Union City Ownership Budget: Reconcile Water, Sewer and Direct Waste Bills

A Union City ownership budget should reconcile where charges are paid before adding them. Water arrives through Alameda County Water District, annual sewer service is collected on the property tax statement, and residential waste collection moved to direct quarterly billing in July 2025. An old tax bill can therefore describe a different payment arrangement from today’s. A useful budget explains the current account structure rather than copying a seller’s historical total.

This guide uses current water and sewer schedules checked October 26, 2026 for two hypothetical single-family profiles. It calculates selected infrastructure costs and leaves the remaining ownership lines unpriced until actual bills and quotes are available. Neither profile represents a named property or a complete annual budget. Connect the worksheet with the Union City guide, Alameda County guide and financing guide.

Start with the current parcel and payment records

Obtain the candidate’s parcel identifier, current secured tax bill, recent water invoices, waste-service invoices and any association payment schedule. Record the service period and recipient for each amount. A transaction file may contain documents from different years, so the date of the folder does not establish the period of every bill inside it. Separate ordinary recurring costs from purchase-related adjustments, known projects and possible supplemental taxes. An unknown line should carry an evidence request rather than an assumed zero.

Use the County’s current property-tax portal and appropriate assessment guidance for the actual account. A seller’s current assessed value does not establish the buyer’s future tax obligation after purchase. Request a property-specific estimate using the proposed transaction assumptions and retain any supplemental-billing question separately. This article has no candidate purchase price, assessed interest or closing date, so it does not manufacture a tax total or apply one neighborhood-wide percentage as the complete bill.

Calculate water by its actual billing period

ACWD’s current water page lists a bimonthly service charge and a separate consumption charge. For the smaller listed residential meter category, the March 1, 2026 service charge is $68.95 every two months; the one-inch entry is $110.18. The inside-District consumption rate is $5.38 per HCF. A year contains six of the assumed two-month periods, not twelve service-charge periods. Confirm the actual meter, account class and other applicable bill lines before applying those inputs.

Profile A uses the smaller listed meter and twelve HCF per two-month period. Its selected bill is $68.95 plus $64.56 of consumption, or $133.51. Six identical periods produce $801.06. Profile B uses a one-inch meter and twenty HCF per period: $110.18 plus $107.60 equals $217.78, or $1,306.68 across six identical periods. These are deliberate comparison assumptions, not observed household consumption or invoices. The selected difference reflects both meter category and quantity.

Separate meter and consumption effects

The model’s $505.62 water difference consists of $247.38 from the assumed meter categories and $258.24 from the additional eight HCF in each of six periods. That decomposition helps when an actual bill replaces an assumption. A buyer who expects different use can change the quantity line without changing the documented meter charge. A larger meter should not be assumed solely from the home’s size or a proposed addition; confirm the actual service and classification with ACWD.

ACWD’s 2026 rate-process page describes later proposal and hearing steps concerning a possible March 2027 change. Those future steps are not an adopted new rate at this research date. The model holds the current schedule constant only to make the arithmetic clear. It is not a forecast that the next twelve months will be charged identically. Refresh the input when the applicable schedule changes and prorate the intended budget period where necessary.

Keep sewer service, capacity and private repairs distinct

Union Sanitary District identifies the current single-family annual service charge as $661.15 for FY2027, running July 1, 2026 through June 30, 2027. The adopted schedule has a separate multiple-dwelling classification. Both hypothetical profiles use the same single-family category. Ask USD how the actual configuration is classified instead of deciding from a listing’s room count or treating every additional living space as the same billing unit.

The annual service charge is different from a development capacity charge or the cost of repairing a private pipe. If a proposed ADU or other project is part of the purchase plan, obtain current agency requirements and project-specific fees separately. An older form linked from a City page may contain a past fee period. Do not copy that number into the recurring budget or assume that payment of a one-time charge covers all future sewer service and private maintenance obligations.

For the tax reconciliation, USD says the annual charge appears as Union Sewer Svc on the Alameda County statement. Classify it once. If the budget retains the full tax-statement total, do not add the sewer line again as though it were paid elsewhere. If the sewer is separated into utilities for clarity, subtract it from the retained tax subtotal. The category can be chosen for convenience as long as the final household total preserves one count of the actual obligation.

Update the waste-billing assumption

The City’s residential billing announcement says collection moved from property-tax billing to quarterly direct bills from Republic Services in July 2025. A prior-year tax bill therefore should not be used to infer that current waste collection is still included. Obtain the current account, container/service arrangement and invoices. The selected model above leaves the amount unpriced because no actual service profile or private bill was supplied.

The City’s current waste page also identifies a StopWaste regulatory fee beginning July 1, 2026. Check the actual invoice and current applicable rate rather than assuming an older base collection charge is the whole payment. Any assistance or discount requires the actual program determination; the worksheet deducts none automatically. A qualifying age or general program description is not evidence that a particular account receives a credit.

Add ownership-specific work and coverage

For a shared property, obtain the actual association schedule and identify which services it collects. A development may have additional governing layers or a public district charge distinct from dues. Reconcile them with the current tax and utility records before adding totals. No private assessment, district levy or association amount is assumed for either profile. A public development agreement can establish a research question without supplying the candidate’s actual current bill.

Obtain a property-specific insurance offer and identify its scope, effective period, deductibles and conditions. Add energy and directly paid services using actual accounts and expected use. Keep maintenance, known projects and optional upgrades separate. If an inspection identifies pipe or building work, obtain a defined contractor scope and the relevant permit assumptions before pricing it. A public rate table does not establish the condition of a home or what a private repair will cost.

Turn the annual worksheet into a cash plan

Place expected tax installments, bimonthly water, quarterly waste, monthly association or loan payments and annual insurance premiums on a calendar. A manageable annual total can conceal a concentrated cash requirement when several large payments coincide. Keep the purchase-period costs and possible supplemental billing separate from a stable ownership year. Ask the relevant professional to resolve the actual financing and tax assumptions before using the worksheet to assess affordability.

The selected $1,462.21 and $1,967.83 totals explain only the stated water and single-family sewer inputs. They do not rank two actual Union City homes or include every utility, tax and ownership expense. Complete the remaining lines from current account evidence and written offers, preserve the dates, and update the model when a material rate or property assumption changes. That makes the budget useful without giving unsupported precision to the parts still unknown.
