Financing a Duplex, Triplex or Fourplex: FHA, VA and 5% Down

If you will live in one of the units, you can finance a duplex, triplex or fourplex with an FHA loan (federal law sets the minimum cash investment at 3.5% of appraised value), a VA loan (eligible veterans with full entitlement have no VA loan limit), or a conventional loan backed by Fannie Mae with as little as 5% down through its Desktop Underwriter system. Each program can count part of the rent from the other units, and FHA adds a self-sufficiency test for three- and four-unit buildings. In the North Bay, the program you can use often depends less on the down payment than on whether the loan stays under your county’s limit.

This guide is for owner-occupant buyers of 2 to 4 unit properties in Sonoma, Napa, Marin, San Francisco and the rest of the Bay Area. It sets out the 2026 loan limits for each county, how each program treats rental income, and where buyers most often get surprised. Lender overlays (extra rules a lender adds on top of the agency guidelines) vary, so confirm every number here with your loan officer before you write an offer.

2026 loan limits for 2 to 4 unit properties

Loan limits rise with the number of units, which is what makes small multifamily financeable with agency loans in high-cost counties. For 2026, Fannie Mae’s baseline limits are $1,066,250 for two units, $1,288,800 for three and $1,601,750 for four. In the highest-cost counties the ceiling is $1,599,375, $1,933,200 and $2,402,625. The Federal Housing Finance Agency publishes the figure for each county.

County (2026, FHFA)1 unit2 units3 units4 units
Sonoma$897,000$1,148,350$1,388,050$1,725,050
Napa$1,017,750$1,302,900$1,574,900$1,957,250

Why “high-balance” matters for 5% down

A conforming loan above the national baseline but within a higher county limit is a high-balance loan. Fannie Mae’s eligibility matrix (August 5, 2026) allows 95% loan-to-value on 2 to 4 unit principal residence purchases through Desktop Underwriter, but sets lower maximums on high-balance loans: 85% for two units and 75% for three or four. In Sonoma County, for example, a two-unit loan above $1,066,250 but within the county’s $1,148,350 limit is high-balance, so the 5% down option no longer applies.

The arithmetic is worth doing before you shop. At 5% down, a two-unit loan stays at or under the $1,066,250 baseline up to a price of about $1,122,000, and a four-unit loan stays under the $1,601,750 baseline up to about $1,686,000. Above that, plan on a larger down payment or a jumbo loan. Our Sonoma County mortgage and loan limit guide covers payments and down payment help for one-unit homes.

FHA limits

FHA limits are set county by county. By statute, an area’s limit is 115% of its median house price, capped at 150% of the conforming baseline, scaled up for two, three and four units. For case numbers assigned in 2026, the national FHA range runs from $693,050 to $1,599,375 for two units, $837,700 to $1,933,200 for three and $1,041,125 to $2,402,625 for four. Look up your county on HUD’s FHA mortgage limits page before you rely on a figure.

FHA: 3.5% down and the self-sufficiency test

FHA insures loans on one- to four-unit homes where the borrower lives in a unit. The National Housing Act requires the borrower to invest at least 3.5% of the appraised value in cash or its equivalent, or a larger amount if HUD sets one. Lenders can also add their own credit and down payment requirements.

On three- and four-unit properties, FHA adds a self-sufficiency test. As lenders apply HUD Handbook 4000.1, the appraiser’s estimate of market rent for all units, reduced by a vacancy factor (the greater of the appraiser’s factor or 25%), must equal or exceed the full monthly payment, including principal, interest, taxes, insurance, mortgage insurance and any association dues. Duplexes are not subject to the test.

  1. Get the appraiser’s rent estimate. The test uses market rent from the appraisal, not the seller’s rent roll.
  2. Apply the vacancy factor. In most cases that means using 75% of the estimated rent.
  3. Compare it with the full payment. If 75% of the rent falls short of the payment, the property fails, however strong your income is.

In Bay Area price ranges this test is often the deciding factor on a triplex or fourplex. Ask your lender to run it with a realistic rent estimate before you make an offer, and keep the appraisal contingency in your contract. Our appraisal contingency guide explains how.

