Separate the mortgage estimate from the ownership ledger
An Oakland ownership budget should explain the actual taxes, services, insurance and maintenance obligations attached to the property. A detached house, condominium and interest in a shared building can distribute costs differently even when the interiors appear comparable. Begin with the parcel, account configuration and ownership documents. The Oakland guide introduces the property questions; this worksheet organizes the recurring expenses and work that a monthly loan estimate leaves unanswered.
No private tax bill, insurance quote, household account or contractor estimate was supplied for this draft. Its original calculation compares selected water components for two explicitly hypothetical single-family accounts using current EBMUD inputs. Other costs remain unpriced until supported. This is a local annual-input model and a property-specific ledger, not two actual household budgets. Unknown expenses should remain visible rather than being assigned zero to create a complete-looking total.
Confirm the provider and account before applying a rate
EBMUD’s current water schedule identifies service, consumption and elevation components effective July 1, 2026. Match the actual meter, customer category, billing period and elevation designator to the account before calculating. A neighborhood or hillside description does not establish the account’s elevation band. Nor does an association payment prove that the owner receives an individual District bill. Obtain the actual bill and explanation for the property being evaluated.
The illustration assumes the same small-meter service charge for both accounts but different use and elevation-band conditions. A consumes eight monthly CCF in Band 1; B consumes sixteen monthly CCF in Band 3. These are assumptions, not measured household use or assignments to actual Oakland addresses. They allow the calculation to demonstrate two identifiable inputs without inventing an insurance premium, maintenance price or private account history.
Keep the schedule’s periods intact. The model uses monthly tiers and service components for twelve standardized months at unchanged rates. EBMUD also describes bimonthly billing and corresponding tier quantities. An account billed every two months needs the appropriate period rather than twelve assumed invoices. Annualization in this worksheet is an illustration using the checked rates, not a forecast that the same tariff or household use will continue through every future budget year.

Checked October 26, 2026 using EBMUD’s July 1, 2026 water schedule. Hypothetical accounts only; no full household bill, actual address assignment or meter-change recommendation.
| Monthly input | A: 8 CCF, Band 1 | B: 16 CCF, Band 3 |
|---|---|---|
| Service charge | $28.60 | $28.60 |
| First 7 CCF × $8.40 | $58.80 | $58.80 |
| Remaining CCF × $9.74 | 1 × $9.74 = $9.74 | 9 × $9.74 = $87.66 |
| Elevation component | 8 × $0.00 = $0.00 | 16 × $2.84 = $45.44 |
| Selected monthly total | $97.14 | $220.50 |
| Twelve-month illustration | $1,165.68 | $2,646.00 |
| Annual difference | $1,480.32; includes both assumed use and elevation differences | |
Control scenario: hold use at 8 CCF and change only Band 1 to Band 3. Selected annual total becomes $1,438.32, a $272.64 difference. Exact Decimal arithmetic checked. Excludes wastewater treatment, City collection, wet-weather charges, fire service, taxes, discounts, credits, adjustments and all other applicable charges.
| Cost field | Evidence needed | Treatment |
|---|---|---|
| Taxes | Current parcel bill and acquisition-related explanation | Separate installments, included charges and future reassessment questions |
| Shared obligations | Governing documents, budget, reserve study and assessments | Actual services and duties, not dues alone |
| Insurance | Written address-specific terms | Premium, deductibles and coverage questions separately |
| Maintenance and projects | Condition evidence, responsibilities and defined quotations | Recurring upkeep, investigation and capital work separately |
Explain what the modeled difference actually measures
The $1,480.32 annual difference combines higher assumed use and a different elevation component. It does not measure the cost of hillside ownership, a particular lot or a larger home. The control scenario holds use at eight CCF and changes only the elevation assumption, producing a $272.64 annual difference. That makes the effect of one selected input visible. Neither result is a savings promise or a complete utility estimate for an actual purchase.
For a real account, review use history and identify vacancy, unusual irrigation or other nonrecurring circumstances before estimating future consumption. Compare the buyer’s intended occupancy and use with that evidence. Do not assume the seller’s volume automatically fits the buyer, or that every difference between two properties comes from a rate category. Preserve the period and assumptions with the bill so a later reviewer can update the model correctly.
