A property-evidence workbook for San Mateo County

The same question—“Can this home work for us?”—requires different evidence for the existing residence and a proposed future project. This workbook keeps those decisions separate while allowing you to compare coastal, hillside, bay-side and established neighborhood properties on useful terms.

File one: the home you can evaluate today

Record the actual layout, parking, storage, outdoor circulation and material systems. Identify the ownership interest and any shared obligations. Use inspections and the relevant documents to distinguish a feature’s condition from the right to use it.

Feature Present use Condition evidence Right or responsibility evidence Unanswered question
Outdoor area Where and how you would use it Tour and relevant inspection Title or governing document where needed Private, shared or exclusive use?
Altered room Function visible today Inspection of actual work Approval and completion records if available Does the file describe this configuration?
Site system Drainage, retaining, access or other actual feature Suitable specialist review Plans, repair history or agreement What does the owner maintain?
Shared building Systems relevant to the unit Building information and inspection findings Governing documents, budget and reserves What work or costs remain personal?

Do not add rows for features a property does not have merely to make the checklist longer.

File two: the record and the responsible authority

Identify the parcel and its jurisdiction. San Mateo County planning handles its unincorporated area; incorporated-city questions must be directed appropriately. The county zoning resource makes the same boundary distinction for its information.

For material changes, collect the evidence that describes the work and its status. A submitted application, a planning decision, a building permit and final inspections are different stages. Missing online detail calls for a targeted record request or agency question, not an automatic conclusion about legality or approval.

Record service providers separately. For example, Woodside’s sewer resource describes different service areas, illustrating why a town name alone cannot settle a property’s wastewater arrangement. The county health program is the relevant official reference for onsite-system questions where applicable.

File three: a defined future project

Write the proposed change in plain language and identify why it is essential. Ask the appropriate authority about the actual parcel, current requirements and remaining steps. Include service capacity and site constraints where relevant. Keep the answer dated so it can be checked again before relying on it.

Current Midcoast check, reviewed October 23, 2026: The county’s Urban Midcoast notice describes limits affecting acceptance of new housing-unit building applications and a waitlist process, with a stated 2028 reopening or earlier relief through an approved amendment. Obtain current confirmation for the parcel and application type. This is a county-area project issue, not a rule to apply automatically to every coastal property or incorporated city.

Two hypothetical comparisons

A coastal home with a proposed extra unit: Compare the residence as it exists first. Put the extra unit in File Three, obtain the current agency answer and avoid using its hoped-for completion or income as an established purchase fact. Local guides such as El Granada route the search without duplicating the policy discussion.

A larger hillside lot versus a simpler site: Compare usable outdoor areas and maintenance access before assigning value to additional land. Obtain the relevant site and project evidence rather than assuming unused ground can support expansion. Portola Valley provides one setting where the local site review is particularly important.

Use the files to make an offer decision

Mark each unanswered item by its effect on suitability, budget or timing. Assign a specific next action and obtain the relevant professional answer. County buyer representation connects the findings to the investigation schedule and offer choices.

Use the files before marketing

Complete known entries and identify gaps without manufacturing certainty. The county seller service connects that record to preparation, accurate descriptions and a launch plan grounded in what the property demonstrably offers.
