Bennett Valley, Santa Rosa: City Homes, Acreage and the AVA
By Matthew Martinez, Founder, CEO & Managing Broker, Diamond Real Estate Group. California DRE #01869679.
Bennett Valley is the valley on Santa Rosa’s southeast side, running from the city’s suburban neighborhoods around Yulupa Avenue and the Bennett Valley Golf Course out along Bennett Valley Road into rural county land below Bennett Mountain, Taylor Mountain and Sonoma Mountain. It is two markets under one name: city tracts on city water and sewer, and unincorporated ranch and acreage parcels with wells and septic under county zoning. It is also a federally recognized wine appellation.
This guide explains how to tell which side of that line a property is on and what each side means for a purchase: jurisdiction, zoning and lot splits, utilities, fire and flood checks, transfer tax and selling. For citywide prices and how Bennett Valley compares with other parts of town, see our Santa Rosa real estate guide.

City Bennett Valley vs county Bennett Valley
The western part of Bennett Valley is inside Santa Rosa city limits, so the city handles planning, permits and code enforcement, and Santa Rosa Water provides water and sewer. Farther out along Bennett Valley Road, parcels are in unincorporated Sonoma County, where Permit Sonoma is the planning and building agency.
The line is not a clean break. Sonoma County’s address records, which flag each address as incorporated or unincorporated, show city addresses on Bennett Valley Road as far out as the 4600 block, near where Yulupa Avenue meets the road. Between roughly the 2900 and 4600 blocks, city and county parcels alternate, and from the 4600s outward every address is unincorporated. A Santa Rosa mailing address doesn’t settle it: both of the county-reviewed subdivisions discussed below have Santa Rosa addresses.
| Item | Inside Santa Rosa | Unincorporated Bennett Valley |
|---|---|---|
| Planning and permits | City of Santa Rosa | Permit Sonoma, under the Bennett Valley Area Plan |
| Typical property | Single-family streets, condominiums (most on Woodlake Drive) and multi-unit buildings | Homes on acreage, ranches, small vineyards |
| Water and sewer | Santa Rosa Water | Often a private well and septic system; confirm for the parcel |
| Transfer tax | County $1.10 plus city $2.00 per $1,000 | County $1.10 per $1,000 only |
| Short-term rentals | City of Santa Rosa permit program; see the Santa Rosa guide | County vacation rental rules; county zoning records show no vacation rental exclusion (X) zoning in the rural valley, so the base zone decides |
| Lot splits | City zoning and state law | County zoning; one parcel reviewed in 2021 allowed one home per 20 acres with 10-acre minimum lots |
Check the parcel in the county’s or city’s parcel records before you write an offer. The answer changes the inspections you order, the taxes at closing and what you can build.
The city side: Yulupa Avenue and the golf course
The city portion is suburban Santa Rosa. Bennett Valley Golf Course, at 3330 Yulupa Avenue, opened in 1969 and plays as a par-72, 6,500-yard course from the back tees.
County assessor records for the area around the golf course and Yulupa Avenue classify about 107 parcels as condominiums, 94 of them on Woodlake Drive and the rest on Knolls Lane and Yulupa Avenue. County address records also show multi-unit buildings on Bethards Drive, Tachevah Drive, St. Paul Drive and Maher Drive. Near the junction of Yulupa Avenue and Bennett Valley Road, city streets include Lake View Drive, Lago Oaks Drive and Spring Oaks Drive, while Bennett View Drive, just beyond, is partly unincorporated.
For a condo or townhome, read the association’s budget, reserve study and rules before you remove contingencies, and compare monthly dues as part of the price. Our guide to Santa Rosa condos and townhomes walks through those documents.
Santa Rosa Water serves more than 53,000 water accounts and maintains sewer lines for more than 49,000. Wastewater goes to the Laguna Treatment Plant, which runs a regional reuse system serving about 230,000 people. The Bennett Valley Union School District, based on Mesquite Drive in Santa Rosa, operates Yulupa Elementary and Strawberry School; confirm which district serves any address with the district itself.