Separate collection, treatment and tax-roll charges
Use a source column and an inclusion column when reconciling Oakland’s separate sewer responsibilities. Put the City collection entry, EBMUD treatment entry and applicable tax-roll wet-weather entry on separate lines, then identify the payment that already contains each one. If an annual tax figure includes a wet-weather assessment, showing that assessment beneath the tax figure can explain the total, but adding it again overstates expenses. Likewise, a water-account payment may contain more than the selected water components modeled here. Reconcile the full statement to its components before comparing properties. This approach also makes a service change or updated tariff easier to incorporate: replace the affected input instead of applying an unexplained percentage increase to every utility expense.
The City’s sanitary sewer resource describes Oakland’s collection system feeding EBMUD’s treatment system. These have different agency roles. A water-only subtotal should not be presented as the combined water and wastewater cost, and an ordinary service bill does not establish the condition of the private lateral. Obtain the actual account breakdown and property compliance evidence independently.
EBMUD’s wastewater guidance separately identifies treatment components and a wet-weather facilities charge collected with property taxes on applicable taxable parcels. Reconcile the actual bill and tax ledger before adding amounts. A charge already included in the full annual tax payment may be a breakdown of that payment rather than another expense. Do not multiply the water model’s consumption by an assumed sewer rate without verifying the actual category and calculation rules.
Use the actual parcel tax bill without predicting reassessment
Retrieve the current parcel bill through the Alameda County tax portal and confirm the fiscal year, situs and parcel identifier. Distinguish value-based taxes, fixed charges, installments and any nonrecurring amounts. A single installment is not the annual tax total. Record the source of each included item and any explanation still needed. This draft supplies no invented tax amount for its hypothetical water accounts.
The seller’s assessed-value history is not a complete forecast for a new buyer. Obtain the appropriate acquisition-related assessment and supplemental-billing explanation for the actual transaction. Keep expected recurring taxes and the timing of possible additional bills separate. Use the financing guide for the wider affordability process while retaining the actual local parcel evidence behind the budget.
Price maintenance from the current condition and scope
The City’s 2024 Mills Act report provides dated local examples of exterior, roof, drainage and foundation-related work programs. They demonstrate the breadth of questions an older property can raise, but are not current contractor quotes or evidence that every item remains outstanding. Do not copy an old planned cost or work description into another house’s annual allowance.
For the actual residence, obtain appropriate inspection findings and quotations for defined tasks, including access assumptions and concealed-condition limits. Separate routine upkeep from immediate investigation, a known repair and a desired improvement. A precise paint quotation does not establish the cost of underlying wood repair, drainage or a roof assembly that has not been assessed. Keep the sequence of work visible so a finish allowance cannot conceal a larger unresolved scope.
Include shared facilities and property interfaces
For a condominium, TIC or other shared arrangement, obtain the actual budget, reserve information, planned assessments and responsibility documents. Identify which services the payment includes and which remain separately payable. Lower dues can reflect a different service package or allocation rather than lower total ownership costs. A common-property project may need its own funded scope and timing even when the unit interior requires little immediate work.
The City’s sidewalk certification guidance and EBMUD’s private-lateral resources provide additional local record routes. Identify actual responsibilities, certificates and unresolved work before assigning a transaction or capital allowance. A compliance document, condition inspection and contractor quotation serve different purposes. Keep a one-time closing obligation separate from recurring maintenance rather than annualizing everything into one unexplained monthly figure.
Obtain insurance terms for the actual property
The Department of Insurance residential resources provide comparison and licensed-agent routes. Request written terms for the actual address, construction, intended use and available condition information. Keep the premium beside its coverage, deductibles, exclusions and required work. A broad neighborhood description or another owner’s premium cannot establish the buyer’s coverage availability or cost. No insurance quote or generic Oakland premium range is invented here.
If a master policy is involved, have the insurance professional explain how it fits the owner’s duties and separate coverage. If rental or occupied space is involved, keep the Oakland rental-property investigation distinct from the owner-occupant budget. The Alameda County guide supplies wider context. Complete the ledger with dated evidence and visible unanswered questions before relying on a household total.