Conventional loans with 5% down

Fannie Mae’s eligibility matrix lists a 95% maximum loan-to-value for purchases of 2 to 4 unit principal residences underwritten through Desktop Underwriter, subject to the high-balance limits above. Manually underwritten loans have lower maximums: 85% for two units and 75% for three or four, with minimum credit scores and six months of reserves shown for two-unit purchases. Desktop Underwriter sets credit score and reserve requirements case by case.

Conventional loans carry private mortgage insurance when you put down less than 20%. Compare the total monthly cost against an FHA quote, because mortgage insurance pricing on multi-unit loans can change which program is cheaper.

How lenders count rent from the other units

Under Fannie Mae’s Selling Guide (topic B3-3.8-02, September 2, 2026), the lender multiplies the monthly gross rent by 75% and subtracts the property’s full monthly payment (principal, interest, taxes, insurance and association dues) to get adjusted net rental income. For a purchase, the rent is documented with the appraiser’s rent schedule (Form 1007 or 1025) and a copy of any lease being transferred to you.

  • With 12 months or more of property management experience, a positive result can be used in full as qualifying income.
  • With less than 12 months of experience, a positive result can only offset the housing payment, not add income beyond it.
  • If the lease rents look high against market rents, the lender uses the lower figure unless it documents why the higher rent is stable.
  • Leases with family members or interested parties are not accepted, and a new lease generally needs a term of at least six months.

The lender must report the gross rent on a 2 to 4 unit principal residence even if you do not use it to qualify. If you are buying with tenants in place, the leases, deposits and rent rules transfer with the building; read our guide to buying a tenant-occupied property and check whether the units are covered by AB 1482’s rent cap.

A house with an ADU is not a duplex

A single-family home with an accessory dwelling unit is a one-unit property for Fannie Mae. ADU rent can be counted only on a purchase or limited cash-out refinance, from one existing ADU, and it is capped at 30% of your total qualifying income. See our guide to buying a home with an ADU.

VA loans on 2 to 4 units

The VA home loan can be used to buy a home of up to four units, and you must live in the home you buy. A veteran with full entitlement has no VA loan limit, though the lender still has to approve the loan and the VA-backed amount cannot exceed the lower of the price or the appraised value.

With remaining (partial) entitlement, VA uses the county’s one-unit limit even when the property has more than one unit: the bonus entitlement is 25% of that one-unit figure, less entitlement already used, and the lender may require a down payment if it does not cover 25% of the loan. On a Sonoma County fourplex that difference can be large, so get a Certificate of Eligibility and an entitlement calculation early.

Practical steps before you write an offer

  1. Pick the program first. The loan limit, down payment and rent rules decide which properties you can buy.
  2. Get a preapproval that names the unit count. A preapproval for a single-family home does not answer the rental income or self-sufficiency questions.
  3. Ask for the rent roll, leases and deposits with your first round of disclosures, and compare them with market rents.
  4. Budget reserves and repairs. Older multi-unit buildings often need roof, sewer lateral, electrical or seismic work.
  5. Keep a loan contingency long enough for the appraisal and rent schedule to come back. See our loan contingency guide.

Questions people ask

Can I buy a fourplex with 3.5% down?

With FHA, yes, if you will live in one unit, the loan fits the county’s FHA limit and the property passes the self-sufficiency test. In high-priced areas the test is often the harder part.

Does Fannie Mae allow 5% down on a duplex, triplex or fourplex?

Yes, for a principal residence underwritten through Desktop Underwriter, as long as the loan is at or below the baseline limit for its unit count. High-balance loans have lower maximums: 85% loan-to-value for two units and 75% for three or four.

What is the FHA self-sufficiency test?

For three- and four-unit properties, the appraiser’s market rent for all units, less a vacancy factor of at least 25%, must cover the full monthly mortgage payment. It does not apply to duplexes.

Can I use rent from the other units to qualify?

Usually, but not all of it. Fannie Mae counts 75% of gross rent and subtracts the property’s payment, and without 12 months of landlord experience the result can only offset the payment.

What is the 2026 conforming loan limit for a fourplex in Sonoma County?

$1,725,050, according to FHFA’s 2026 county list. Napa’s is $1,957,250, and Marin, San Francisco and San Mateo are at the $2,402,625 ceiling.

Can I use VA on a multi-unit property?

Yes, for up to four units if you live in the home. Veterans with full entitlement have no VA loan limit; with partial entitlement, the one-unit county limit applies.