The county side: acreage along Bennett Valley Road
East of the city, Bennett Valley Road passes ranches, rural homes and vineyards on larger parcels. County planning documents give a clear picture of the rules out here. A 2021 county environmental review for a four-lot split of an 80-acre parcel at 7200 Bennett Valley Road placed the site within the Bennett Valley Area Plan, zoned Diverse Agriculture with a 20-acre density district (one home per 20 acres, with lots of at least 10 acres allowed), inside a Scenic Landscape Unit that requires structures to sit below exposed ridgelines and pass county design review.
That parcel was served by a private well, and each new lot needed its own septic system. In October 2025 the county approved another minor subdivision, at 4700 Bennett Valley Road, splitting about 51 acres into four parcels, including a 10-acre remainder, with replacement planting required for 1.55 acres of oak woodland removed for access and homesites.
If you are buying acreage here, plan for the rural checklist: well yield and water quality, septic capacity, road access and maintenance, oak and creek setbacks, and whether a lot can be split. Our guides to wells, septic and rural utilities and subdividing land in Sonoma and Napa cover each step, and our post on ranch and acreage properties covers horse property.
The Bennett Valley wine appellation
Bennett Valley is a federal American Viticultural Area, established by the Alcohol and Tobacco Tax and Trade Bureau in 2003 (27 CFR 9.142, T.D. TTB-6) and lying entirely within Sonoma County, southeast of Santa Rosa. Its boundary begins and ends at the peak of Taylor Mountain and runs past the Bennett Valley Golf Course, across Matanzas Creek, over the 1,887-foot peak of Bennett Mountain, and through points that include Sonoma Mountain Road and the intersection of Grange Road (known as Crane Canyon Road to the west).
The appellation matters to vineyard buyers because federal labeling rules govern when a wine may carry the Bennett Valley name. For how it fits with the county’s other appellations, see our guide to Sonoma County wine appellations. Hillside property on the neighboring mountain is covered in our post on Sonoma Mountain and Diamond A.
Fire, flood and creeks
Fire zone status changes across the valley. The State Fire Marshal’s Fire Hazard Severity Zone maps took effect in State Responsibility Areas on April 1, 2024, and the Local Responsibility Area maps for cities were released in four phases between February 10 and March 24, 2025.
We checked both maps as Sonoma County’s GIS publishes them in October 2026. On the city side, the Local Responsibility Area map dated February 24, 2025 is mixed: a point on the 2800 block of Yulupa Avenue falls outside any wildland zone and one on the 4600 block of Bennett Valley Road is Moderate, while High and Very High pockets appear in the surrounding area. Out the valley, the State Responsibility Area points we checked on the 6000 and 7300 blocks of Bennett Valley Road are Very High.
The county’s mapped perimeter of the October 2017 Central LNU Complex (the Nuns fire) reaches the upper valley around the 7300 block of Bennett Valley Road, but not the 6000 block or the city side, and the 2020 Glass Fire perimeter does not enter the valley. Ask for any fire damage, rebuild permits and insurance claims on a specific property.
Check the specific parcel; our guide to North Bay fire hazard zones explains what each zone means, and sales in high and very high zones carry defensible-space inspection requirements, explained in our AB 38 inspection guide.
Matanzas Creek runs through the valley, and smaller streams on rural parcels feed it. Sonoma Water’s Central Sonoma Watershed Project includes Matanzas Creek Reservoir, completed in 1964 near Bennett Valley Road and Grange Road, which stores up to 1,445 acre-feet of floodwater behind a 685-foot earthen dam. A 2026 draft environmental assessment says the dam protects Santa Rosa and nearby unincorporated areas and captures about 3.8 acre-feet of sediment a year, but does not meet current federal NRCS or state Division of Safety of Dams standards; the proposed rehabilitation would bring it into compliance.
