Discovery Bay Ownership Costs: Water, Sewer, RD800 and Waterfront Maintenance

Discovery Bay ownership costs are easiest to misread when charges collected through different channels are added together without reconciliation. Water use, fixed utility charges, wastewater and reclamation assessments may not appear on the same bill. A waterfront property can also introduce private dock and slope expenses. Build the budget by obligation and collection method, then connect it to the actual property rather than relying on a single estimated monthly payment.

The Discovery Bay guide introduces the waterfront ownership file. This article supplies a dated public-rate model and a worksheet separating recurring operations from capital work. Research was checked October 26, 2026. The numerical scenarios are assumed consumption levels under the Town CSD’s adopted schedule, not actual household bills. Private tax accounts, contractor quotes, insurance offers and property-specific assessment factors were not obtained.

Read the current adopted utility column carefully

The Town’s rate webpage links both an amended rate study and an adopted rate sheet. Use the adopted schedule for the numerical inputs, retaining its effective dates. Its “Current” column describes the earlier starting rates; it is not the July 2026 column merely because the document is currently available. The distinction matters when a multiyear table combines a prior baseline with several successive adopted increases.

For July 1, 2026, the sheet lists a $39.08 monthly non-irrigation account charge for a five-eighths-inch, three-quarter-inch or one-inch meter and a $2.918 per-CCF usage charge. The single-family wastewater amount is $99.39 monthly equivalent, or $1,192.68 annually. These inputs apply only to the assumed classifications in the model. Confirm the actual meter, account and dwelling category before using them for a particular property.

At an assumed 10 CCF every month, the selected water components total $68.26 monthly: $39.08 plus $29.18 of consumption. At 20 CCF they total $97.44. Annualizing twelve identical periods at unchanged rates gives $819.12 and $1,169.28. Adding the same assumed single-family annual wastewater charge yields selected utility totals of $2,011.80 and $2,361.96, a difference of $350.16.

This comparison shows consumption sensitivity while holding the account and wastewater classifications constant. It does not show two actual properties or predict a full calendar year in which rates may change. It excludes other applicable charges and the conditional meter-installation fee shown separately in the schedule. That fee should not be assigned to every owner without checking the actual account. A clean model states what it leaves unresolved as clearly as what it calculates.

Original adopted-rate model and cost-collection ledger

Checked October 26, 2026. Assumptions: Town CSD non-irrigation 5/8-, 3/4- or 1-inch meter, single-family wastewater category, twelve identical months at July1,2026 rates. Selected utility components only.

Modeled component 10 CCF monthly 20 CCF monthly
Water account charge, monthly equivalent $39.08 $39.08
Water use at $2.918/CCF, monthly $29.18 $58.36
Selected water total, annualized $819.12 $1,169.28
Assumed single-family wastewater, annual $1,192.68 $1,192.68
Selected combined annual model $2,011.80 $2,361.96
Difference at unchanged rates $350.16 annually; not a complete bill or ownership forecast
Budget obligation Collection or evidence check Keep separate
Fixed water and residential wastewater Rate study describes tax-roll collection; reconcile actual bill and account Do not add the modeled fixed charges again to a tax total that includes them
RD800 FY2026–27 Residential O&M $145.06/parcel plus separate maintenance/capital $1 per equivalent benefit unit Actual parcel units and tax levy remain unpriced; $145.06 is not the whole district charge
Dock, gangway and slope Title/agreements, current inspection and defined contractor scope Public rock delivery is not private placement labor or a complete shoreline repair
Marina alternative Actual current wet-slip/dry-storage agreement and accepted vessel Separate service contract; no assumed home-sale transfer or published quote here
Taxes, insurance, association and building work Actual APN bill, buyer assessment, current offers and governing/project documents Recurring costs, supplemental transition bills and one-time work in distinct columns

Reconcile the tax roll before adding utility charges

The Town’s rate-study explanation separates fixed water account charges collected through the tax roll from monthly water-use billing, and describes residential wastewater collection annually through the tax roll. For an actual purchase, read the parcel’s bill and account together. If the ownership worksheet begins with the full tax total, some modeled utility obligations may already be included. Adding them again produces a false comparison even when every individual rate was copied correctly.

