Where to Live in Alameda County: Towns Compared by Transit, Services and Rules

By Matthew Martinez, Founder, CEO & Managing Broker, Diamond Real Estate Group. California DRE #01869679.

The most useful way to narrow where to live in Alameda County is to sort places by three things that change at a city line: which water district serves the parcel (EBMUD in the north, Alameda County Water District in the Fremont area, Zone 7’s retailers in the Tri-Valley), whether a BART station or ferry terminal is within reach, and whether the city adds its own transfer tax at sale. Eight cities do, and the rates run from $8.50 to $25.00 per $1,000, so the same price can carry very different closing costs depending on the side of a boundary you buy on.

This guide compares places only by housing types and lots, jurisdiction, utility service, transportation, local rules and ownership costs. It does not describe residents, safety or schools, and it gives no prices or market statistics. For listings, start on our Alameda County homes page.

Step one: city or unincorporated?

The incorporated cities are Alameda, Albany, Berkeley, Dublin, Emeryville, Fremont, Hayward, Livermore, Newark, Oakland, Piedmont, Pleasanton, San Leandro and Union City. Inside them, city planning, building, rental and tax rules apply. Between Hayward and San Leandro sits a band of urban unincorporated communities under county rules. The county’s own map of ZIP codes and community names names Ashland, Castro Valley, Cherryland, Fairview, Hayward Acres and San Lorenzo (see Castro Valley real estate, San Lorenzo real estate and Fairview real estate). Rural land in the east county and around Sunol is also unincorporated (Sunol real estate).

That map is labeled representational only, and many of these communities share Hayward or San Leandro ZIP codes. So a Hayward mailing address does not prove the parcel is in Hayward. Confirm jurisdiction by parcel number before you rely on any rule below; our guide to city or unincorporated property in Alameda County walks through the check, and our unincorporated Alameda County page explains the area and available property-search options.

Town-by-town comparison

The table summarizes the verified differences. Water and sewer describe typical service; individual parcels can differ, so confirm with the provider.

Water, sewer and septic

North of San Lorenzo, most homes are on East Bay Municipal Utility District water. EBMUD says its water service area covers about 332 square miles, running from Crockett in the north to San Lorenzo in the south and east to Walnut Creek and the San Ramon Valley. Its wastewater system is smaller: about 88 square miles along the bay’s east shore, from Richmond to Oakland. Outside that wastewater area, local sanitary districts or city systems handle sewer, and the provider appears on the property tax bill.

In the south county, the Alameda County Water District serves Fremont, Newark, Union City and southern portions of Hayward, according to the regional water agency BAWSCA. Its profile lists a mix of State Water Project water, San Francisco Regional Water System supply and local supplies from Del Valle Reservoir and groundwater.

In the Tri-Valley, Zone 7 Water Agency is the region’s water wholesaler and serves eastern Alameda County through local water retailers, so the company on your bill depends on the city and parcel. Rural parcels outside any district boundary may rely on a well and septic system; ask for permit records and confirm requirements with Alameda County Environmental Health.

One requirement that surprises buyers in the EBMUD area is the private sewer lateral program, which can require inspection or replacement work when a property is sold. See our private sewer lateral certificate guide before you negotiate repair credits.

Transportation: BART, ferry and highways

BART’s station list includes 22 stations in Alameda County cities and communities. Oakland has the most, including 12th St./Oakland City Center, 19th St./Oakland, Lake Merritt, West Oakland, MacArthur, Rockridge, Fruitvale, Coliseum and Oakland International Airport. Berkeley has Downtown Berkeley, North Berkeley and Ashby. Moving south, there are stations at San Leandro, Bay Fair, Castro Valley, Hayward, South Hayward, Union City, Fremont and Warm Springs/South Fremont, and the Tri-Valley line ends at West Dublin/Pleasanton and Dublin/Pleasanton. Albany, Emeryville, Piedmont, the city of Alameda, Newark and Livermore have no BART station of their own.

San Francisco Bay Ferry fills some of that gap. Its routes serve Oakland Jack London Square, Alameda Main Street, Alameda Seaplane Lagoon and Harbor Bay, with service to downtown San Francisco and peak-hour trips from Oakland and Alameda to Oyster Point in South San Francisco. Emeryville’s shuttle connection is covered in our guide to the Emery Go-Round and BART.

By car, I-880 runs the bayside spine from Oakland to Fremont, I-580 crosses from Oakland through Castro Valley to the Tri-Valley, I-680 links Fremont, Sunol, Pleasanton and Dublin, and SR 24 and SR 13 serve the Oakland and Berkeley hills.

Rental rules

Statewide, the Tenant Protection Act limits most rent increases to 10% or 5% plus inflation, whichever is lower, over 12 months, and adds just-cause rules once a tenant has been in place 12 months, according to the California Attorney General. The same page notes that local rent laws may restrict increases further.

Several Alameda County cities have local programs. Oakland runs a Rent Adjustment Program through which owners can petition for pre-approval of an increase or request an exemption. Rules, coverage and exemptions differ from city to city, so we keep a running comparison in East Bay rent stabilization by city, with detail for Oakland rental property rent rules and Berkeley rent stabilization for owners. If you are buying with a tenant in place, also read buying property with tenants.

Short-term rental rules were not verified against current official pages for this guide. Check the city’s code, or the county’s for unincorporated parcels, and see our overview of California short-term rental rules.

Ownership costs that differ by town

Transfer tax. The county documentary transfer tax is $0.55 per $500 of value everywhere, per the Alameda County Clerk-Recorder. Eight cities add their own tax, applied to full value rounded up to the nearest $500:

City City rate per $1,000
Oakland $10.00 up to $300,000; $15.00 to $2M; $17.50 to $5M; $25.00 above $5M
Berkeley $15.00 up to $1.7M; $25.00 above
Emeryville $12.00 under $1M; $15.00 from $1M to $2M; $25.00 above $2M
Albany $15.00
Piedmont $13.00
Alameda $12.00
San Leandro $11.00
Hayward $8.50

The recorder’s page lists no city tax for Dublin, Fremont, Livermore, Newark, Pleasanton or Union City, or for unincorporated areas. Tier thresholds can change, so check the current figure with the recorder or city before you budget. Our Alameda County city transfer taxes guide works examples, and California transfer tax explains who customarily pays.

Tax-bill charges. Sanitary district, water and special assessment lines vary by parcel. Request the current bill, compare it with our Alameda County ownership cost comparison, and plan for a supplemental tax bill after closing.

Building a short list

  1. Decide whether you need BART, a ferry terminal, or neither within reach.
  2. Check the transfer tax for each city on your list, using the tier that fits your price range.
  3. If you will rent the home, read the local rent rules first.
  4. Confirm jurisdiction, water provider, sewer provider and tax-bill charges for the exact parcel.

Who supplies water in Fremont, Newark and Union City?

The Alameda County Water District, which also serves southern portions of Hayward. Its supply blends State Water Project, San Francisco regional and local water.

Notes: Short-term rental rules and local rent ordinances other than Oakland’s program were not verified against current official pages for this guide. The recorder’s page gives no effective dates for city tax rates. Water entries marked "service area" fall within the territory EBMUD describes but were not confirmed street by street; sewer providers outside EBMUD’s wastewater area were not individually verified. Rules change; verify before you buy.
