Napa County Horse Properties for Sale

By Matthew Martinez, Founder, CEO & Managing Broker, Diamond Real Estate Group. California DRE #01869679.

Napa County horse properties are mostly on unincorporated land zoned AP (Agricultural Preserve) or AW (Agricultural Watershed). There, the county code’s definition of agriculture includes grazing livestock and breeding and raising horses. That makes keeping your own horses an agricultural use. Horse boarding and training stables are a different matter: in the AW district they need a use permit. Check the zoning, the minimum parcel size and whether you plan private or commercial use before you write an offer.

Where to look in Napa County

Start with the Napa County real estate hub. Horse-capable parcels are usually outside the city limits, in the agricultural and watershed lands around the valley and the eastern hills:

What to check before you buy

Zoning and the definition of agriculture

Napa County Code §18.08.040 defines agriculture to include livestock grazing and the breeding and raising of horses, cattle, sheep, goats and other animals. Agriculture is allowed without a use permit in the AW district (§18.20.020), so keeping your own horses there is an agricultural use. AP is also an agricultural district; confirm its use list for the parcel.

Commercial use is where the code tightens. Section 18.20.030 lists "horse boarding and/or training stables" among the uses that need a use permit in AW. Section 18.08.490 defines a stable or public stable as a facility for commercial horse boarding or for housing horses for rental. If a listing advertises boarding income, lessons or training, ask for the use permit and its conditions. If there isn’t one, assume the new owner can’t run that business without applying.

Minimum parcel size and building sites

The county’s schedule of zoning district regulations sets a minimum lot area of 40 acres in AP and 160 acres in AW. Many existing parcels are smaller because they were created before those minimums, and they can still be legal lots. Confirm legal-lot status, the zoning on the county parcel record and any Williamson Act contract (see our Williamson Act guide). Our Napa County land for sale page and building a home on Napa ag land explain what the land can support.

Barns, arenas and setbacks

Barns and other agricultural buildings still need building permits, and grading for an arena or pasture can trigger erosion-control review on hillsides. We found a specific setback for buildings accessory to agriculture only in the Residential Country (RC) district: 20 feet from side and rear lines and 50 feet from the front (§18.104.140(E)). For AP and AW parcels, ask the Planning, Building and Environmental Services department for the setbacks and permit history for each barn, stall and shed.

Water, wells and septic

Horse properties in Napa almost always rely on a private well. Read our Napa County wells, septic and groundwater guide and well and septic inspections in Napa and Marin, and order a yield and water-quality test during your contingency period.

If the ranch diverts from a creek or uses a spring that flows off the parcel, ask for its water-right filings. Under Water Code section 5101, most surface-water diverters must file an annual Statement of Water Diversion and Use with the State Water Resources Control Board. Some small on-site springs and uses already covered by a registration, permit or license are exempt.

Fire, insurance and evacuating horses

Much of Napa’s watershed land is in mapped fire hazard severity zones, so check the parcel’s zone and get an insurance quote early (see our North Bay fire hazard severity zone guide). The California Department of Food and Agriculture’s disaster preparedness guide for horse owners recommends:

  • ID and records for each horse
  • Fueled, maintained trailers, and practice loading
  • More than one evacuation destination and route
  • At least three days of feed and water on hand

CDFA also notes that it isn’t the lead agency for animal evacuations during natural disasters, so add your county emergency services and animal services numbers to your plan.

Riding near Napa horse properties

The Napa County Regional Park and Open Space District lists equestrian use at Moore Creek Park near Lake Hennessey. All of its trails are multi-use, and it has two equestrian trailer spaces. Horses may not enter Lake Hennessey or touch its water, because the district identifies it as Napa’s main drinking water source. The park is open sunrise to sunset. The district’s other parks and trails have their own posted rules.

Questions people ask

Can I keep horses on Napa ag land without a permit?

Keeping your own horses fits the county’s definition of agriculture (§18.08.040), which is allowed without a use permit in AW (§18.20.020). Barns, wells and grading still need their own permits.

Do I need a use permit to board horses in Napa County?

In the AW district, yes. Horse boarding and/or training stables are listed in §18.20.030 among the uses that need a use permit. Ask the seller for any existing permit and its conditions.

What is the minimum parcel size for AP and AW land?

The schedule in §18.104.010 sets 40 acres for AP and 160 acres for AW. Existing smaller legal lots can still be bought and used.

Do county rules apply inside the City of Napa or St. Helena?

No. Each city has its own zoning. The county code applies to unincorporated parcels, so confirm the jurisdiction on the parcel record.

Where can I ride in Napa County?

Moore Creek Park lists equestrian use and has two trailer spaces. Check each district park’s rules before you ride.

Are horse properties on wells?

Usually. Test yield and water quality, and review the county’s groundwater rules for the parcel. Our wells and groundwater guide covers what to request.

Can a vineyard parcel also be a horse property?

The code’s definition of agriculture covers both crops and livestock, so it can be. In practice, planted acreage, setbacks and water supply limit the room for pasture.