Countywide, Sonoma Water maintains more than 75 miles of engineered and modified streams across the county, and properties near creeks should be checked against FEMA’s flood maps and the natural hazard disclosure report. Our guide to North Bay flood zones covers how to read them. On rural parcels, creeks also bring setback rules and, as the 7200 Bennett Valley Road review noted, habitat for protected species such as the western pond turtle and foothill yellow-legged frog.
Getting around and open space
From the city side, downtown Santa Rosa and Highway 101 are a short drive, and the downtown SMART station is at 7 4th Street. The rural side is car-dependent, with Bennett Valley Road as the main route.
Trione-Annadel State Park, more than 5,000 acres on Santa Rosa’s east side, has over 45 miles of trails for hiking, biking and riding and the man-made Lake Ilsanjo; its main entrance is on Channel Drive, reached from Montgomery Drive.
Selling a home in Bennett Valley
Buyers here sort homes first by city or county, so state it in the listing and back it up. Gather:
- Parcel records confirming city or county jurisdiction, zoning and any area plan or scenic overlay.
- For city homes: HOA documents and dues if there is an association, plus permit history for remodels.
- For county homes: well logs and a recent yield and water quality test, septic records and pumping history, and any road maintenance agreement.
- Defensible space records if the parcel is in a high or very high fire hazard zone, and the natural hazard disclosure report.
- For vineyard parcels: planting details, farming contracts and grape sales history.
Transfer tax depends on the side of the line: inside Santa Rosa, the city’s $2.00 per $1,000 is added to the county’s $1.10. In Diamond’s North Bay markets the seller customarily pays, but it is negotiable and local custom varies; see our California transfer tax guide. Our Sonoma County selling services page explains how we prepare and market a home, and nearby neighborhood guides cover Rincon Valley and Fountaingrove.
Questions people ask
Is Bennett Valley in Santa Rosa?
Partly. The western end, around Yulupa Avenue and the golf course, is inside city limits, and county address records show city addresses on Bennett Valley Road out to the 4600 block. Past that, the road is unincorporated Sonoma County. Both sides use Santa Rosa mailing addresses, so check the parcel records.
Does Bennett Valley have city water and sewer?
Homes inside Santa Rosa are on Santa Rosa Water. Rural parcels in the county typically rely on a private well and septic system, so order well and septic inspections.
Can I split a Bennett Valley acreage parcel?
It depends on zoning. One county parcel on Bennett Valley Road was zoned for one home per 20 acres with 10-acre minimum lots, and the county has approved minor subdivisions there, but each parcel has its own zoning and review.
What is the Bennett Valley AVA?
A federal wine appellation established in 2003 (27 CFR 9.142), entirely within Sonoma County and bounded by landmarks including Taylor Mountain, Bennett Mountain and Matanzas Creek.
Which school district serves Bennett Valley?
The Bennett Valley Union School District, which operates Yulupa Elementary and Strawberry School, carries the valley’s name. District lines don’t follow neighborhood names, so confirm the district for a specific address.
How much is the transfer tax on a Bennett Valley home?
Inside Santa Rosa, $3.10 per $1,000 in total ($1.10 county plus $2.00 city). In unincorporated Bennett Valley, only the county’s $1.10 per $1,000.
Are there condos in Bennett Valley?
Yes, on the city side. County assessor records list about 107 condominium parcels near the golf course and Yulupa Avenue, most on Woodlake Drive. Review the association’s dues, reserves and rules before you buy.
Is Bennett Valley in a fire hazard severity zone?
Parts of it. The rural valley we checked is in the State Responsibility Area’s Very High zone, while on the city side the Local Responsibility Area map varies from non-wildland and Moderate areas to High and Very High pockets. Check the specific parcel on the state or county map.
Thinking about a Bennett Valley home or acreage? We can confirm the parcel’s jurisdiction, zoning and utilities with you before you write an offer, or prepare a pricing opinion if you are selling. Start with a home valuation.
