated value-review form. No sale prices, adjustment coefficients or professional review have been invented.
Compare condition at the relevant time
The Pinole reports provide a useful status contrast. BP21-0177 at 2661 Doidge Avenue describes reroof work and is finaled in the report printed October 27, 2021. BP22-0079 at 728 Crestview Drive describes reroof work and is issued in the May 11, 2022 report. The latter may have later documentation, and neither summary establishes condition today. For a genuine comparable, seek evidence relevant to its sale date rather than assigning a condition rating from an old permit label.
Separate four questions: what was approved, what was completed, what was observed and what remained uncertain. Photographs can support visible finish comparisons but may not reveal concealed conditions. Invoices can support specified work without establishing every approval. A final inspection concerns a defined scope and time. When these sources disagree, identify the discrepancy and obtain clarification instead of averaging them into a broad condition score.
For a seller, this discipline also improves preparation. Describe the actual scope and retain the supporting file so buyers can distinguish documented improvements from outstanding questions. If a comparable’s improvement history is better supported than the subject’s, that is a reason to investigate the subject further. It is not, by itself, evidence of a particular dollar deduction.
Keep usable site and ownership burdens visible
For a detached property, compare the outdoor functions the site can actually provide. A nominal parcel area does not describe level usable space, side access, equipment locations or the route needed for maintenance. Establish those features from appropriate evidence and observation. For an attached unit, identify exclusive-use spaces and the actual responsibilities for exterior components, drainage and access. A larger-looking outdoor area can come with a different approval boundary.
Pinole’s private lateral program adds a specific transaction question. Establish applicable compliance evidence and responsibility for any required work on the subject and relevant comparisons. Distinguish a documented repair allowance or transaction term from an assumed expense. The existence of a sewer certificate should not be treated as a warranty of all plumbing, and a recurring sewer service charge should not be confused with private lateral repair funding.
Separate assessed value from market evidence
The County’s 2026–27 value-review form identifies January 1, 2026 as the valuation date and requests comparable address or parcel, date, price, area and description. That structure shows the importance of a defined date and identifiable evidence. Its tax-review purpose does not supply a universal sample period for a current listing analysis or turn the form’s available rows into a sufficient sample size. Assessor’s current value-review form.
The actual public bills for 2661 Doidge and 512 Tennent Avenue A illustrate another boundary: they identify assessed values and special charges, not verified sale prices. An amount that matches a multiple of a published sewer rate is not proof of legal unit count. Public financial records can guide further research while remaining outside the closed-sale dataset.
Explain the result without manufacturing precision
For Appian Village, a new-home offering also needs transaction-stage discipline. Verify whether a proposed comparable is a recorded closed resale, a completed builder sale or simply an available floor plan. Establish any applicable resale restrictions and relevant incentives from authorized documents before comparing its price with an unrestricted existing house. The City’s housing description confirms forms of local housing; it is not a record of individual closing terms. Keeping those stages separate prevents marketing information from entering a sale table as if it were completed transaction evidence.
Once authorized sale evidence is available, report the sample period, admitted and excluded counts, material differences and the basis for any adjustment. If there are too few close matches to support a numerical adjustment, say which comparison remains qualitative. Do not invent a per-square-foot premium, roof coefficient or ADU contribution merely to complete a table. A professional value conclusion requires evidence connecting those differences to the actual market question.
Use the selling-process guide to connect preparation and marketing decisions, the Pinole overview for the broader housing context and the Contra Costa County guide for nearby jurisdiction distinctions. A strong Pinole comparison should make its evidence and limits readable enough that another reviewer can understand why each sale was included and what still needs verification.