Choose a consistent accounting layout. One option is to retain the full tax-roll total and flag its included charges without adding them elsewhere. Another is to split value-based taxes and direct levies into separate lines whose sum reconciles to the bill. Either method can work if the reader can trace the amounts. Keep payment timing separate from monthly equivalents, because a household may need cash for installments even when it budgets a monthly reserve.

Include both current RD800 assessment components

The July 2026 RD800 notice identifies a residential operation-and-maintenance levy of $145.06 per parcel and a separate maintenance-and-capital assessment calculated at $1 per equivalent benefit unit. The latter is not a flat one-dollar charge per parcel. Obtain the actual unit calculation and secured-tax levy before completing this line. The public proposal-era calculator and benefit explanations can guide questions but should not replace the current parcel bill.

The district distinguishes flood protection, water circulation, drainage and bay access benefits, so a single neighborhood-wide guessed charge is inappropriate. Identify which factors apply to the actual property and ask about anything that differs from the seller’s summary. For budgeting purposes, the assessment funds public services; it does not automatically pay every private dock, shoreline or drainage expense. Keep the district levy and the private component responsibilities in separate parts of the worksheet.

Price waterfront work from the actual responsibility and scope

RD800’s riprap program provides a concrete example of a public contribution that still leaves private work. Its terms describe rock and delivery for eligible slopes, while the homeowner places the material or hires someone. Delivery access and related site responsibilities also matter. A budget that enters zero for slope upkeep because rock is offered at no charge ignores labor and the actual project. Obtain an appropriate scope and confirm eligibility before treating the program as a cost reduction.

For a dock or gangway, ask a qualified reviewer to identify present condition and likely work, then obtain a dated quote describing access, materials and related approvals. Do not use a County permit valuation as the owner’s actual invoice or a current replacement estimate. A recorded project scope can help establish history, but it cannot supply present contractor pricing or certify the remaining useful life of components exposed to the site’s actual conditions.

Separate ordinary inspection and servicing from a substantial repair or replacement project. A capital reserve is a planning allocation, not proof that work will cost a particular amount or occur in a particular year. If a contractor identifies a near-term issue, keep that project’s cash requirement visible instead of smoothing it into a small annual average. The household needs to understand both longer-term maintenance and the money required soon after purchase.

Compare an inland home and marina arrangement explicitly

An inland buyer who wants boating can obtain a separate offer for wet dockage or dry storage from Discovery Bay Marina. Its local services establish a real alternative to investigate, but this article supplies no current rate or space reservation. Compare the actual agreement’s charges and services with the private dock obligations of another property. Do not assume that a marina arrangement transfers with a house or that a dock eliminates all ongoing boating expenses.

Association obligations also need their own current evidence. Identify the actual membership, assessments and included services rather than applying another development’s amount. If common-area maintenance is funded collectively, avoid charging the same work again as a full private expense without explaining the allocation. At the same time, an included service still costs the owner through assessments. The comparison should make payment channels visible rather than presenting shared costs as absent.

Finish with buyer-specific taxes and current coverage

The County’s tax lookup is the route to the actual parcel bill, subject to its posting and correction limitations. The seller’s assessment is not automatically the buyer’s future assessment. County guidance describes supplemental taxes following qualifying changes and construction, including separate additional bills. Keep those transition amounts apart from the recurring annual estimate and ask how they interact with any lender impound arrangement. No buyer-specific tax amount is calculated here.

Obtain current insurance offers for the residence and the water-related exposures that matter, with flood questions addressed separately where relevant. Record coverage terms, deductibles and effective dates alongside the premium. A regional average cannot establish availability or cost for the property. Use an appropriate insurance professional and the actual lender requirement, then reconcile any association coverage so the ownership file explains what is covered and what remains unresolved.

The financing guide connects the budget to the proposed loan, and the Contra Costa County guide supplies broader context. Before committing, replace every material blank with a current account, quote or clearly labeled scenario. A useful Discovery Bay budget identifies the real obligations, their timing and their collection channel, with public charges and private waterfront work counted once.
